Bayelsa State governorship

Jonathan began his career in politics in 1998, having joined the People's Democratic Party (PDP) in 1998.[3] Jonathan, previously the Deputy Governor of Bayelsa State, succeeded Governor Diepreye Alamieyeseigha, who was impeached by the Bayelsa State Assembly after being charged with money laundering in the United Kingdom. In September 2006, Jonathan's wife was indicted by the nation's anti-crime agency, the Economic and Financial Crimes Commission (EFCC), for money laundering related offences.[7]

In December 2006, Jonathan was selected as running mate to Umaru Yar'Adua for the ruling PDP presidential ticket in the April 2007 election.[8] On 20 April 2007, shortly before the presidential election, a militant attack that was described by police as an assassination attempt against Jonathan occurred in Bayelsa State.[9]

Following the PDP's disputed electoral victory, militants blew up Jonathan's country house in Otu-Eke, Bayelsa State on 16 May; two policemen were killed in the attack. Jonathan was not present at the time.[10] After taking office, Yar'Adua publicly declared his assets, and on 8 August 2007, Jonathan also did so.[11][12] According to Jonathan, as of 30 May 2007 he had a total of 295,304,420 naira ($8,569,662.40) in assets.[12]

President Umaru Yar'Adua left Nigeria on 23 November 2009 for medical treatment. He did not provide for anyone to assume his duties. On 13 January 2010, a federal court handed Vice-President Jonathan the power to carry out state affairs in the president's continued absence. On 22 January 2010, the Supreme Court of Nigeria ruled that the Federal Executive Council(FEC)had 14 days to decide on a resolution about whether President Yar'Adua "is incapable of discharging the functions of his office". In a nationwide address in February 2010, Jonathan called on all Nigerians to set aside religious and ethnic differences to work together for the common good. Jonathan said "The events of the recent past have put to a test our collective resolve as a democratic nation," "I am delighted to know that our nation has demonstrated resilience and unity of purpose.[3]

On 9 February 2010, the Senate determined that presidential power should be transmitted to the Vice President. He was appointed to serve as Acting President, with all the accompanying powers, until when and if Yar'Adua returned to full health. The power transfer was called a "coup without the word" by opposition lawyers and lawmakers.[13] The Nigerian Constitution requires a written letter from the President stating he is unable to serve or that the cabinet sends a medical team to examine him but this provision has not apparently been fulfilled leaving some doubts as to the constitutionality of the action.[14]

Yar'Adua died on 5 May 2010. Jonathan was sworn in as Yar'Adua's replacement on 6 May 2010,[15] becoming Nigeria's 14th Head of State. He will serve as President until the next election. Upon taking office, Jonathan cited anti-corruption, power and electoral reform as likely focuses of his administration.[16] He stated that he came to office under "very sad and unusual circumstances."[17]

On 18 May 2010, the National Assembly approved President Goodluck Jonathan's nomination of former Kaduna State governor, Namadi Sambo, an architect, for the position of Vice President.[18][19]

President Goodluck Jonath has wished Ibrahim Babangida good health and long life as the former military celebrated his 69th birthday on Tuesday.

In a letter dated August 17th, a copy of which was made available to State House Correspondents yesterday, Mr. Jonathan said: “As you celebrate this day with family, friends and numerous well wishers, it is my prayer that Almighty God continues to guide, guard and bless you with robust health and His abiding provision in many years ahead.”

The president remarked that Mr. Babangida had done so much to uplift this country and therefore deserves to be celebrated.

“I wish you a very happy sixty-nine birthday anniversary. Congratulations your Excellency and please accept the assurances of my highest consideration and esteem,” he wrote.

The President’s congratulatory message came on the heels of the presidential contest, for which Mr. Babangida has already declared his interest and which Mr. Jonathan is still to make a public declaration.

Only last week, Mr. Babangida responded to a comment by Mr. Jonathan saying that for claiming that he was serving out the joint ticket he had with late Umaru Musa Yar’Adua, the president was being intellectually dishonest.

Story planted by PDP presidential aspirant || Contrary to reports in most national dailies yesterday (excluding Leadership), northern governors did not vote on the raging controversial issue of zoning.

Most newspapers had reported yesterday that, "by a vote of 10 to 8, northern governors had insisted that the zoning of the presidency to the north for the 2011 general elections must be sustained.

According to the reports, 10 state governors: Kwara, Niger, Kebbi, Sokoto, Zamfara, Katsina, Kano, Jigawa, Gombe and Adamawa voted for power rotation to the north in 2011, while eight of them: Borno, Yobe, Taraba, Nasarawa, Benue, Kogi, Plateau and Kaduna voted against it.

However, some governors who attended the meeting told LEADERSHIP last night that there was no voting on the matter of zoning and that at no time of the meeting did they vote for or against zoning the presidency in 2011 elections.

“I am shocked about most newspapers’ reports today (yesterday).Where do they get their stories from? Whoever spun that story misled members of the public,” one of the governors stated.

“Apart from LEADERSHIP and one other newspaper that captured exactly what happened at our meeting, most of them got their stories wrong.”

Another governor from the North West said, like the true account of LEADERSHIP what the governors resolved was that zoning is a PDP affair, and that President Goodluck Jonathan had every right within the context of the 1999 constitution to contest the 2011 presidential election like every other qualified Nigerian.

“Read our communiqué; our position is very clear, we said, after collating report from the 19 northern states and exhaustive deliberation, we recognise the supremacy of the 1999 constitution as encapsulated in section 131 of the 1999 constitution,” the governor who doesn't want his name mentioned stated.

He added: “The section of the constitution provides for the qualification for election into the office of the president. And we acknowledged the right of President Goodluck Jonathan to legitimately and constitutionally contest the office of the president.”

One of the governors said the misleading story was planted by one of the PDP presidential aspirants from the north.

Some of the governors who spoke to LEADERSHIP also denied media reports about hot exchange of words between Governor Gabriel Suswam of Benue State and Governor Babangida Mu'azu Aliyu of Niger State.

“What happened was that Governor Aliyu of Niger State gave about 45 minutes to Governor Murtala Nyako to speak for zoning. He did not just speak for zoning, he was very vehement against President Goodluck Jonathan contesting the presidency in 2011,” one of the governors stated.

“After Governor Nyako has finished his submission, Governor Danbaba Suntai of Taraba State started speaking against zoning and when Aliyu wanted to cut him short, most governors protested and said Suntai should also be allowed to make his submission. "That was the only time some governors exchanged words."

Our source also said that the All Nigerian Peoples Party (ANPP) governors present at the meeting were also against zoning.

The ANPP governors were quoted as telling their PDP colleagues who are interested in northern presidency to join ANPP because like in 2003, 2007 and 2009, they will also feed a northern candidate in 2011.

In a press statement by the Director of Press to Yobe State governor, Abdullahi Bego, Governor Ibrahim Gaidam distanced himself from the purported voting on zoning, explaining he never voted for or against zoning as the issue is “an entire PDP affair.”

According to him, “It is not a matter grounded in the constitution of the Federal Republic of Nigeria. It is a gentleman’s agreement of the PDP.

The governor who spoke with LEADERSHIP added that the meeting also resolved to go and consult widely with the people in their various states, all levels of the party to address the huge concern of all in the interest of peaceful co-existence and advancement of democracy in the nation.

The governor advised that as the nation approaches another crucial period of democracy, the electorate deserved a truthful and credible information from the media to enable them take good decisions politically.

"The media have a huge role to play in our anticipated free and fair election; they should beware of spin doctors and politicians that are to manipulate them for their selfish interest," the governor advised.

There was drama yesterday as former military president and Peoples Democratic Party (PDP) presidential aspirant, General Ibrahim Babangida and Dr Godwin Daboh came face-to-face in Abuja. Daily Sun was reliably informed that the meeting was convened at the instance of Dr Daboh, currently at the vanguard of one the Goodluck Jonathan for President groups. At the meeting, Daboh allegedly pleaded for forgiveness and assured Babangida that he would drop his opposition to the latter‘s ambition.

But Daboh told Daily Sun in an exclusive interview in Abuja that he was tricked into the meeting through former governor of Niger State, Abdulkadir Kure where television cameras were beamed on him to portray him as a double dealer. He also denied begging IBB.

Daboh who is national president of Benue State Elders Forum and Deputy Coordinator of Concerned PDP Elders for Jonathan/Sambo 2011 said the entire scenario was a plot by Babangida to set him up.
The alarm by the PDP chieftain is coming barely 24 hours after the former military president warned President Goodluck Jonathan to beware of Chief Daboh. “He would turn against Jonathan even before the end of this year,” IBB had reportedly warned Jonathan.

Narrating how he was tricked into the meeting with IBB, Daboh told Daily Sun: “This morning (yesterday) at 11:42am, mamman Kolo, someone I regard as a son called me on phone number 08065696524 and asked me to call Kure. The message was that I should please call former governor Kure of Niger State on 08056006010.

“So, I called Kure who has been a long standing friend. He answered and said he would like to see me urgently and that I should met him in his office. He said he has something important to discuss with me. So, I went there, near FERMA office.
“When I got there, Kure was already waiting in a National Assembly car marked Senate. Inside the car were three people with him. One of the three people was a former PDP chairman in Niger State. I do not know the other two persons.
“The two people moved away from the car and entered the car I came with. I went with my friend. Kure now drove me to Attahiru Bafarawa’s house near Transcorp Hilton Hotel.

“As soon as we entered the parlour, Kure said he wants to talk to me. After about two minutes, I heard a voice that sounded like that of Ibrahim Babangida. So, I asked him why he had to do this to me. He said he wants me to talk with Babangida.
“I objected by telling him that he didn’t tell me that I was to meet with Babangida. You just brought me here. Then Babangida emerged and said we are very close and inseparable. He said I am his friend but that he knows I am with Jonathan. We were talking and cracking jokes. Food was now ready and we ate.

“When we finished, I said I am going. Then, an Air Vice Marshal who is retired said let them see me off. So Babangida and the Air Vice Marshal stood up. While we were there, Afegbua, his Publicity Secretary came in and greeted me. On our way out, I suddenly saw a cameraman from television station.
“They started interviewing me. I made my position clear. They now asked me if I have left Jonathan. I said no; I am the chairman of one of Jonathan’s movements and I am still supporting him.

“Then the journalist asked me if I have changed my mind about Jonathan and now supporting Babangida. I am supporting Jonathan. That’s what I said. Babangida then left me and the journalist,” he explained.
Daboh said Kure was unfair to him by taking him to former governor Bafarawa’s house and colluding with Babangida to set him up.
“I am calling on all Nigerians to beware of Babangida because the position here is this; God has made His own will on what is going to happen. Everybody knows that Jonathan is going to be the next elected president of Nigeria, ” he said.

He maintained that he has advised Babangida to steer clear of the 2011 presidential race.
“I want to caution Nigerians that what Babangida did to me should be signal that they have to be careful with the man Babangida. He wants to be president at all cost and I have told him that he cannot be president,” Daboh vowed.

Sections of the former military president, Ibrahim Babangida’s campaign organisation collapsed at the weekend as state coordinators of his campaign in the 2007 general election, at the weekend, dumped him for President Goodluck Jonathan’s campaign team.

The former Babangida state campaign coordinators, led by Ernest Khuemen Okojie, described Mr Jonathan as the “Joshua of this time whom God has ordained to lead the Nigeria to the promise land.” “We were formally working for IBB, but few hours ago we are now wearing Jonathan,” he said. Mr. Okojie, who spoke in Abuja at a meeting with leader of the Niger Delta, Edwin Clark and other leaders of the Ijaw nation, said Mr Jonathan would “free this country from bad rulers to good governance where everyone will feel a sense of inclusiveness, be happy and proud.” “I, E.K. Okojie, the Chairman and National Coordinator of the defunct IBB Presidential Campaign Organisation is here with 35 out of the 37 state coordinators to join hands with all the all the progressives and, the hitherto marginalized people of this country, both north and south to work hard to ensure President Goodluck Jonathan becomes President in 2011,” he said. Mr. Okojie said some of the northerners agitating that Mr Jonathan cannot contest are “unreasonable, greedy and unpatriotic. That Jonathan will be the President of the great country Nigeria come 2010 is God’s decision.”

Momentum behind Jonathan

Mr. Clark said the switch indicates that momentum has now swung behind Jonathan. “Today is one of the happiest days in my life,” he said. “The IBB campaign groups have resolved to work for Jonathan. No section of this country is against Jonathan contesting the election.” Some Northern elders had, during the Northern Political Summit on the Roadmap to 2011 in Kaduna, recently thrown their weight behind a Goodluck Jonathan presidency. They argued that the zoning policy that produced the presidency of Umaru Yar’Adua, and the then Vice-President Goodluck Jonathan was an inseparable ticket and, therefore, the demise of one did not invalidate the privileges of the remaining beneficiary of that agreement.

Newly appointed chairman of the Independent Electoral Commission (INEC), Professor Attahiru Jega, is leaving no stone unturned in ensuring free, fair and credible polls in 2011.

Saturday Sun can exclusively report that the fire-spitting INEC chairman is planning to put in place measures to block electoral leakages, which has, for many years, placed the country in the comity of nations with appalling electoral records.

The measures, it was gathered, are a product of a pain-staking nine-man research team put together by Jega immediately it became clear he was going to lead the electoral body. Membership of the team, it was learnt, authoritatively, cuts across the academia, civil society coalition, labour, professional bodies and other interest groups.

First, in recognition of the fact that the vastness (in terms of land mass) of the country has often militated against the conduct of a credible election, the Jega’s INEC research team, has strongly recommended that the 2011 general elections be staggered into six weeks that would cover the six geo-political zones of the country.
“As part of the new plan,” said an impeccable source close to the research team, “election is expected to hold in each zone per week, during which all staff of the electoral body would be moved to the particular zone, where the elections would take place.”

By this arrangement, it would be practically impossible for dubious politicians and agents of rigging to perpetrate their nefarious activities, since Jega would personally be on ground to provide leadership to the INEC staff and other personnel in the zone.

In the past, said the source, “INEC had been stretched too thin with the result that they became ineffective monitoring and conducting elections, thus it was easy to compromise the few officials on ground. But with INEC staff moving to a zone in a particular week, it becomes easy to supervise the processes.”
It was gathered that the Jega research team, which has been working quietly for some weeks now, equally recommended the discontinuation of the use of ad-hoc staff for the conduct of future elections in the country.
“Teachers, civil servants and other ad-hoc staff that are easily compromised during elections would no longer be used,” the research team submitted.

However, INEC would put into effective use corps members (NYSC), members of the Nigeria Civil Defence Corps, Nigeria Police and other para-military personnel.
The research team further recommended that Resident Electoral Commissioners should not be allowed to serve in their states and possibly their zones, “for obvious reasons,” during the conduct of the elections.

In the same vein, the committee recommended to the INEC chairman that members of the Nigeria Police should not be made to serve in the zones they are currently serving but should be rotated among the various zones to check undue influence.

“The implication of this is that those whose stock-in-trade has been the use of policemen and other security personnel to subvert the people’s will would be disappointed. They will just wake up on election day to find policemen that are not familiar to them, thereby making it difficult trying to induce them in any of the zones, as they would not know who they would be dealing with until the eve of election,” Saturday Sun authoritatively gathered.

The Founder and President of Kudirat Initiative for Democracy, Mrs. Hafsat Abiola-Costello, has described Nigeria’s former military dictator, General Ibrahim Badamosi Babangida, as a case study of policy and administrative inconsistencies.



Abiola-Costello, daughter of late business mogul and winner of the annulled June 12, 1993 presidential election, Chief M.K.O. Abiola, recalled that IBB’s eight years of administration between 1985-1993 was marred by betrayal of public interests.



She spoke in an interview with our correspondent in Calabar, Cross River State during an ongoing training programme organised by KIND to sensitise women in politics ahead of the 2011 elections.



She observed that IBB messed up an eight-year opportunity he had to make a difference in people’s lives and to contribute in promoting the quest for democracy in Nigeria.



According to her, IBB’s presidential ambition in 2011 should be considered against the backdrop of political treachery and unpatriotic moves that characterised his administration.

President Goodluck Jonathan is reportedly under pressure to withdraw his perceived support for the embattled Speaker of the House of Representatives, Dimeji Bankole and his deputy, Bayero Nafada, by allowing the Economic and Financial Crimes Commission (EFCC) to prosecute them over their reported indictment in the alleged N2.3 billion car scam rocking the lower chamber for almost one and a half years.

Chairman of the anti-corruption commission, Mrs. Farida Waziri, had disclosed that the final investigative report on the alleged scam had been sent to the presidency when late President Umaru Yar’Adua was still in the saddle for further directive, since the order to investigate the alleged scam came from the presidency through the office of the National Security Adviser (NSA).

Professor Jibril Aminu, a serving senator from Adamawa State, has joined the debate on whether or not President Goodluck Jonathan should contest the 2011 presidential election.
Giving an insight into what gave rise to the zoning arrangement in the country, Aminu said that the gentleman agreement to rotate the presidency between the North and South was reached in 1998 in the interest of peace and brotherhood. He said that the pact should be respected.

He said that the northern political elite had then agreed, at a meeting in Kaduna, that the South West should be allowed to produce the president.

According to him, the PDP and the All Peoples Party (APP) had ensured that the decision reached in 1998 by the northern elite at the meeting in Kaduna was enforced. That explains why the APP went the extra mile of reaching an alliance with the Alliance for Democracy (AD), he said. He added that this is why two South-West candidates contested the 1998 presidential election.

Aminu said that after eight years of the President Olusegun Obasanjo presidency, Alhaji Umar Musa Yar’Adua emerged as the Peoples Democratic Party (PDP) candidate and eventually the president. The emergence of Yar’Adua, he said, was an expected normal course of events, in accordance with the zoning agreement.
The senator reasoned that the death of Yar’Adua has thrown spanners into the works because the vice president that succeeded him has gained local and international recognition. He asks: “What do we do with Jonathan? That is the issue.”

He said that the northern political elite had then agreed, at a meeting in Kaduna, that the South West should be allowed to produce the president.

According to him, the PDP and the All Peoples Party (APP) had ensured that the decision reached in 1998 by the northern elite at the meeting in Kaduna was enforced. That explains why the APP went the extra mile of reaching an alliance with the Alliance for Democracy (AD), he said. He added that this is why two South-West candidates contested the 1998 presidential election.

Aminu said that after eight years of the President Olusegun Obasanjo presidency, Alhaji Umar Musa Yar’Adua emerged as the Peoples Democratic Party (PDP) candidate and eventually the president. The emergence of Yar’Adua, he said, was an expected normal course of events, in accordance with the zoning agreement.
The senator reasoned that the death of Yar’Adua has thrown spanners into the works because the vice president that succeeded him has gained local and international recognition. He asks: “What do we do with Jonathan? That is the issue.”

By the Grace of God, we will never experience anyone like him again as the leader of this great Nation.

Jonathan is someone that was put there by God-even the pagan recognises that. And I am sure he is here to fulfil destiny.

I call on all Nigerians to support him, because even when you do not support him, as long as God wants him there, no one can stop it.

Top politicians, mainly from the ruling Peoples Democratic Party, met recently in Abuja to map out strategies for stopping Jonathan from contesting for President in 2011.



But the AYF kicked against this, arguing that Nigerians must now take concrete steps to rise against such parochial regional politics based on the selfish interest of a few individuals from the North.



The forum said that the ongoing political debate in the country should focus on issues surrounding the competence and moral standing of the persons seeking the mandate to be Nigeria‘s president in 2011, rather than bickering over which region should produce the next leader.



The northern youths insisted that the governance and development of Nigeria should no longer be based on where the leader comes from or the religion he professes. Rather, they argued that an acceptable leader for the country should be competent, have high moral standing and the ability to harness the potential available for the overall development of the country.



The AYF in a communiqué, issued at the end of its meeting in Kaduna and signed by its National President, Alhaji Gambo I. Gujungu, said that the selfish and parochial political elite in Nigeria had now constituted themselves to a threat to national interest and security by their unpatriotic utterances and dispositions.



The AYF added that the betterment of the over 140 million Nigerians and the stability of the country had become secondary issues that the elite class believed they could always sacrifice in their quest for power, which they used in further pursuit of their selfish and sinister interests.



The forum argued that such utterances by politicians on the eligibility or non-eligibility of certain Nigerians to contest next year‘s election due to their place of origin would unnecessarily continue to heat up the polity and if care was not taken it could drive the country down the precipice.



It blamed politicians for the underdevelopment and other woes that had befallen the Nigerian state since independence.



The AYF said that any Nigerian citizen who met the constitutional requirements to contest any position of their choice should be allowed the space to exercise their freedom as guaranteed by the law.



The northern youth group therefore appealed to Nigerians to vehemently resist the North-South dichotomy ploy.



It said, ”Democracy is a game of numbers and of bringing out the best of ambitious people to manage the affairs of a given state. Nigeria is an inseparable federation whose presidency would always be a national one irrespective of where the head of the ship hails from.



“And, there cannot be a complete northern Presidency or southern Presidency, there can only be Nigerian Presidency no matter where the President comes from.



“There is no Nigerian that only his region and kith and kin can make a President; alliances must be involved in the process. In principle, the very moment someone brings sentiment into a robust competition for governance, he or she has shown sign of failure and incompetence as a basis to derive advantage.



”We are not looking at the positive development of Nigeria from the angle of region, and ethnicity or religion.



“Our basis is let there be improvement in Nigeria in all spheres of our national life. Poverty situation of Nigeria and the failure of leadership are a generalized hype and not regional, so we need a national solution not regional one.



”What is good for the development and growth of Nigeria is a competent President with integrity and moral standing. A leader that should have the will and moral burden to lead with courage and right the wrong issues that are stagnating the development of Nigeria.”



”We are of the view because our country has all it takes to compete favourably with any developed nation on the surface of this earth. We have human and natural resources and what remains is a group of competent and sound leaders at all levels; only this to our mind will reopen our chances of re-linking with the outside world.



”Even though we have our natural sentiments but national interest and common good should supersede the elite‘s interest, and we must stand by competence and to the principle of ‘one man one vote and the votes must count.‘ This is the only way we can rescue Nigeria from those who perceive the country as their personal property under the guise of north-south dichotomy.



”Forum is of the view that the political elites of the country from both the South and the North are gradually putting the national interest, security and betterment of the over 140 million Nigerians and the stability of the country at risk and danger in their quest for power which is clearly in pursuance of their selfish and sinister interests.



”Suffice to say in plain terms that the relative stability of Nigeria is being threatened on the altar of the same set of elites who are principally responsible for the underdevelopment and negative hype that befall Nigeria.



”The dictatorial behaviour of many of our governors has shown how far we are from good governance. The childish show and tantrum of the highest level being staged in the National Assembly is enough to warn our elites that our country is still far from practicing democracy. Reforms to these maladies should have become a front burner issue.



”All this scheming is gradually heating up Nigeria‘s polity to a point of uncertainty. We recall that we are also yet to overcome a situation where nepotism, ethnicity, tribalism and religion play no critical role in our national life. All this is already a keg of gunpowder waiting to explode.



”We whole heatedly concur with a recent observation that the North has been in power for a longer time since independence, but the rate of poverty bites harder in that region more than elsewhere. Ethno-religious crisis incidence is also high in the North without any solution.



”The South had got power for eight years with nothing to show in the region except the highest insecurity and harassment of common citizens, high rate of assassinations, kidnapping, militancy and many other negative menace unfolding. So far we have nothing good to show our selves as Nigerians and the international community of the presidency based on zoning or regional arrangement.



”Obasanjo like other few Northerners that had held power did nothing but destroyed Nigeria in all phase of our national life. Political indecency and immoral hype is the culture of our politics, no thanks to their brigandage, corrupt attitude of governance and we can directly trace this shenanigan to ‘zoning‘ or the ‘consensus‘ or the ‘godfather‘ politics precluding the best and most competent Nigerians from holding political office in the country.



”With all this development, we are appealing to Nigerians to as a matter of urgency stand up and resist this north-south brouhaha and insist that only competent and morally upright Nigerian is elected president come 2011 general election, irrespective of region, religion, political party or any affiliations.”

The rotational thing has not been fair at all. Who are the Northerners? Are they only the Hausa Fulanis? What about the Angas, the Katafs, the tangales,Biroms,and so many northern minorities?
