As the Seattle Times reported, Suzi LeVine, commissioner of the state Employment Security Department (ESD), disclosed the staggering losses during a news conference Thursday afternoon. LeVine declined to specify how much money was stolen during the scam, which she said appears to be orchestrated out of Nigeria but she conceded that the amount was "orders of magnitude above" the $1.6 million that ESD reported losing to fraudsters in April.

While LeVine said state and law enforcement officials were working to recover as much of the stolen money as possible, she declined to say how much had been returned so far. She also said the ESD had taken “a number of steps” to prevent new fraudulent claims from being filed or paid but would not specify the steps to avoid alerting criminals.

Thursday’s disclosure helped explain the unusual surge in the number of new jobless claims filed last week in Washington, which as we showed this morning was the state with the highest weekly increase in claims.

On Wednesday, the state’s monthly employment report for April showed Washington with a seasonally adjusted unemployment rate of 15.4%, up from 5.1% in March. The national unemployment rate for April stood at 14.7%, seasonally adjusted.

For the week ending May 16, the ESD received 138,733 initial claims for unemployment insurance, a 26.8% increase over the prior week and one of the biggest weekly surges since the coronavirus crisis began. That sharp increase came as the number of initial jobless claims nationwide fell 9.2%, to 2.4 million, according to data released earlier in the day by the Labor Department.

Indeed, the surge in claims made Washington the state with the highest percentage of its civilian labor force filing unemployment claims – at 30.8%, according to an analysis by the Tax Foundation, a nonpartisan Washington, D.C., think tank. Nevada, the next-highest state, reported claims from 24.5% of its civilian workforce.

It now appears that many of those claims were fictitious and emanated from some computer in Nigeria.

The disclosure came as the state was already struggling to process an unprecedented wave of legitimate jobless claims amid one of the worst economic crises in U.S. history. Some additional delays in benefits payments to legitimate claimants are likely as the ESD subjects all claims to more scrutiny.

“This makes me the most angry, and the most upset — that we need to delay payments to Washingtonians who need the benefits,” LeVine said adding that "we need to also build in more time for analysis. So going forward, we want to set expectations that we will add an additional one to two days to our processing time."

That delay follows a decision last Thursday to temporarily suspend benefit payments for two days. The delay came after the ESD disclosed that it had seen a surge in bogus claims reportedly filed by identity thieves who appeared to be targeting the extra-generous benefits available under federal pandemic relief legislation.

That same day, the Secret Service issued an alert describing Washington as the top target so far of a Nigerian fraud ring "exploiting the COVID-19 crisis to commit large-scale fraud against state unemployment insurance programs."

It remains unclear how the fraudulent benefit payments made their way all the way to Nigeria.[/quote]

Central Bank of Nigeria (CBN) has banned the payment of cash into domiciliary accounts in the country.

In a circular released on Wednesday and signed by Olakanmi Gbadamosi, the director of trade and exchange, the central bank said its action followed recent statements by individual banks suspending the payment of foreign currencies into domiciliary accounts. Gbadamosi wrote: “The Central Bank of Nigeria has considered the recent statements by Deposit Money Banks (DMBs) concerning the large volume of foreign currencies in their vaults and the decision to stop accepting foreign currency cash deposits into customers’ domiciliary accounts as a welcome development. “Therefore, in its continued efforts to stop illicit financial flows in the Nigerian banking system which aligns with the anti-money Laundering stance of the Federal Government, the CBN hereby prohibits from the date of this circular the acceptance of foreign currency  cash deposits by DMBs. “For foreign currency cash lodgments made prior to the date of this circular, the account holder has the option to either withdraw his or her foreign currency cash or the Naira equivalent.

For the avoidance of doubt, only wire transfers to and from Domiciliary Accounts are henceforth permissible. “The CBN advises individuals that wish to source foreign currency for eligible and legitimate purposes such as BTA, PTA medical, mortgage, school fees, goods etc. to do so through recognized channels with the use of Form ‘A’ for “invisible” and Form ‘M’ for “visible” transactions.”

By this circular, those who deposited foreign currencies into their accounts before the directive will now have to withdraw the cash as they are not going to be allowed to transfer the funds.

President Muhammadu Buhari on Tuesday,
August 4, gave instructions to the newly-
appointed managing director of the Nigerian
National Petroleum Corporation (NNPC) ,
while an insider source made breaking
disclosures.
It should be recalled that Emmanuel Ibe
Kachikwu was yesterday announced as the
new NNPC boss in an attempt to restore the
reputation of the body the tops of which are
often accused of being involved in corruption
schemes.
According to The Nation, Buhari
urged Kachikwu to first focus on the recovery
of the stolen oil funds.
A source disclosed that Kachikwu might also
be appointed the Minister of State
for Petroleum Sources. The other candidates
for the position reportedly include the former
executive secretary of the Petroleum
Products Prices Regulatory Agency, Stanley
Reginald; the managing director of the Shell
Petroleum Development, Osagie Okunbor, and
the NNPC deputy general manager (name not
provided).
Chargin Kachikwu on his new duties,
President Buhari gave him six terms of
reference to reshape the corporation:
1. To clean up the organization of corrupt
officials;
2. To recover stolen oil money;
3. To work in cooperation with the Economic
and Financial Crimes Commission and the
Directorate of State Service to ensure the
successful fulfillment of point 2;
4. To review the NNPC structure for the body
competitive on a global scale;
5. To set goals for all subsidiaries; and
6. To fix the all the national refineries for
them to work to maximum effect.
The source also narrated how the new NNPC
had been chosen:
“The new GMD of NNPC was picked after a
thorough search by the President. Actually, at
the end of the search, the choice was narrowed
down to four candidates.
“The President opted for Kachikwu who is the
Vice President of Exxon Mobil, not only in
Nigeria but in Africa. Buhari was impressed by
his impeccable credentials as the most senior
black African in any multi-national oil firm in the
world with 30 years experience.
“Apart from being a First Class graduate,
Kachikwu also obtained PhD in Law which
enabled him to rise to company secretary in
Exxon Mobil…
“In their negotiation, President Buhari repeatedly
said: ‘I won’t interfere with your work; I will give
you a free hand because I want to reform this
oil sector once and for all.’ The GMD accepted
the job following what he realized as ‘the
infectious patriotism and genuine intention of
the President’.”
President Buhari has been focusing on the
two major challenges after the assumption of
office: security and corruption. During the
election campaign, the APC candidate vowed
to eliminate insurgency and deal with public
funds embezzlement, which was believed to
be flourishing under the immediate past
administration.
The work is ongoing in both directions. As for
the first objective, the country head has made
many new appointments in the army
leadership, has negotiated with the
international leaders on the support and
cooperation in the fight against terrorism.
As far as the anti-corruption battle is
concerned, Buhari has noted that his
government took steps to identify the banks
and countries where the stolen oil money was
held. The president also considers dividing
the NNPC.

Governor Olusegun Mimiko of Ondo State has terminated the appointment of his over 400 Special Assistants (SAs) and Senior Special Assistants (SSAs).

According to a statement issued by the Chief Press Secretary to the Governor, Mr Enny Akinsola, Mimiko announced the disengagement of his aides during a meeting he held with them at the government house, Akure.

It said Governor Mimiko expressed gratitude to all the aides for their selfless services to the state.

Also, the Governor solicited for the continued support of his former aides to his administration.

He noted that the disengagement became necessary in view of the restructuring and repositioning efforts of his government for better service delivery.

“I can only thank you for your services to the government and people of this State who elected us for the delivery of sundry democratic dividends. I appreciate your selflessness and dedication and wish you well in your future endeavours,” Mimiko said.

The Governor also prayed God to reward his former aides for their contributions to the development of the state.

It was said and understood that PMB is slow in his decision making, lets then give him time to select whoever going to work with, rather than crucifying him. This country had been seriousely battered by the immediate past administration, Buhari needs enough time rebuild it again.
