The University of Jos chapter of the Academic Staff Union ofUniversity (ASUU) has said it will not surrender, even if the receives the directive ofthe National President of the Union.Dr. David Janakam, the Chairman of the UNIJOSchapter, stated this in an interview in the capital city of Plateau State – Jos.“The National Presidentof ASUU cannot ask us to call off just because the Union has met with Mr. President. We don’toperate that way. Whatever agreement reached between the national body and Mr. President will be a subject of discussion atlocal branches.“We can only call it off when the local branches give their acceptance to whateveragreement reached with the Federal Government in their last meeting with President Jonathan.Dr. Janakam said ASUU members have lost confidence in the Federal Government when it comes to agreement based on the lesson learnt from the current strike adding that the minutesof the last meeting withPresident Jonathan will be critically reviewed.“If the local branches do not see any seriousness in the contents of that meeting, we will let our national body know of our opinion accordingly. If our response is positive, only then the national body can announce that we have agreed to resume classes.“So, as far as this strike is concerned, it is the members of ASUU nationwide that can determine the end of the strike, not the National President. Leaders of various chapters of ASUU cannot take decision onbehalf of their members in this case. Itis the members themselves that should say it is time to call off. So it is not a leadershipthing” said Dr. Jankam.“I’m just coming back from Abuja where that National President and zonal chairmen briefed us chairmen of local chapters on their dialogue with Mr. President. Back home we will converge in our congress to discuss the issues. Whatever resolution reached in our congress will be made known to our national body.“This is going to be the processes for calling offof this strike. That was why I said this strike cannot be called off with directive of ASUU President. It has to be the other way round”.He said the congress ofthe UNIJOS ASUU chapter has been scheduled for Monday next week. |

The Central Bank of Nigeria and the Bankers Committee on Tuesday sealed a biometric solution pact with a German Firm, Dermalog, for the development of a payment system that would be driven by fingerprints. The move, according to the Governor, CBN, Mr. Lamido Sanusi, will help to revolutionise the country’s payment system. For instance, unlike the current practice where different instruments are used as means of identification, bank customers will from 2014 be identified through their fingerprints. Sanusi, while speaking at the signing of the agreement, which was held at the central bank’s headquarters in Abuja, noted that the system would become operational on February 14, 2014. The move followed the recommendation of a sub-committee chaired by the Group Managing Director, Zenith Bank Plc, Mr. Godwin Emefiele. The committee, made up of the Group Managing Directors of Access Bank Plc, First Bank of Nigeria Limited, United Bank for Africa Plc, Union Bank of Nigeria Plc and Skye Bank Plc, had shortlisted Dermalog as the company to develop a database for the banking sector. Emefiele said, “The company that was awarded the contract has been given a very ambitious deadline, and before the contract was awarded, it agreed that it would deliver in 90 days. “The first phase of the project will connect the central data to the banks as well as the central bank and the Nigeria Interbank Settlement System. We believe that the company will do so, and by February 14, 2014, we are all very optimistic and looking forward for a gift from the banking industry. “The cost of the project is above $50m and the banks, in their wisdom and in line with their collaborative efforts, are going to be sharing the cost of the project, and no customer is going to be charged for this project.” Explaining the reason for the project, Sanusi said it would help to provide a single biometric database that would serve the purpose of authentication as well as address the issues of money laundering, fraud, credit extension and financial inclusion. He said, “The vision is that this will go beyond the banks and it is a very tight deadline that I have set for the committee and the committee has discussed with Dermalog; and in three months, we can officially say that every single Nigerian bank is connected to the system; and hopefully in the coming months, we will expect every customer of every branch of every bank in Nigeria to have complied to this, but it goes beyond the banking system. “We have about a thousand microfinance banks; we have customers of pension fund administrators; we have customers of insurance companies; we have people who deal with the stock market, and the vision for this is that everyone that deals with the financial system should have his biometric data captured, and this will be used for identification, verification and authentication.” Sanusi said the project would not have any negative impact on the national identity card project, adding that the biometric database of the banking sector would help to complement the Federal Government’s identity management project. And Why ASUU 2009 agreement MUST Not Be Honoured By Govt. **ASUU are asking for elongation of their maternity leave, housing loan, sick leave, injury pension, vehicle loan, car refurbishing loan, allocation of University lands to members..... It is now apparent that ASUU leadership, not their members do not want to go back to classes after the government has released N200 billion for infrastructures and N130billion for their undeserving bonuses and allowances. Extract from their meeting with Senators (close Door). ASUU: “The lecturers were asking for maternity leave, housing loan, sick leave, injury pension, vehicle loan/ car refurbishing loan, postgraduate supervision allowance, teaching practice/ industrial supervision/ field trip allowances and honoraria for external moderation of undergraduate and postgraduate examinations.” “Other demands included postgraduate study grants, staff schools, and compulsory retirement age”. ASUU demanded that landed properties around their Universities should be allotted to their members as part of employment benefits. In all, ASUU demanded for a whopping N1.5 trillion expected to be paid within three years of 2009 to 2011. (about 34% of the entire nation's financial budget, capital and recurrent) Senator Sola Adeyeye, a former lecturer, asked ASUU during their meeting: “is there any Nation where any of such allowances is paid according to international standard? A typical teacher teaches two courses in a semester for three hours a week. You are paid salaries, why should you be paid again for these other things? Where in the world are lecturers paid examination allowances? Where is a professor paid allowances for supervising postgraduate students? Why is he a professor in the first place?” “What you cannot ask for in other spheres ought not be asked for here,” he added. “The standard practice in the United States is that if you go on sabbatical, you ‘ll be paid for six months; if you spend more than that, you have to fund it yourself. Where in the world do you say the Federal Government should be involved in the funding of state universities?” ASUU took advantage of the ignorance of those who were sent and simply just allowed this agreement to go on because it is obvious that this is going to be a very difficult piece of paper to implement. - Senate President, David Mark added. From 2009 to 2011, ASUU want N1.5 trillion and 2011 to 2013 another N1.5 trillion, totaling N3.0 trillion (over 78% of Nigerian budget). According David Mark, we should blame those that signed this agreement in the first place. In other way, looking at it in broader perspective, we need not to blamed them that much. We should blame Nigerians and their impatience. We should blame Nigerians who are always in the habit of putting 'fire on the government' any time any group is threatening for strike, without looking at the issues objectively. That means that, government representatives always sign agreements under duress and for peace to reign and to please the masses. Lastly, on this N3.0 trillion demand by ASUU, did anyone see where they mentioned improving learning conditions? ASUU's agreement NEVER mention that we need to build more hostels, lecture theaters, laboratories, Libraries, classrooms, cafeterias, improved transportation system for out-of- campus students. It is all about ASUU, ASUU and ASUU. How on earth will ASUU ask for bonuses for producing graduates that employers of labour always brand unemployable? ASUU leaders should tell Nigerians why all their negotiations of late, are done behind close doors, if truly, University infrastructures are their sole aim of embarking on the current strike?
