February 29, also known as the leap day of the Gregorian calendar, is a date that occurs in most years that are divisible by 4. Years containing a leap day are called leap years. February 29 is the 60th day of the Gregorian calendar in such a year, with 306 days remaining until the end of the year

Normal Year vs Leap Year
A normal year has 365 days. A Leap Year has 366 days (the extra day is the 29th of February).

Rules for Determining a Leap Year
1. Most years that can be divided evenly by 4 are leap years. (For example, 2016 divided by 4 = 504: Leap year!)

2. Exception: Century years are NOT leap years UNLESS they can be evenly divided by 400. (For example, 1700, 1800, and 1900 were not leap years, but 1600 and 2000, which are divisible by 400, were.)

Frogs are associated with leap years. This is a leaping frog. The Australian rocket frog can leap over two metres.

Why do we have leap years?
A leap year, where an extra day is added to the end of February every four years, is down to the solar system’s disparity with the Gregorian calendar.

A complete orbit of the earth around the sun takes exactly 365.2422 days to complete, but the Gregorian calendar uses 365 days.

So leap seconds – and leap years – are added as means of keeping our clocks (and calendars) in sync with the Earth and its seasons.

Why does the extra day fall in February?
All the other months in the Julian calendar have 30 or 31 days, but February lost out to the ego of Roman Emperor Caesar Augustus. Under his predecessor Julius Caesar, February had 30 days and the month named after him – July – had 31. August had only 29 days.

When Caesar Augustus became Emperor he added two days to ‘his’ month to make August the same as July. So February lost out to August in the battle of the extra days.

Leap year added rule
There’s a leap year every year that is divisible by four, except for years that are both divisible by 100 and not divisible by 400.

The added rule about centuries (versus just every four years) was an additional fix to make up for the fact that an extra day every four years is too much of a correction.

What do we called someone born on February 29
Anyone born on February 29 may be called a “leapling” or a “leaper”. In common years they usually celebrate their birthdays on February 28 or March 1. Ja Rule and Korede Bello are leaplings. However, while Ja Rule was born in 1976, Korede was born in 1996.

The Nigeria Football Federation, NFF, has apologised to Nigerian on the controversies over the sudden resignation of the erstwhile Super Eagles coach, Sunday Oliseh.

In a statement released on Monday, NFF categorically denied Oliseh allegations of either not being respected or of not getting the support of the NFF.

The federation cited the example of paying him three months’ salary in advance as a new coach – something that had never happened previously in Nigeria football- in order to help him settle down. The federation also claimed to have introduced him to their principal partners/sponsors in order to show they had total regard for and was fully supporting the coach.

Oliseh, few minutes before sending his resignation email, the statement added, had written a mail to the NFF President about his trip across Europe to see players. The request the NFF President approved.

NFF while clarifying that Oliseh indeed resigned and was not sacked, insisted that they bear no grudge against him and wished him well in his future andeavours.

In conclusion, NFF seek the forgiveness of Nigerian for any wrong they might have done and asked for understanding and continued support and prayers even as they go through a “very difficult financial situation under which we are working”

Earlier today, a report appeared on Channels TV website alleging a rift between the Speaker of the Ekiti State's House of Assembly, Dr. Adewale Omirin and a senator representing the state, Ojudu Babafemi over alleged impeachment sponsorship fund.

Upon investigation, the management of the television station discovered that the report was fake and immediately removed it from the website.

Preliminary investigation revealed that the report was smuggled into the website by a staff who was alleged paid by the Ekiti State's government agents to carry out the task.

The personnel involved is said to have been placed on suspension pending full scale investigation to unravelling the circumstance and with a view to punish the culprits.

NIGERIANS ought to be deeply concerned about what is currently going on in the Peoples Democratic Party (PDP), in the name of party congresses and convention. The PDP is the most dominant political party in Nigeria’s Fourth Republic. It controls majority of the political positions at all levels of government. Between 2003 and 2007 for example, the party held 223 seats out of 360 seats in the House of Representatives, 76 out of 109 seats in the Senate, and after the 2007 elections, it has further maintained this majority status.

Twenty-seven out of the country’s 36 states are under the control of the PDP in addition to 260 seats in the House of Representatives and 85 in the Senate. In moments of self-praise, members of the PDP flatter themselves by referring to their party, as “the largest political party in Africa”., “the wealthiest party in Africa”, and “the most formidable” Perhaps it is, on account of population size and spread.

But the PDP is also the most disorganised political party in Africa, fractious, inchoate and uninspiring. The crises that characterise Nigeria’s Fourth Republic and the continuing putative nature of party politics in Nigeria’s post-military season are directly linked to the lack of internal democracy and cohesion within the ruling Peoples Democratic Party. Professor Wole Soyinka, the Nobel Laureate once pointed to the existence within the PDP of a “nest of killers”. It is a party of strange bed-fellows, a centrist collection of former soldiers, gun-runners, contractors, certificate forgers, unemployed persons all united by a common goal: access to a share of Nigeria’s oil wealth and a place in the sun. The sad news is that the hapless people of Nigeria are the obvious victims in the hands of a PDP behemoth whose manifesto is not clearly known to the people.

Out of frustration, Nigerians have since invented a number of instructive aliases for the PDP including – People Deceiving People, Papa Deceive Pickin, People Destroying People etc. Since 1999, Nigerians have experimented with democracy and this has entailed necessarily, a process of stock-taking, with the hope that mistakes can be identified, lessons learnt, and changes for the sake of national development and the purification of our politics, effected. If the latter objective had been realised in any way, it should be obvious in the way the PDP conducts its affairs. But this has not happened, a pointer to the larger, enduring crisis that we all face and the collateral damage that we continue to suffer.

Nothing has given louder advertisement to the incorrigibility of the PDP and its members than the run-up to its National Convention which is scheduled to hold tomorrow in Abuja, the nation’s capital. The Convention and the Congresses before it would be the first since the April 2007 elections, and perhaps the first attempt by the PDP to reorganise itself after President Olusegun Obasanjo’s exit. The two events are taking place against the background of the stunning revelations from various Election Petition Tribunals that in the 2007 elections, there were irregularities and malpractices, outright subversion of the law also, which were mostly perpetrated by members of the PDP and their agents. Significantly, most of the judgements by the election petition tribunals and the courts have amounted to an indictment of the PDP and the PDP government.

In Rivers State, the Supreme Court noted that it was wrong to have purported to exclude Rotimi Amaechi from the Gubernatorial elections, when he was the duly elected party candidate for that event. Party elders did not like Amaechi’s face, so they decided to shut him out. The Supreme Court more or less, declared this an indecent act and went as far as appointing Amaechi, the Governor of Rivers State. In Anambra, Kogi, Adamawa etc, the story is similarly illustrative of the recklessness of the PDP.

At the time of the 2007 elections, the PDP had been under siege, arising from internal wrangling and the crass authoritarianism of then President Olusegun Obasanjo who chose to dictate party processes. President Obasanjo not only took over the party, he alienated anyone who dared to question his authority. Shortly before his departure as President, he also got himself installed as Chairman of the Board of Trustees through a contrived amendment of the party’s Constitution and a voice vote. A properly organised political party would have taken its cue from the direct and indirect bashing it has received from the courts in the post-2007 election process. But PDP politicians have shown an absolute lack of capacity to learn.

The state congresses ahead of tomorrow’s convention were set apart by their lack of democracy. The election of party leaders and delegates in the states bore all the features of the same discredited April 2007 elections. PDP politicians shamelessly confirmed what the tribunals had denounced and what local and international monitors in the 2007 elections documented. The indication is as follows: it seems the on-going process of election petitions and tribunal/court rulings have had no impact whatsoever on political behaviour in the short – or long term. In the various states, there were reports of the theft of registration and voting materials, wilful disenfrachisement of party members, imposition of candidates, violence and acrimony and the spread of factional politics. The Nigerian people watched helplessly as the same political party that is managing their affairs failed to organise its own internal affairs according to all known rules of decorum and transparency.

One of the major highlights of the PDP exercise has been the report that former President Olusegun Obasanjo has been going round the country trying to impose his own candidates and that he has endorsed a candidate for the position of party chairman (former Governor of Ebonyi state, Dr. Sam Egwu) and another, for the position of Secretary-General of the party (Senator Tunde Ogbeha). Rather than a required focus on issues and the future of the party, stopping Obasanjo from ruling the party and dictating to it has become the issue as the party holds its Convention in Abuja tomorrow. The only voice of reason in the raging confusion is that of President Yar’Adua. He has promised that he’d not interfere with the election of the Chairman and other national officers of the party. He has also urged that the process should be transparent and inclusive. But other party leaders are not so circumspect.

Ahmadu Ali, the outgoing chairman is boasting that it is he, and not the Adamu Ciroma-led electoral panel that is in charge. Before now, he had threatened members of the protesting G-21 faction within the party with expulsion. Alhaji Lamidi Adedibu, the Ibadan politician has also declared that it is whoever Obasanjo wants as Party Chairman that would win. Frustrated party members had gone to court to stop the Convention. Adedibu says no court can stop the PDP. Told that some state Governors are planning to wrestle the party from Obasanjo’s control, Adedibu shot back: “In fact it would be a no contest for Egwu”. He added: “where are the PDP Governors? I am supporting Obasanjo and you are saying some Governors are against him, who are the Governors, tell me, who are the Governors?”. Answer: who is Adedibu?

This is a measure of the hopelessness of the political party system in Nigeria. With the way the PDP runs its affairs, should we legitimately expect its members to run good government? The ripples from the party’s Convention in Abuja will determine not only the future of the party, but also, the future of Nigerian politics. If the anti-Obasanjo group succeeds in chek-mating the former President’s then we may find incumbent President Yar’Adua, in spite of his claims of neutrality, gradually taking charge of the party. But the PDP is bound to remain a divided party and a continuing source of distraction. Differences within a political party may seem inevitable, but in the PDP, disagreements are often corrosive and murderous. The buildings blocks for a weak electoral process in 2011 are already being put together in the PDP.

Sometimes, I wonder whether PDP leaders watch television. Because if they do, they would have been in a position to follow the Presidential primaries in the United States. The beauty of the primaries by the Republican Party and the Democratic Party is how it has given the ordinary American an opportunity to choose and shortlist candidates for the country’s Presidential election. In that process so far, has anybody heard of the party Chairman of the Democrats(Howard Dean) or the Chairman of the Republicans (Mike Duncan)? Has anyone seen the Secretary of either political party pontificating on television and giving orders to other party members? The PDP is simply a party of self-seekers.

Nigeria’s political party system needs to be overhauled. There are over 50 political parties, but apart from the PDP, the All Nigeria Peoples Party (ANPP), the Action Congress and possibly the All Progressive Grand Alliance (APGA) the others are more or less narrow vehicles with limited appeal and almost without infrastructure. The political party system is in urgent need of reform. Our political parties must become truly representative and reflect the people’s choices. Through a reformed political party system, an enlightened class of future leaders may then emerge who will be patriots and not office-seekers.

One clear lesson from the current situation in the United States, is how ordinary citizens identify personally with political parties, and define themselves and their choices as such. This is a classical expression of the political party as an associational construct, and an aggregation of individuals with common interests seeking to promote the interest of the larger community. The alienation between Nigeria’s political parties and the people is palpable. Our political parties are made up of money-bags and their thugs, and the PDP is such a large party because after every election, the big men in other parties in order to gain access to state privileges, naturally dissolve into the ruling party. This is partly why General Muhammadu Buhari is so lonely today in the ANPP. Those who should stand by him are playing the politics of compromise with the PDP.

To reform our political parties, we must make them the parties of ordinary people and the parties of ideas. For now, the PDP has lost that opportunity for self-renewal. But if President Yar’Adua and those who genuinely want a new order in the PDP are serious about their objectives, they should begin by ensuring that no former President (Obasanjo) and no promoter of the politics of Baba-rism (Adedibu, for example) is allowed to impose their will on the party at tomorrow’s Convention

Whoever is delaying the sack of Rafa should please know that the man has outlived his usefulness in the Anfield side.

Gone are the days when managers lean on past achievement to stay on. Benitez arguably has the largest number of squard in the premiership, yet the story is still the same. His rotational system is unconvincing and his tactical approach is becoming questionable everyday.

To add peper to injury, his recent tirade against Liverpool owner Tom Hicks has not helped matter. Even though everybody claimed everything is alright, the next two week will determine Rafa's future. As it is very unlikely that  there will be any laurel for the Reds for this season.

When will Rafa be sacked? Next week? End of the season?

Somebody please helped me.

Gen. MR Moha.mmed was this day killed in a bloody coup 32 years ago. The coup was lauched by Lt. Col. Dimka. Even though most of us were small then we read it that he was the best HOS Nigeria ever had.

During his short stay in office, prices of goods were coming down and there was a new orientation and discipline in the psyche of the people.

But like a traditional saying that straight tree last not  in the forest, he was cut short in his prime. Moha.mmed was just 38 when he was assassinated.

This is remembering the Moses that was not to be.

Chelsea's Cote d'Ivoire striker, Drogba, allegation about the African Footballer Award is worrisome. Drogba opted not to travel to Togo and Mali's Kanoute, who did go, was declared the winner on Friday.

Drogba said afterwards that a Confederation of African Football official had warned him that the award would be given to Sevilla striker Kanoute if he did not go to Lome.

"Without being disrespectful, I don't think that the attitude of those people honours Africa. If I didn't go to Lome, it was because it was two days before a quarter-final and we have only one goal, to win the Cup," he said.

Kanoute told the Sevilla Web site (www.sevillafc.es) that he too had been told he must attend to receive the award.

"It is a complicated story and I don't have to justify myself," said the Malian striker.

"But the truth is they told me the same and maybe if we had still been in the cup I wouldn't have been able to attend the event.

"They told me that I also deserved the award for everything I had achieved with Sevilla," added the player.

Drogba said he would have sent his wife to the ceremony "but, unfortunately, she was not welcome.

"I have therefore decided not to be part of the vote for the next African Footballer of the Year award. I feel that the contest has lost its worth. I regarded it very highly," added the striker.

The event of Super Tuesday has certainly proofed bookmakers wrong about the chances of Barrack Obama making it to the White House come November. Even the Obama camp, not so sure, warned some days before Super Tuesday that the opponent was so mighty that Obama might have a tough time winning a single contest outside of his home state of Illinois.

After Obama's 13 states wins (838 delegates) on Super Tuesday, compared to Hillary Clinton's 8 with 834 votes (with New Mexico still too close to call, as at the time (08:25am Nigerian time) of typing this, the end seems very far. Though Senator Obama is becoming more popular by the day, I see winning 2,025 votes a herculean task for either of the frontrunners.

I am also of the opinion that should any of these candidates pick the ticket, is there any assurance that the other camp will still be loyal to the party? Can any of the candidates face Senator John McCain alone without the support of the other?

While it is my dream to see the first black American president or the first Her Excellency, President of the United States, can any of the camp do it all alone?

How then about Clinton/Obama or Obama/Clinton ticket (one as Pres and the other, VP)?. I think they need one another at this time, in order to form a formidable team to challenge the Republican party.

The Court of Appeal sitting in Abuja this morning upheld the judgment of the Kogi State election petition tribunal which had earlier on nullified the election of Abubakar Idris as the governor of the state.

The Court also blasted INEC for usurping the powers of the court when it unlawfully excluded Prince Abubakar Audu from contesting the election.

The former governor was directed to hand over to the Speaker of the State's House of Assembly preparatory to the conduct of fresh election.

The Nigeria Football Association, NFA, this afternoon, postponed the planned sack of the German technical adviser of the Super Eagles, Berti Vogts. At a world press conference in Accra today, Alhaji Abubakar Ladan, a member of the executive committee of the NFA, said the decision on Vogt’s future will be announced in Nigeria. About 400 journalists from all over the world, attended the conference, which dramatically lasted just two minutes. Ladan was accompanied by the media spokesman, Demola Olajire.

The sports journalists, who kept vigil at the conference hall of the Alisa Hotel camp of the Eagles in Accra, were kept waiting for hours before Ladan came in to make the anti-climactic announcement. Ladan also said the NFA board would probe the dismal performance of the Eagles in Ghana. He also said the NFA regretted the sack of the technical adviser on the pages of newspapers.

The delay in announcing Vogt’s sack, according to the NSC Boss, Abdulrahaman Gimba, is because he needed the approval of the Presidency before the news would be broken to the world.

It was also gathered that Globacom boss, Mike Adenuga Jnr. is favourably disposed to the sack of the German as he was said to have told the NSC Chairman, Abdulrahaman Gimba, Dr. Amos Adamu, NSC D.G., NFA Chairman, Sani Lulu and the body’s scribe, Bolaji Ojo-Oba about his sadness over Vogts’ technical incompetence.

Nigerian telecommunications company Globacom, pays the German tactician 50,000-dollar per month and he is expected to receive about $300,000 (N35million) severance package as stipulated in the terms of contract.

The Ogun State Police Command on Monday said that it had arraigned the driver of the late Ogun State Secretary to the State Government, Chief Olumayowa Olukoya, who died in a car crash penultimate Sunday.

The accident happened when the Honda Odyssey had a burst tyre at Onipepeye, on Abeokuta-Sagamu Expressway. The car somersaulted resulting in the death of the late Olukoya.

Speaking on Monday, the Police Public Relations Officer, Mr. Femi Awoyale, said the police had not breached any protocol in arraigning the driver.

He said it would have been a different case if Mr. Taiwo Olaifa, the driver died in the accident which also claimed the life of the police orderly of the late SSG.

The state Commissioner for Finance, Mr. Kehinde Sogunle, survived the accident with minor injuries.

Awoyale said, “It is not a new thing. We arraigned the man at Isabo Magistrate Court on last week for dangerous driving and manslaughter. But this is not something we can begin to announce to everybody. We have handed over the case to the prosecutor. So, we have done our job. It is in line with laid down procedure.”

Opinions of residents are, however, divided over the case as some residents wondered if the police would have arraigned Olaifa’s corpse if the driver had died also in the accident.

Hip-hop musician, Soul E and wife, Queen Ure, who were expelled from Okotie’s Household of God Church last year, have opened their own church.

The church, D’Love Villa, also known as Heaven on Earth, lauched three weeks ago with about 20 worshippers, now boasts over 60 members.

D’Love Villa is located at 28, Adeyemo Akapo Street, Omole Phase 1, Ogba, Lagos and holds its services every Sunday between 9 and 11a.m.

Unlike most pastors who spend years in Bible colleges training as men of God, Soul E and wife never attended any Bible school.

But the music star yesterday in his church, said he did not need any training or any pastor to tell him what to preach, adding that people must not mistake profession with his calling.

“I am a singer by profession but I am a preacher by calling,” SoulE said.

At yesterday’s service, Soul E’s wife, Queen Ure, read from the book of Proverbs chapter 4 verse 23: “As a man thinketh in his heart, so is he”. She said anybody can become anything he wants as it is a matter of the mind.

“Anything that happens to us today, we created it by the dominant force of our thought. The reason is that anything you focus your mind on you become because we don’t think in words but in images. Those images influence and determine our life.”

After the sermon by Queen Ure, Soul E explained to the congregation that they should not be surprised that he is now a pastor. He said he comes from a family of evangelists.

“My father is an evangelist. My mum is an evangelist and we were always going to crusades. I got a lot of training and experience from them,” he said.

The service yesterday was an exciting one. Some worshippers are still trying to come to terms with Soul E as a preacher. At a time, the music star stopped preaching and told the congregation that God had spoken to him.

“God just told me that there is someone here who had made a request to Him. And God said I should tell the person that he is in the right place. And because he is here, he has received it.”

The service ended with a free meal for all worshippers. Though it was only the third church service, the music star said it was a tradition in the church to give free meals to members.

“We have a tradition here. We give out free meals to everybody every Sunday.”

It is my believe that this woman is creating an unnecessary distraction for this young man. This is a God-giving talent being wated. Since the soleminization of their "mariage", poor Soul E has not concentrated on his carrer.

In another development, Reverend Chris Okotie, yesterday introduced Stephanie Henshaw, mother of three, as the woman he intends to marry this year. According to the funky pastor, he is marrying Steph because of her breathtaking beauty.

That Ghana has been disqualified over failed drugs test in the ongoing African Cup of Nation taking place in Ghana, is no longer news. Report reaching BBC sport table this afternoon indicates that a certain Nigerian named I-man (surname withheld) has been arrested in connection with the drugs test. Mr. I-man was arrested this morning at his hide-out in North London. During interogation, I-man spilled the bean about his being a notorious drug baron with over 10years on the job experience.

I-man, succumbing to the firepower of police torture, confessed that he was initiated to the business when things became very difficult for him having lost his cart-pushing job. Thanks to drug-peddling job, he is now a proud owner of a duplex in East London. Apart from this, he is able to take care of the responsiblities of sending his brothers and sisters to school in his native country, Nigeria.

If found guilty, I-man is expected to spend the next ten years behind bar.
