At different verses, different people have been called God. The key is to understand who that passage is referring to.

1. They didnt have to grapple with big God and small God because it is an easily settled an open-and-shut case of, there is only one God
2. The word, elohim, is a plural noun, that when used specifically for YHWH aka Yahweh or Jehovah means God because of a singular verb accompanying it, but when, the word, elohim, has a plural verb plural accompanying it, then it indicates anything thought to be 'godly' or seen to be 'god-ish' or 'god-like', (e.g. made man idols) even it also on a human level, represents or stands for, judges or anyone standing in as God's representative.
