The crisis rocking the opposition People’s Democratic Party (PDP), on Wednesday, reverberated on the floor of the House of Representatives as two members of the party,Tony Nwoye and Emmanuel Udende, announced their decampment to the ruling All Progressives Congress (APC) on the floor of the chamber.
The defection, the first in the 8th Assembly, slightly altered the numerical standing of the parties in the lower chambers as the APC now has 215 lawmakers, while the PDP members stand at 138. The All Progressives Grand Alliance (APGA), has three members.
The Accord Party, Labour Party and the Social Democratic Party (SDP) have a member each while the one seat, the Nasarawa/Toto federal constituency of Nasarawa state is vacant following the death of the erstwhile representative, Hon. Baba Musa Onwana.
It will be recalled that the bye-election to replace Hon. Baba Musa Onwana, who died early this year was declared inconclusive last weekend by the Independent National Electoral Commission (INEC) due to alleged irregularities. Onwana was elected on the platform of the APC.
Nwoye, is a former chairman of the PDP in Anambra state and member representing Anambra east/west federal constituency of Anambra state, and Hon. Emmanuel Udende representing Katsina-Ala/Ukum/Logo federal constituency of Benue state.
While Nwoye is a fresh member in the House, Udende, who is deputy chairman, committee on police affairs is spending his second tenure in the House of Representatives.
In their separate letters to the House and read on the floor by the Speaker, Yakubu Dogara, the two members, cited division in the PDP as the reason for leaving the party.
The members claimed that since the PDP had allegedly broken into three factions headed by Ali Modu Sheriff, Ahmed Makarfi and Jerry Gana respectively, they did not wish to continue to pitch tents with any faction.
The lawmakers told the speaker in the letters that the crisis in the party was affecting their concentration on the floor to carry out their legislative duties.
The development forced the Minority Leader, Leo Ogor, to raise a point of order to protest the letters submitted by the duo alleging that the PDP is divided.
According to him, there is no court ruling to suggests that the party is in crisis and split into factions.
In his remarks, the Speaker said there was no need to debate the matter as the issues of the PDP will be handled at its national level.

Former Chadian dictator Hissene Habre has been sentenced to life in prison for war crimes, crimes against humanity and a litany of other charges, including rape.
The verdict brings a long-awaited reckoning to families of the up to 40,000 people killed and the many kidnapped, raped or tortured under his 1982-1990 rule as president of Chad.
Habre’s trial by the Extraordinary African Chambers is the first in which the courts of one country are prosecuting the former ruler of another for alleged human rights crimes.
Victims groups who had travelled to Dakar to hear the verdict were visibly moved by a judgement that comes a quarter century after the abuses they suffered.
‘Hissene Habre, this court finds you guilty of crimes against humanity, rape, forced slavery, and kidnapping,’ as well as war crimes, said Gberdao Gustave Kam, Burkinabe president of the Extraordinary African Chambers (CAE) court.
The court condemns you to life in prison,’ Kam added, giving Habre 15 days to appeal the sentence.
Habre raised his arms into the air on hearing the verdict, shouting ‘Down with France-afrique!’ referring to the term used for France’s continuing influence on its former colonies.
‘The feeling is one of complete satisfaction,’ said Clement Abeifouta, president of a Habre survivors association.
‘It’s the crowning achievement of a long and hard fight against impunity. Today Africa has won. We say thank you to Senegal and to Africa for judging Africa,’ he added.
The case was heard by the CAE special tribunal set up by the African Union under a deal with Senegal, and is the first time a country has prosecuted a former leader of another nation for rights abuses.
Reed Brody, a lawyer for Human Rights Watch who has spent the last 15 years working with victims to bring Habre to justice, said the conviction was a warning to other despots.
This verdict sends a powerful message that the days when tyrants could brutalise their people, pillage their treasury and escape abroad to a life of luxury are coming to an end,’ Reed said in a statement.
‘Today will be carved into history as the day that a band of unrelenting survivors brought their dictator to justice.’
Known as a skilled desert warrior often in combat fatigues to fit the role, Habre fled to Senegal after his 1990 ouster by Chad’s current President Idriss Deby.
Witnesses recounted the horror of life in Chad’s prisons, describing in graphic detail abusive and often deadly punishments inflicted by Habre’s feared secret police, the Documentation and Security Directorate (DDS).
Victims were subject to electric shocks and waterboarding while some had gas sprayed in their eyes or spice rubbed into their genitals, the court heard.
Habre’s defence team unsuccessfully sought to cast doubt on the prosecution argument that their client was an all-knowing, all-powerful head of the DDS, suggesting he may have been unaware of abuses on the ground.
For more than 20 years, the former dictator lived freely in an upmarket Dakar suburb with his wife and children, swapping his military garb for white robes and a cap.
He declined to address the court throughout the 10-month trial, refusing to recognise its authority.
‘What we have seen today is not justice. It is a crime against Africa,’ said Mahamat Togoi, part of a Habre supporters group. ‘It’s the dirty work of mercenaries in the pay of France-afrique.’
Amnesty International West Africa researcher Gaetan Mootoo said the verdict would serve as a guiding light for those living in repressive regimes around the world.
‘It is moments like these that other victims around the world can draw on in darker times when justice appears beyond reach. It will nourish them with hope and give them strength to fight for what is right,’ Mootoo said in a statement

A zoo shot and killed a 17-year-old gorilla that grabbed and dragged a four-year-old boy who fell into the gorilla exhibit moat on Saturday afternoon, the Cincinnati Zoo’s director said.
Authorities said the boy, who fell 10 to 12 feet, is expected to recover after being picked up out of the moat and dragged by the 400-pound male, lowland gorilla named Harambe – who celebrated his birthday on Friday.
The boy was in the moat for about 10 minutes and was in between the gorilla’s legs when the gorilla was shot, according to WLWT.
While zoo officials are still investigating, they believe the boy crawled through a railing barrier, and then fell into the moat.
Zoo officials said at the time boy fell in the moat, three gorillas were in the enclosure but the two female gorillas were called out immediately.
However, a third gorilla, Harambe, remained in the yard with the child.
Video footage emerged on Saturday revealing some of the chilling moments of the time the boy was inside the moat, as a panicked crowd looking on can be heard screaming as the ordeal unfolded.
During the chaotic scenes, people can be heard shouting ‘No, no!’ and for someone to call 911.
At one point a woman appearing to be the child’s mother yells down, ‘mommy’s right here,’ ‘mommy loves you,’ and then says ‘Isaiah be calm,’ as the boy can be heard crying.
The graphic portions of the ordeal which apparently showed the gorilla dragging the boy through the water, were removed from the footage, according to by WLWT.
The child was taken to Cincinnati Children’s Hospital Medical Center with serious injuries following the incident, which was reported around 4pm.
The boy was alert when he was taken to hospital, according to officials.

Osiugie is accused of killing his wife Roselyn Solugie, by cutting her throat at their No 8 Araromi Street, Oshodi, Lagos residence.
It was gathered, that his condition became worse when he was arrested and taken to the Lagos State Criminal Investigation and Intelligence Department prompting a need for him to be taken to hospital.
Meanwhile, the family members of the deceased who used to sell frozen foods at Ijora have vowed to get Jafar punished after they accused him of murdering their daughter for money ritual.
According to reports, Jafar after killing his wife attempted to escape but he was apprehended by his neighbours until the arrival of policemen who arrested him and also moved the corpse of his wife to a mortuary.

The Minister of Foreign Affairs, Mr Geoffrey Onyeama, says plans have been concluded to sign visa-free pacts with a bloc of eight African countries to promote economic partnership on the continent. Onyeama announced this in Abuja on Tuesday at a news confernce to mark one year of President Mohammadu Buhari’s Administration. The minister, who did not disclose the names of the countries making up the bloc, noted with concern that trading among African countries had been very low. He, however, said that with the new idea by the President Mohammadu Buhari led administration, “it is expected that there will be upsurge in economic activities. “ Africa is the centrepiece of our foreign policy but it is a paradox that as a Nigerian, you cannot go to an African country without a visa unlike what is obtainable in Western Europe. “To address this as a leader in the continent, the country is at a point of introducing an initiative to promote African trade as part of the country’s foreign policy of Africa as the centrepiece”, he said. Onyeama said Nigeria was trying to come up with an initiative, like the one in Western Europe where one could enter any sister country without a visa. According to him, what we are trying to do at the ministry is to promote visa-free, free movement of business people. “We want to start with about eight countries or see if they come up as a group of eight countries. At the presidential level, they agreed to that, and signed up to free movement. “If we can achieve that within a year, then other countries may want to join and we believe this is a better way to go than institutional ECOWAS etc, as countries take so long to ratify agreements. “We believe we can just start off, eight countries and they agree among themselves, then others will come in,” he said. Onyeama also added that it would not help if the continent continued to export just raw materials to developed nations. He said the Ministry of Industry, Trade and Investment was working towards enhancing doing business with ease in Nigeria. Onyeama said the ministry was working with the immigration to see rise in the number of visa issued to businessmen and investors “It is one of the cardinal strategies for the Ministry of Industry, Trade and Investment to facilitate investors doing business in Nigeria”, he said. Onyeama said the Ministry of Industry, Trade and Investment had been mandated to ensure that there was reduction in the time it took to register companies.

Nnamdi Kanu demands $800m compensation, says IPOB registered in 30 countries


The detained leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, has prayed the Community Court of Justice of the Economic Community of West African States, ECOWAS, to compel the Federal Government of Nigeria to pay him monetary compensation of $800 million for the gross violation of his human rights.
Kanu, who has been in detention since October 14, 2015, told the court that he was the founder of IPOB, and that it was registered in over 30 countries of the world.
He said Radio Biafra Limited was duly registered under the United Kingdom Companies Act, 2006, and certified by the Registrar of Companies for England and Wales.
According to the document before the court, IPOB was registered under the United Kingdom Companies Act 2006, with certificate registration number 9141882.
Kanu told the court that he came to Nigeria to visit his parents as well to join his heavily-pregnant wife, who, he said, was expected to give birth through caesarean operation in the UK.
Kanu further complained his legs and hands were chained by operatives of the Department of State Services, DSS, while he was in their detention facility, a treatment he said “amounts to the worst dehumanisation, degrading treatment and torture.”
Cited as defendants in the suit marked ECW/CCJ/APP/06/16, which Kanu filed through his lawyer Mr. Ifeanyi Ejiofor, are the Federal Republic of Nigeria, Attorney General of the Federation and Minister of Justice, and the Director General, Department of State Services, DSS.
The plaintiff told the ECOWAS court that he was not facing any terrorism charge before any municipal court of competent jurisdiction in Nigeria or elsewhere.
Aside praying the ECOWAS court to order his release from detention, Kanu also wants “an order directing the defendants and/or their agents individually and/or collectively to pay $800 million to the plaintiff for the gross violation of his human rights, the subject matter of this suit, and to provide other forms of reparation, which may take the form of restitution, satisfaction or guarantees of non-repetition, and other forms of reparation that the honourable court may deem fit to grant.”

The crisis was yesterday deepened by the Federal High Court sitting in Lagos and Port Harcourt, which gave conflicting rulings on the status of the party’s leadership.

They are: Senator Ahmed Makarfi, the caretaker chairman appointed in Port Harcourt, Prof. Jerry Gana, the Interim chairman picked in Abuja and Alhaji Ali Modu Sheriff, who was removed by the governors.
In Lagos, Justice Ibrahim Buba declared the Makarfi-led caretaker panel a nullity.
He declared Shefiff as the authentic chair and ordered the police to enforce the order.
In Port Harcourt, Justice A.M. Liman stopped Sheriff from parading himself as the chairman and directed the Independent National Electoral Commission (INEC) to recognise the Makarfi-led caretaker committee.
Justice Buba held that the Sherrif-led executive should remain in office until the suit is determined.
He ordered the police to ensure that the order is enforced.
The committee, headed by a former governor of Kaduna State, Senator Ahmed Makarfi, was appointed last Saturday following the party’s shelved convention.
Members are Senator Ben Obi (national secretary), Sen. Odion Ugbesie, Sen. Abdul Ningi, Mr. Kabir Usman, Mr. Dayo Adeyeye and Alhaja Aisha Aliyu.
Justice Buba held that the committee was appointed in violation of an order he made on May 12.
He had barred the party from conducting elections into offices of PDP national chairman, national secretary and national auditor, pending the hearing and determination of the suit.
The judge had also restrained INEC from monitoring the election.
The plaintiffs – Sheriff, National Secretary Prof. Wale Oladipo and National Auditor Alhaji Fatai Adeyanju – prayed the court for an interlocutory injunction restraining PDP from conducting any election into the offices of the National Chairman, National Secretary and National Auditor, which they occupied, pending the hearing and determination of the substantive suit.
Justice Buba said he would not allow his order to be violated without consequences, adding that he had an obligation to ensure his directives were obeyed.
“No court can make an order in vain,” he held.
Oladipo’s and Adeyanju’s lawyer, Ajibola Oluyede, told Justice Buba about an application filed yesterday in which he prayed the court to invoke its disciplinary powers.
He said: “Certain steps were taken to remove the plaintiffs from their office, notwithstanding your lordship’s interlocutory injunction which restrained the respondents from taking such steps.
“The steps were taken over the weekend to remove them and it was during the pendency of this action. It is for that reason that we were constrained to file this application. We seek your lordship’s disciplinary jurisdiction to bring back matters to the status quo based on the order of May 12.”
Justice Buba said although Oluyede’s application was not ripe for hearing, he was bound to protect the court’s sanctity against violation of its orders.
He said to ignore the flouting of a court order was to invite anarchy.
He quoted Section 287 (3) of the 1999 Constitution, which says: “The decisions of the Federal High Court, a High Court and of all other courts established by this Constitution shall be enforced in any part of the federation by all authorities and persons, and by other courts of law with subordinate jurisdiction to that of the Federal High Court, a High Court and those other courts, respectively.”
The judge added: “Therefore, the Inspector-General of Police is directed to enforce the orders of this court until the order is set aside or all the applications before the court are disposed of.
“Because of the nature of this matter, being political, time is hereby abridged for the hearing of all applications,” he said.
The judge warned the Makarfi-led committee “not to act in that capacity in defiance of this order”.
Before the ruling, there was a scene as two lawyers, Ahmed Raji (SAN) and Godswill Morakpor, were locked in a heated argument over who, between them, was authorised to represent the PDP. Both announced appearance for the party.
Raji said: “There was no attempt to change counsel. I am the counsel on record for the second defendant (PDP). The new caretaker committee has re-validated my appointment. This is the letter,” he said, handing the letter to Justice Buba.
But, Morakpor said he was the one authorised to represent PDP, not Raji.
He said: “Today is like a nightmare to me. I never envisaged a situation where I would be dragging a client with a senior member of the Bar. We have filed a notice of change of counsel and served same on the learned SAN.”
Raji, however, claimed he was not served with an application for change of counsel for PDP.
The court’s bailiff was sent for, and he confirmed that he indeed served Raji with the application at his office.
Justice Buba held that Morakpor is the recognised counsel for PDP, adding that both lawyers could not appear for the same client.
Justice Buba said: “Granted, Mr Raji (SAN) is the former counsel on record, but the filing of notice of change of counsel and service of same has legal consequences. This court is one of record. The court can only grant Mr Morakpor audience. There is no room for response under Order 9 of the rules of this court,” Justice Buba held.
He adjourned the hearing till Friday.

LAGOS, Nigeria (AP) — The Global Fund to Fight AIDS, Tuberculosis and Malaria has suspended payments to Nigeria's AIDS agency over evidence that $3.8 million was stolen by its workers and consultants, the Geneva-based agency said Friday.

Fund spokesman Seth Faison said Nigeria's government has promised to repay the money and to prosecute suspects.

A report by the fund's inspector general says seven government workers and three information technology consultants stole the money over five years between 2010 and 2014. It said the fraud continued because the National Agency for the Control of AIDS did not carry out proper audits.

The missing money is 95 percent of the amount budgeted to implement, administer and train users of a web-based reporting platform, according to the report, but a fraction of the $1.4 billion the fund has spent fighting AIDS, malaria and tuberculosis in Nigeria — its biggest recipient.

Nigeria, Africa's most populous nation of 170 million, has the world's second highest number of people infected with AIDS after South Africa, it reports one-third of all deaths from malaria in Africa and is among the top 22 countries with the most TB patients.

Corruption is endemic in Nigeria and hundreds of people are being prosecuted since President Muhammadu Buhari won elections a year ago promising to halt graft.

Last year, the Global Alliance for Vaccines and Immunization accused Ministry of Health officials of malpractice and fraud during an audit of 40 percent of the $29 million it spent in the West African nation between 2011 and 2013. Nigeria repaid GAVI $2.2 million.

Nigerian officials could not immediately be reached to comment on the latest scandal, which involves falsified expense receipts.

"When this information was first confirmed, we immediately suspended disbursements to the agencies involved on April 12, and sent fiscal agents to monitor expenses," spokesman Faison told The Associated Press. He said the fund might cease all funding to those agencies.

The Nigerian charity ProjektHope said the suspension endangers AIDS treatment as only 750,000 of the country's 1.8 million with HIV are receiving antiretroviral drugs, almost all supplied by international charities.
