I go out Monday to Sunday every week except on holidays. I spend over 70k on fuel every week. My full tank used to cost 13k but now costs 93k. I don’t even remember the last time I bought full tank of gas. It’s always topping up. I do my oil change every 3 months or once my car dash shows it’s ready.

Other minor changes occurs seldomly. Engine is in pretty decent condition and gearbox is still waxing solid. I ensure to use correct fluid for those parts, reason why they are still waxing strong. Generally, I do parts maintenance once in few months. I just ensure to buy good quality parts that’ll last. Even at that Lagos roads are bad, you do just Dey dodge pot holes especially in FESTAC I live.

Who’s a CSO? (In government)

A Chief Security Officer (CSO) in government is the senior official responsible for directing public sector security policies, protecting state infrastructure, and managing national or agency-level security operations.

What did the 1999 constitution call state governors?

Section 193 of the 1999 constitution gives the state governors Executive responsibilities.

(1) The Governor of a State may, in his discretion, assign to the Deputy Governor or any Commissioner of the Government of the State responsibility for any business of the Government of that State, including the administration of any department of Government.

(2) The Governor of a State shall hold regular meetings with the Deputy Governor and all Commissioners of the Government of the State for the purposes of –
(a) determining the general direction of the policies of the Government of the State;
(b) co-ordinating the activities of the Governor, the Deputy Governor and the Commissioners of the Government of the State in the discharge of their executive responsibilities; and
(c) advising the Governor generally in the discharge of his executive functions, other than those functions with respect to which he is required by this Constitution to seek the advice or act on the recommendation of any other person or body.

This section clearly states what a state governor
responsibilities are. He or she is the state’s executive officer (CEO).

A state governor has no authority over the security architecture of his state. Many state governors has reiterated this particular statement when their states were attacked by armed bandits, they say they couldn’t do anything because they don’t have the power to command even the police cos the constitution doesn’t give them that power.

During the 2020 October 20 incident where some protesters were attacked at the Lekki toll gate by some unknown men in military uniform, I remember the state governor said it was an order not from him.

The appointment of commissioners of police is also not the duty of a state governor but of the Police Service Commission. The appointment of head of every military division in any state is also from the military commands.

If you call yourself CSO and you cannot control the security architecture of your organization or state, then you’re not a CSO.

Section 215(4) of the Constitution allows a governor to give lawful directions to the State Commissioner of Police regarding public safety and order, but this remains subject to limitations and does not grant hiring, disciplining, or full command powers.

This is the only part of the constitution that says a governor can give directions to a police commissioner, even at that there is clearly a caveat. He can only give directions and not commands.

So if a governor cannot command the security architecture of his state, how then can he guarantee anyone’s safety in his state by providing security cover? The police commissioner cannot command decide not to follow the governors command if he feels it’s not appropriate to do so.

Unless there’s a constitutional amendment that specifically grants governors security architecture and control of their states, they cannot and should not be referred to as CSOs.

Nigeria has only one CSO and that is the president. He is the only one constitutionally saddled with the responsibilities of protecting lives and property because he has the power to do so.
