FIRST FLYOVER TO BE BUILT IN ABIA STATE

This is presenting the archetype 3D flyover to be built in Aba, Abia State. It is a prototype flyover in the State aimed at ensuring seamless vehicular and pedestrian movement around the busy Osisioma Ngwa junction of the Enugu-Portharcourt expressway occasioned by the beehive of commercial activities.

The construction of this flyover will help immensely in attracting the presence of many financial consortiums into Abia capital markets, so as to bring about vibrancy of unimpeded transactions between and among the road users.

The ground breaking of the construction of this flyover is slated to hold on Friday, the 20th day of January by the governor of Abia State, Dr. Okezie Ikpeazu at 12 noon at the Osisioma junction. This project is to be handled by one of the world acclaimed best contractors in this regard, China Zhonghoa Nigeria limited.

International Public Sector Accounting Standard (IPSAS) is been implemented in the Abia State 2017 Budget so as to ensure the proposed and actual expenditures are actually carried out for the respective activities. This would ensure that Keynesian multiplier indices such as power, electricity and education will receive their due attention thereby increasing revenue in other sectors of the economy in conformity of the fiscal budget and economic blueprint of Governor Ikpeazu.

This and the completion of the 'one-stop-shop'', has in no small means helped in the improvement in the business environment to attract private capital investments that will positively influence IGR.

Currently, there is an ongoing review and reform of the tax laws in the State to conform with current realities: including but not limited to publish tax list, rates of approved and authorized taxes, and levies collectible by the different levels of government - state and local governments.

The skepticisms surrounding the payment of levies and taxes are being shrugged off gradually with lots of infrastructural revolution being witness along the width and breath of Abia State as expectations are high that Abians will reciprocate it by paying the legal and government approved taxes.

More aptly put, government of Abia State has, in line with the anti-corruption stance of President Mohammadu Buhari blocked some leakages in the system as well stamped out most of the corrupt practices which had hitherto bedeviled the growth of the State in not being able to collate our IGR.

MEASURES TO SHORE UP THE IGR: WHAT ABIA IS DOING DIFFERENTLY

Overbearing are the burdens of States on the shoulders of the federal government that it became more worrisome in the phase of the economic recession. At a point the price of the crude oil went down to its very lowest ebb ever to about 34 dollar per barrel, affecting the benchmark of oil producing nations, including Nigeria.

This gave rise to the need for different governments to evolve options to increase their Internally Generated Revenues (IGRs). The search for alternative and complementary sources of revenues is likely to intensify even in the days ahead. This is more so for Abia State, given that it is a landlocked State and the revenue sources are limited.

There are yet challenges with resource mobilization in the State and these challenges are likely to deepen which may lead to a broader range of socio-economic difficulties should nothing be done about the conditions of IGR in the State. IGR in the State have hitherto, been very flexible and only serves the need for the moment rather than providing support for lasting solutions.

The deficiencies in IGR generation and management in the State affects most other aspects of public finance. Poor accounting and auditing processes ultimately limits the capacity of the government to retain what it has generated.

Besides, fluctuating political and economic environments reflects on IGR outcomes because institutions and structures that drive IGR collection and remittance are unstable, weak or altogether and at some point non-existent. Thus, the government adopted the under listed reforms for IGR improvement, and have continued to pay attention to other aspects of public finance management that make a physical impact on their capacity, not only to generate revenue but also utilize same for public good.

The Abia State government while phasing out the use of touts (Agberos), for the collation of its flying revenues, the government made an introduction of cutting-edge technology that has simplified revenue collection and tax administration through:
(a) elimination of sources of revenue leakages.
(b) creation and improvement of tax databases.
(c) Generation of quarterly reports showing revenue distribution.


There is an ongoing institutionalization of a far-reaching tax reforms with formulation of IGR strategies and action plans that brings about improvements in tax collection. The government of Abia has set up a better functioning tax institution that has opened up opportunities for non-direct appropriation revenue and created monitoring capacities for revenue staff so as to regularly visit formal businesses and informal sector organizations to identify potential tax payers, explain the tax payment process and check for payment certificates.

There is also improvement of tax collection processes so as to avoid double taxation, better engagement of the tax payer through sensitization and enlightenment programmes. With the cooperation among the people as an upshot of the exercises, revenues not enforced and collected has been identified.

The government, having consolidated the tax systems, streamlined the tax account that these monies are now being remitted through a central account; Treasury Single Account (TSA). In this regard, PoS terminals at tax offices linked to IGR account was introduced as a new website to support online tax payment was created too.

The creation of Traffic and Indiscipline Management Agency of Abia State (TIMAAS), Abia State Signage and Advertisement Agency, (ABSAA) which are the brain child of this government has not only served the purposes of shoring up the revenue of the State but has helped in putting off from the street, a myriad army of unemployed youths in Abia State into the employment basket of the State thereby scaling up our core values.

Please, investment-minded folks, I have some questions gnawing on my mind for some times now which I have been repressing but I had to voice out following the unfortunate event of the supposed/purported failed bids of those who used Stanbic IBTC on the 5-1-17 TBs Offer :

* In which of those bids did Stanbic IBTC fail? Because I placed a 364-day bid which seemed to be unsuccessful too!
I went with Stanbic IBTC Rate.
Anyone with similar experience?
How about the 91-day & 182-day Tenor?

* Is there no way/platform/medium/forum for us to get intel or info on the details of transactions between Commercial Banks and CBN?

* How do we know or determine that the successful Bid Rate quoted for us by the banks is actually the true rate e.g if I'm told my bid is successful at 17.5% for 364-day Tenor and the calculations show so, how are we sure the bank didn't actually use 18.5% and are simply racketeering on the cash generated from this difference in rate which can be huge factoring in the cumulative capital base of numerous investors?

* If I specify my rate myself, what modus operandi obtains between CBN & my Financial House/Commercial Bank?
Do they bid separately for those who choose to go with their rates & those who specified their own rates?
How do they do it?

* Supposing an individual specified his/her own rate which falls in but the banks bid rate fails, what happens?
Will the individual's bid still be successful despite the bank's rate failing the bid?
What obtains in the reverse/converse scenario whereby an individual specifies bid that is above CBN offer range but the Bank's rate falls within?

* Do we have eagle-eyed bodies & institutions to protect individuals investors from the shylock banks who I have this knack & instinct for to be engaging behind closed doors in unwholesome lots of sharp practices?

firstly, does stambic allow one to chose their rate? If yes , u cn always gv ur rate, than going with bank rate. Secondly, certificate is being given, as evidence that you purchased a gov. bond. If you go with ur rate and it falls within the selected rates by CBN, while that of bank fails..it won't stop urs.

INTERVENTION SUPPORT BY OSISIOMA INDUSTRIALISTS!

It was a well attened meeting today as members of the Osisioma INDUSTRIALISTS came together at the premises of Chemlap Nigeria Ltd to show their support and appreciation to Hon Solomon Adaelu for his kind gesture in alleviating their sufferings through his INTERVENTION PROGAMME on the dilapidated Old ABA-OWERRI/NNPC/EKEAKPARA Federal Road. The poor state of the road has resulted immensely in low productivity in the overall output of the Industries and as such has resulted in the mass retrenchment of their workforce.

The INDUSTRIALISTS recounted the huge losses they have recorded so far due to the poor state of the road and expressed their willingness to support in order to actualize the objective of Hon Adaelu in making sure that the roads are rehabilitated before the raining season; and however pleaded with him to also extend the road rehabilitation to the adjoining roads leading to some of the Companies in the in the Industrial Layout.

In his response, Hon Adaelu explained that his INTERVENTION Programme on the road was born out of his desire to improve on the living standard of his Constituents and the Rural Roads Rehabilitation and Grading has already commenced in the three Local Government Areas of his Constituency as such all the adjoining roads along the major road will be rehabilited. He also emphasised on the need for the COMPANIES to improve on their Corporate Social Responsibilities to their host Communities and wondered why such important road should be allowed to deteriorate considering the number of Industries and Multi-nationals in the area.

Truly, Osisioma Industrial Layout has the highest concentration of Industries in Aba and as such they pledged their support to Hon Adaelu for his initiative on the INTERVENTION PROGRAMME and further promised to contribute their quota to make this laudable Programme becomes a success.

He rented the heavy equipment, not buy it. As you can see, its a used equipment. These are not equipments you can just buy off the parking lot of a dealership, they require special licensing and insurance plus maintenance service contract. This is hogwash. SE people have not had history of inspecting and supervising their political leaders, hence every politician come to them with bs and get away doing to them things that won't pass if it were done in Yorubaland.
my dear, I could bet you're wrong. Those are new machines..only if u were at the presentation program. And they are not rented rather bought..however, u could prove me wring with evidence. The post below..to show u that I'm really following this development up. And we ll see how it ends.

Lowest level of thoughts candidly....are they meant to be grading their roads year in year out? Or have it tarred and always maintained?

The job of a Representative ideally is to always call the attention of the Executive arm of government to the plights and needs of the people being given representation, but here in our country, this is twisted.

Will the equipment be maintained? No is the no brainer
and do u know hw many calls that have been made? What happens to the road that leads to a one time minister of labour's home...after several calls and waiting.

I live at Osisioma and work in Obingwa, Some part of Isiala ngwa and Aba urban areas. I hate propaganda. I cannot tolerate lies on roads in Aba. That's the only reason ngwa youths fought for Okezie Ikpeazu and his team! That's the only legacy they can bequeath us. Nothing short of aggressive road rehabilitation is acceptable. It has already started drizzling around Osisioma area as witnessed today. They have limited time to work.

The attached pix is Aba-Ikot Ekpene road. Those machines you saw there disappeared the day after Abaribe and his so called senate committee on work visited the site. The aim is to create the impression of 'work-in-progress' before the visitors. Go there now, they are using ordinary digger to excavate the ground for drainage on a federal road! Who is deceiving who? I nearly went to prison fighting the Otu onu course when I mobilised youths to attack PDP( Orji Kalu) guys rigging election in a hotel where I used to hang out then. So you should understand where I am coming from.
and how many places do u think those machines could be at a time. That was why I asked if u did visit osisioma today. If you did, you ll agree with me that where those machines are now needs urgent attention. However, I believe these machines are not going underground , it ll be used for the sole purpose of grading those roads. But do not forget..state government has its role to play. And if u ll agree with me, u know how things are being done when it comes to road rehabilitation (I blv u know d angle I'm driving at). As for the otu onu course, though I was younger then, I blv it was a fight which every Ngwa sons and daughters fought.

you are getting it all wrong. When was these machines released? When last did u visit osisioma? Brother, blv me..if this work is a mere propaganda.. Watch out for my critism. It's a gradual process.I blv since these machines are in place. It ll even be easier and cost efficient for the state government to work on more of the roads
