The Nigerian engineers responsible for the building of the Nigerian-made SAT-X were trained in the UK,and the satellite itself was built in the UK,so i believe most of the "aid" money is going back to the UK anyway.
And according to NARSDA, Nigeria will launch its own astronauts by 2015.
And there are the already reports of progress in indigenous rocket production.
So we should just wait and see by 2015 the dividends of all these.
Btw the £1billion over 5years is a subsidization of an already ongoing process kickstarted and majorly funded by the Nigerian govt.
