The only Government watchdog that gets certain bank reports is the EFCC, every other thing is filed through the CBN, so i'd pardon your ignorance when you unwittingly said the NSA probably has more data on banks than the Central Banks.

i dont think this is new

i think the IPP has some elements of what you pasted above. I once packaged a bid/prosal for my state govt to generate its power for onward adding to the regional grid. The way it works is this; you generate power, you enlist with the IPP guys to add it to the grid near your state and IPP ensures distribution. If you generate 500 MW for instance, you shdnt expect the whole 500 to be distributed to your state but you can be rest assured about 40% of what you generated with be distributed to your state. The state govt that generates the power also shares the income generated on a monthly basis.

The disincentive in this is the huge capital outlay which runs to billions of Naira. I can remember some of the commissioners saying the only way it can work is if the FED govt will re-imburse whatever they have spent to build and generate power.

i just hope this works and if truly power generation/distribution will be liberalised, i guess the end of power outtages is just around the corner but im dead sure it will be at a cost.
