Guy, the Igbos dominated the civil service post-independence and prior to 1966 NOT by any favorable policy towards them by the British or the Sarduna you are foolishly asserting to but by their sheer competency.

Of course, the ibos took up posts in the civil service out of sheer competence . That was probably why, even in the western region where they had free education (and places like Ekiti where it's reputed that there's at least a Professor in every family), yet the ibos saw it fit to be VC of all the higher institutions in yorubaland.
