The Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Mr. Andrew Yakubu, Monday disclosed that the country’s crude oil output has increased from 2.4 million barrels per day (mbpd) to 2.7 mbpd.

Yakubu told visiting Governor of Benue State, Dr. Gabriel Suswam, who led a delegation on a working visit to the NNPC Towers in Abuja, that the country’s crude oil production on Wednesday peaked at an all-time high of 2.7mbpd, adding that this was a first for the country since it started crude oil production over 50 years ago.

He attributed the increase in crude oil production to the security measures put in place by the Federal Government in the Niger Delta region, which according to him, was beginning to yield positive results.

Yabubu said in a statement from the acting Group General Manager, Public Affairs of the Corporation, Mr. Fidel Pepple: “We want to thank the President, Dr. Goodluck Jonathan, for his great initiative to restore security with regards to pipelines and our crude oil production facilities and we thank the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, for driving the process.

“I am glad to report to you that in crude oil production, yesterday, we recorded an all-time high of 2.7 million barrels. This has not been recorded before.”

While appealing to all state and local governments, as well as communities and other stakeholders to work in partnership with the corporation to safeguard the pipelines and other strategic national assets, Yakubu explained that the effort will help reduce waste in the sector.

Nigeria, in the last couple of months, experienced a serious decline in revenue from crude oil production owing to increased activities of illegal bunkering and oil theft.

A few months ago, Managing Director of Shell Petroleum Development Company of Nigeria Ltd (SPDC), Mr. Mutiu Sunmonu, had warned that revenue due to the government from the country's oil resources would dwindle in the wake of increased crude oil theft in the Niger Delta region.

Sunmonu stated that an average of $5 billion was being lost by the country annually to oil theft. He warned that if left unchecked, the government will receive less of revenue from its crude oil resources.

Yakubu spoke about the corporation’s interest in collaborating with the Benue State Government in restoring the Makurdi petroleum products depot, adding that similar collaboration with the Abia State Government had recently led to the re-commissioning of the Aba depot after its closure for seven years.

“As soon as pipelines supplying petroleum products from Aba to Enugu and Enugu to Makurdi depots are certified, the corporation would commence immediate supply to the area.

“We have not had any negative report from Enugu to Makurdi pipelines and as soon as we do our integrity check and it’s okay, we will commence supply to the Makurdi depot,” Yakubu assured the delegation.

Northern interest groups and leaders, yesterday, flayed Ijaw national leader, Chief Edwin Clark’s assertion of the culpability of Northern leaders in the Boko Haram insurgency, describing his claim as extreme ethnic jingoism.

In their various reactions to Clark’s claim of northern conspiracy against the Goodluck Jonathan administration, the northern groups and elders said the depiction of the President as a victim was a wrong assessment of what they separately described as the inability of the regime to address a problem that has spread through ethnic and religious divisions in the north.

The northern leaders’ reaction came in the face of the assertion by Clark at a public lecture in Abuja on Wednesday that powerful northern leaders are orchestrating the Boko Haram insurgency to destabilise the Goodluck Jonathan administration.
Reacting to the assertion, the ACF speaking though its spokesman, Anthony A. Z. Sanni said:

“If Chief Edwin Clark believes Northern Leaders brought about Boko Haram in order to make the country ungovernable for President Jonathan; you in the media should remind him that President Umar Yar’Adua used force and killed 700 members of the sect and their leader in 2009 when there was no politics of zoning.

“What is more, President Jonathan’s ruling party controls about 14 northern states. The numbers 2,3,4 and 5 in the government are from the North. How would the North make the country ungovernable under such situation?

“I have made this point clear that it is unhelpful to associate Boko Haram with a region, with religion or with ethnicity. Were it strategic to think so, America would have associated al-Qaeda with Saudi Arabia or with Islam, since Osama Bin Laden and most of the 19 pilots who brought the New York twin towers down on 9/11 were of Saudi extraction.

“Nigerians passed their judgment and rejected politics of zoning when they voted President Jonathan in 2011. As democrats, northern leaders under ACF congratulated President Jonathan and all those who won their elections. ACF also paid courtesy call on Mr President and urged Nigerians to support the government and that politicians should go to the trenches for 2015 only when the whistle is blown by the authority.

“What else should northern leaders do in order to assure Chief Clark that the security challenges and the national malaise have not been brought about by northern leaders? The media should also help dispel such misconceptions for national interest,” Sani said.

The Arewa Youth Consultative Forum, AYCF, in its own reaction described the assertion as pure blackmail that would inevitably compound the problems of the president.

“That is a blackmail and one is not surprised because the elder statesman, though I have respect for him, but sometimes, his utterances seem to compound more trouble for the Niger Delta people and even the president,” Alhaji Yerima Shetimma, the national president of the AYCF told Vanguard yesterday.

“One of the issues they have raised is that often time, when they talk, they say ‘our president, our son’, ‘our oil and our money’, that does not protect the unity of this country; in fact, it is a threat to national unity.

“When there was crisis in the Niger Delta, some of us did not see it as a Niger Delta crisis but as a Nigerian problem. Of what importance will it be to a northerner to sponsor Boko Haram and at the same time, the direct victim is the northerner because, over 99 per cent of victims of Boko Haram are northerners.
”Jonathan did not become President because of the support he had only from the South-south. In fact, some of us did the work for him to be there. Some of us pushed for the Doctrine of Necessity and I was one of the vocal voices that stood and insisted that the right thing must be done. If they continue doing that, they are treading on the wrong path and they might end up ruining. This must stop, this madness must stop. So, nobody should accuse the north, this is blackmail and we will resist it”.

THE United Nations Environment Programme (UNEP) yesterday supported the Federal Government’s decision to proceed with the clean-up of Ogoniland in the Niger Delta, a threat by the Movement for the Survival of the Ogoni People (MOSOP) notwithstanding.

Exactly four days ago, the Ogoni threatened to occupy strategic economic installations in their locality except the government expeditiously implemented the UNEP recommendations without recourse to its (government’s) own Hydro-Carbon Pollution Restoration Project (HYPREP) as part of the implementation.

It is yet unclear whether the UNEP’s open declaration of support for the Federal Government’s new implementation initiative, one year after it recommended a five-year clean-up of oil spill that would cost not less than $1 billion, is a direct fallout of MOSOP’s recent threat.

UN Under-Secretary General and UNEP Executive Director, Achim Steiner, yesterday said: “On the anniversary of the Ogoniland assessment, there are now clear and encouraging signals that the government is keen to move on the recommendations - this is a welcome development for the people and the environment of this region
who have suffered, and continue to suffer, the legacy of some 50 years of unsustainable oil exploration and production.”

“UNEP stands ready to assist the government and its agencies with expertise for getting the Hydrocarbon Pollution Restoration Project up and running so as to improve the lives and livelihoods of the Ogoni people,” he said.

UNEP says it has, in recent weeks, held discussions with the Director-General of the National Oil Spill Detection and Response Agency (NOSDRA), Peter Idabor, and is engaged with the government to chart transformative pathways forward in order to realise the assessment’s recommendations.

“The immediate need is for the necessary funds to be mobilised and to be deployed to take the project forward at a scale and speed commensurate with the challenge. Everyone has a part to play in realising significant and positive results from the government of Nigeria, local authorities and the oil industry to NGOs and local communities,” said Director of UNEP’s Division of Environmental Policy Implementation, Ibrahim Thiaw, who, on August 4, 2011, presented the UNEP report to the government.

A suspected oil thief, Mr. Joshua Orupere, 40, was on Wednesday arrested by operatives of the Joint Task Force codenamed Operation Pulo Shield for allegedly attempting to bribe the outfit with $30,300 (N4.65m).

He allegedly offered the bribe to secure the release of two vessels which were seized by the JTF for their involvement in oil theft.

The Commanding Officer, 343 Artillery Regiment of JTF, Lt. Col. Muktar Adamu, led the troops that impounded the vessels.

But Orupere was apprehended at the headquarters of the JTF, Yenagoa, when he came with the bribe money to the office of the outfit’s Chief of Staff, who reportedly turned down the offer.

PUNCH Metro gathered that the ships, christened MV Premier and MV Somtrans were impounded along the Sagana waterways in Akasa, Brass Local Government Area of Bayelsa State.

The vessels were each laden with about 600,000 metric tons of stolen crude oil when they were intercepted by the JTF after an operation that lasted two days.

It was also gathered that four new AK 38 army boats were used in the operation.

The Media Coordinator, JTF, Lt. Col. Onyema Nwachukwu, said the operation was in line with the determination of the outfit to rid the Niger Delta of illegal bunkering and refining of petroleum products.

He said the gunboats had assisted the outfit in fighting sea piracy and oil theft in the region.

He said the gunboats were built in Israel and equipped with modern facilities to combat pipeline vandalism and waterway-related crimes.

Nwachuckwu said the suspect who had confessed to the crime attempted to bribe the chief of staff when he was apprehended.

He, however, refused to disclose the name of the chief of staff, who rejected the money and arrested the alleged bribe giver.

“Let me use this opportunity to remind the perpetrators of this nefarious act that the JTF is not sleeping. Our men are taking adequate steps to ensure that the Niger Delta, both land and sea, is extensively policed. I urge them to seek legal means of livelihood,” he said.

In an interview with PUNCH Metro, Sopere admitted that he was in charge of the vessels when they were intercepted by the JTF.

He, however, alleged that one of the vessels belonged to a retired Air Force Commander.

“I did not know the JTF Chief of Staff before but I met him with the link provided by the retired Air Force Commander. My link advised that I raise money and offer as bribe and I went to Port Harcourt, Rivers State, to raise over $30,000,” he said.

The vessels were later destroyed by the JTF.

ASABA—A staff of Due Process Office, Government House, Asaba, Delta State, was, weekend, kidnapped with his son in the state.

Police authorities gave his name as Mr. Duke Okeze. He was rescued, yesterday, though one of the policemen involved in the rescue mission was killed in the process, while the son of Mr. Okeze, kidnapped along with him received bullet wounds.

Police Public Relations Officer, Mr. Charles Muka, in a statement, said: “Mr. Okeze of Due Process Office, Government House, Asaba, was kidnapped by unknown gunmen along with his son. But they were rescued at 6.30a.m., Monday, by a combined team of SARS, STORM in Issele-Uku division at Atuma Iga.

“Three suspects, including a lady, were arrested and his Toyota Corolla car was recovered. In the process of rescue, his son, Emma, sustained minor bullet wounds from the kidnappers’ guns while a police Corporal was killed. Efforts are on to arrest other fleeing gang members.”

He added that “Three armed robbers, including one dressed in National Youth Service Corps, NYSC, uniform were arrested in Asaba, with a rifle, three battle axes, three cartridges, a laptop and a camera.”

Seven suspected students of one of the colleges of education in Kwara state have been arrested by men of the state directorate of the State Security Services (SSS) for alleged abduction, rape, cultism, and being in possession of fake currency notes.

The affected suspects according to THISDAY checks were arrested by the SSS following a tip-off from the members of the public.

The director who recalled that, there was a resurgence of cult activities in the state in the past few months that led to the death of one cult member, said that the breakthrough of the arrested suspects has shown that the security operatives have not been resting on their oars at nipping crime in the bud.

According to him, two of the suspects from who they recovered dangerous weapons allegedly raped one of their female colleagues, adding that the culprits who were arrested, subsequently, named other members of in the crime.

The Director said investigations revealed that cult members have declared every July as their month of cult activities, appealed to people to expose suspected cult members in their communities as part of measures to keep them out of the society.
