the following information's are what you must have in your architectural drawing to be cleared ones during building approval processing in Lagos and other Nigeria states

 Survey plan
 Site location map indicating subject plan
 Indicate street name on the access road if any
 Site analysis should include
• Total area of site
• Area of building
• Percentage of built up area
• Area of unbuilt space
• Number of floors
• Total landscaped area
• Total area of floor
• Number of units
• Number of parking space
• Area of each floor/total
 the site boundary must be open-up and indicate entrance gate symbol
 Provide practicable parking spaces
 Car must not be Reversing directly to the main road
 Overall dimension (L x B) of the proposed block plan must be indicated
 Mid-landing must be provided on the staircase
 Indicate gridlines/section line on the floor/roof plan
 Minimum of two sectional drawings (cross and longitudinal) required with annotations
 Floor plan should be properly dimension (both internal and external)
 Roof member should be properly labeled
 All rooms must be cross ventilated
 All rooms and spaces must be well dimensioned
 Indicate the height of the building on the sectional drawing
 Affix ARCON stamp and seal

You can now do your approval without the C of O. After getting the number you can now proceed with your C of O.

It not so my brother am a Town planner and u knw we a more into dat. U must av payed for ur C of O and get ur clearance letter. Aldo ur C of O myt nt even b ready bt u must av payed d necessary fees.

When ever u a grated approval check d big stamp on it, it is writing that 'this approval those nt garranty you ownership of land' which means C of O is needed bt due to delay in getting C of O Lagos govt nw say u can process approval without c of O bt u must av atleast made payment for C of O.

Thanks for the info, but I thought that Lagos state doesn't require C of O for approval again.

Do they accept that e-tax card?

The issue on C of O is dat, u must av at least started the processing and payed for it even if it nt out you will be given a clearance letter to process your building plan approval.

Yes they accept it. All you just need is to make photocopy is the card front and back bec the number on it is what they need.
