so it's really simple. Psalm 92:15 says "To shew that the Lord is upright: he is my rock, and there is no unrighteousness in him."(KJV). Simply put, God has no business with unrighteousness as he's a God that is known to love righteousness and hate iniquity. The whole Bible is about this above statement. So, "evil", what did that scripture mean, since evil is relative to unrighteousness?
First thing you need to understand is 'context'. Especially while studying the old testanment, you'll need a whole lot of it as many things there can and must not be taken literally to be applied as Christians today.
The context therefore; if you read that passage well, God says He makes peace and creates evil. God in the passage and from the beginning of the chapter is self-eulogizing and letting the listener(s) know his capacity, capability.and possibilities. "Evil" in the context is a necessary evil for the evil. In mathematics, negative eliminates negative to create a positive. God is saying I create peace for good people and I also create evil for the evil people. Like it is shown in the scriptures, how he fought against evil people like Pharoah, Jezebel, Ahab, Herod and co.
God creates evil only against those who are evil.
If you attack people with evil plans against you or your loved ones, then you're just like God, you're creating evil against the evil.
