Issues on the instrument cluster are with the brakes, Abs, airbags, engine coolant and AC isn't cooling.

I'll like to know what the average cost of a Naija used example is. Owner is asking for 1.8m

These issues you listed above are not major problems.
I suspect speed sensors for the Abs and break problem.
For the coolant; the radiator fan is probably running full blast all the time.
AC problem may just be a faulty AC pressure switch or a leaking hose or condenser.
Give and take you will spend between 40-80k to fix all the issues you mentioned.
Worst case 120k...that is if you will change compressor,Pressure switch, condenser to get AC to work and ABS module.
