Hello Sir, I don't think the state is battling with limited funds or allocation. The state's wage bill is not in anyway more than workers. The state's Federal allocation is above average when compared with other states as well as benefitting everytime from excess crude fund/subventions. The problem is an underlying intention of diversion and looting of public funds. You need to see his fleets of appointee's, you need to see how naive they can be in reacting to issues; so juvenile.

Cash lodged in Rep’s account through proxy
EFCC places restriction on NGF’s N8b, $80m
Detectives have traced $ 3 million of the controversial London-Paris Club loan refund to a governor, The Nation learnt yesterday.
The cash is believed to be part of the N19billion illegally deducted from the refund by the Nigeria Governors Forum (NGF), according to Economic and Financial Crimes Commission (EFCC) sources.

The cash has been found in the account of a member of the House of Representatives who got it through a proxy, the lawmaker’s brother. Both were not available for comments.
The $3million is being spent on building a 100-room hotel in Lagos, which the governor may forfeit to the Federal Government.
Also, the EFCC has placed a restriction on N8billion and $80million in the naira and dollar accounts of the NGF.


The Presidency has released N1. 266.44trillion to the 36 states in the past one year. The cash includes N713.70billion special intervention funds to states.
Following protests by states against over deduction for external debt service between 1995 and 2002, President Muhammadu Buhari had approved the release of N522.74 billion (first tranche) to states as refund pending reconciliation of records.


Each state was entitled to a cap of N14.5 billion being 25% of the amounts claimed.
Finance Minister Mrs. Kemi Adeosun said the payment would enable states to offset outstanding salaries and pension which had been “causing considerable hardship”.
The governors sought for the refund to states and local governments at a meeting with President Buhari on May 24, last year.


A source, who spoke in confidence with our correspondent, said: “The EFCC is still investigating the N19billion allegedly diverted from the loan refund. The commission has so far interrogated 15 companies, more than 10 individuals and over eight bureaux de change used to divert the cash.


“The latest bend of the investigation is the discovery of $3million linked with another governor who benefited from the illegal deduction. The governor had engaged a member of the House of Representatives(who was also a former commissioner) to launder his share.
”The lawmaker was said to have wired the $3million into his brother’s account before moving it into his own.


“Upon interrogation, one of the suspects admitted that the cash was for the ongoing construction of a 100-room hotel for the governor.
“About $500,000 of the $3million has been recovered by the EFCC. It is a scam in which many people benefited and a sizeable number of proxies used to launder the funds,” the source said.


The $3million was transferred to the lawmaker for the governor from the $86million in the NGF’s domiciliary account.
“We will do our best to recover the already diverted part of the $3million. We may also apply for the forfeiture of the hotel to the Federal Government,” the source said, pleading not to be named so as not to jeopardise the investigation.
The $86million is said to be for the payment of consultants who worked for the refund for the 35 states. But none of the consultants has been paid. Some of them have already gone to court.
The source added: “The EFCC has placed a Post No Debit restriction on the NGF’s account with N8billion and domiciliary account with $80million.


“Out of the $86million, $3million was wired to the governor through a proxy and another $2million shared out.
“The EFCC is ready to lift the restriction on the two accounts of the NGF on a condition that the consultants and legal advisers who deserve to be paid will be given what they are entitled to in line with the agreement signed with the NGF.


“We want the NGF to involve the EFCC in the disbursement to avoid another diversion of the cash. As it is now, consultants and legal advisers are complaining that they are being shortchanged by the governors.”
The EFCC had earlier traced about N500million, which was meant for a consultant, to the account of a governor.
The cash has been retrieved.

post: The governor said this Thursday in Abuja at the National Secretariat of the ruling All Progressives Congress (APC) while fielding questions from journalists.

Asked to comment on the status of salary payment in the state, Bello said, “I will simply refer you to Kogi state website so that you can get the fact from there. www.kogistate.gov.ng. You are going to see from there. Four months arrears owed by the previous administration have been cleared. Month by month, Kogi state has paid its workers salaries as workers are being cleared.

“Those that are not cleared surely cannot be paid. If you go to our website, you will see month by month, MDA by MDA and those that have not been cleared have reasons why they have not yet been cleared and that has been there so, go and get your fact from there.”

He said the meeting held with Chief Tony Momoh-led reconciliation committee for Kogi State went very well, stating that under his leadership, one indivisible state is feasible.
The governor also said that the meeting focused on the progress of the party as well as the administration and progress in Kogi state.

post: The Academic Staff Union of Universities (ASUU), Kogi State University (KSU) Anyigba, chapter, has said that about 200 of its members were screened out of service during the recently concluded staff verification exercise.

The Chairman, ASUU-KSU, Dr. Daniel Aina, who made this known, recently, while addressing journalists, in Lokoja, said the ongoing strike could only be suspended when all issues relating to arrears of salaries, 2015 employment, contract and sabbatical staff were resolved.

The union also said government must resume the monthly instalmental payment of the 2009-2014 arrears of the Earned Academic Allowances (EAA).

According to them, “the Kogi state university management must pay up the outstanding balance of the 2014/2015 arrears of the EAA.” said Aina.

The union, which commended the government for reconstituting the governing council of the university, however, said the more serious issue of payment of arrears of salaries to all categories of its members had not been addressed.

The chairman said the union had, at the inaugural meeting of the governing council appealed to it to expedite action on the resolution of uncleared staff and payment of arrears of salaries.

“This was to create a pathway for the amicable resolution of all outstanding issues before the April 24, 2017. ASUU’s suggestion would seem to have been jettisoned. This is because while staff of other tertiary institutions in Kogi state who have been on strike, have received their February and March 2017 salaries, those of KSU, Anyigba are yet to be paid.

“Since 2014, the Kogi State government has never paid the staff monthly salary in full. The university administration has had to augment the recurrent short falls from its Internally Generated Revenue (IGR). Even this amputated salary wage bill has become erratic.

“The government must be told that the propaganda on salary payment is a ruse because artisans, traders and the business environment of the state do not enjoy the patronage that naturally flourishes when workers are paid.

“It is pathetic that economic activities have been seriously hampered in Kogi state due to the non-payment of salaries occasioned by the long-drawn and tortuous staff screening exercises. Many parents whose children and wards have been at home since the strike action commenced, are yet to be paid their salaries.

“To date, several of our members have not received salary since June 2016. In fact, all staff of Kogi State University, Anyigba have not received their February and March 2017 salaries. Neither the government nor the university administration has provided,” Aina stressed.

The lecturers expressed concerns over the consistently deteriorating working conditions of the academic staff of the university that had led to mass exodus of staff. It also noted a sharp reduction in the funding of the institution by government, regretting that infrastructure and staff development in the school have been left in the hands of the Tertiary Education Trust Fund (TETFund) and the NEEDS assessment.

The union however condemned the disruption of the peaceful protest embarked upon by students of the university, their arrests, rough handling and detention by security agents while trying to draw government’s attention to their plight.

Federal Road Safety Corps are just so corrupt in Nigeria. The only people we tend to blame always are the police. Have you ever asked your self why they would never stop a commercial cab driver with expired tires, no seat belt on, no fire extinguishers, infact no spare tire. Some even have just one light functioning I stead of two or more. They would bend their caps on the road and be waving only private cars down as if its not human beings that drives commercial cars. A civil rights organisation, Kogi Renaissance Group (KRG) has condemned the arrest and detention of a social critic, Austin Okai, on the alleged orders of the Governor Yahaya Bello.
The activist was said to have been picked on Sunday by security operatives in an eatery in Utako area of the Federal Capital Territory (FCT), where he had gone to eat with some friends.
He was thereafter whisked to Lokoja.
Okai is the leader of Peoples’ Democratic Party (PDP) National Youth Frontier (NYF) which has been critical of Bello.

PDP-NYF recently alleged that the 63 new appointees of Bello, including Nollywood actress Mercy Johnson were “political jobbers, hangers on, marauders” who have nothing to offer the state but their ‘questionable’ characters.
The KRG in a statement by its spokesman, Edward Obalemo, also vowed “to mobilise other civil society groups and affiliate organisations to make Kogi State ungovernable unless Okai was released in the next 24 hours.”


KRG described the arrest of Okai as the height of intolerance and insensitivity on the part of Governor Bello, adding that it had become clear that the latter wants to rule Kogi by force.
Obalemo said, “There are stories of illegal detention and harassment of opponents. There are also claims that the governor runs an illegal detention centre in government house, Lokoja.
“To go after Okai, whose only offence is speaking against the evils of the government, is the height of intolerance and insensitivity.”
The KRG particularly condemned in strong terms, the gestapo manner the arrest was carried out, including the forceful movement of Okai from Abuja to Lokoja, adding that it “reflected the desperation of an illegitimate administration trying to force itself on the people.”Obalemo said, “It is a common fact that Governor Yahaya Bello was not the choice of the people. He is a creation of the leaders of his party, All Progressives Congress (APC) in Abuja.
“Yahaya Bello is an impostor and unknown to the law. So also is the supplementary election that brought him. Both were smuggled into the electoral process to give the APC victory.


“Any sane mind knows that such a devilish plot cannot withstand the rigours of judicial scrutiny in civilized climes.
“The threats and arrest of our people by this government that has not paid salaries in the last 16months reflects the mind set of the APC led Federal Government in spite of their pretentious anti-corruption and rule of law exterior.
“But let me restate that, whatever plans are being hatched, the people of Kogi cannot be deceived anymore; the rule of law cannot be said to exist in a regime in which those in power manipulate the state apparatuses to impudently and unabashedly rape our democracy
“The gestapo arrest and forceful movement of Okai simply reflects the fact that he is desperate to force his illegitimate government on the people.”
KRG advised Bello and ruling APC government in Abuja to learn to tolerate opposing views, which it stated, are important milestones in a democratic setting.
