If you are the seller and the car was registered in your name, you can retain the plate number and register it again on your new car.
If you are the buyer, get the original car docimemts from the seller and do a change of ownership, remember the previous owner must give a consent Letter ,proof of purchase to effect a change, now in your own name. All new documents bears your name.
Also more importantly, if the car has been tinted, you must apply for a new tinted permit in your name to correspond with your new car document information. A tinted permit isn't renewable,not transferable, you only get it once and for a particular car. But if the car has no tint,then you are good to go.

And there are guidelines for them to follow the rules Or else If reported to the authority, their licenses will be withdrawn. .
