So I'm thinking of applying first and when my visa is out, I will print another updated statement for my dependant to apply. I hope it fly that way.

For GCU, I will have to withdraw their admission and seek refund of my paid deposit that I'm sorry, no longer interested.

i don't think you can get any useful reply here. Most people here didn't use any loan.

I know how much I paid to get my own permit. Even a friend or family cannot apply for you, it must come from a registered company or employer. They need your 42k. No much crowd compare to Ikeja and VI.

There's no specific time to start your 28 days. If you have the complete amount in your account, all you need to do is just print your last 28-30 days statement from the account.
It has nothing to do with when you pay deposit.
For me, I started my POF while waiting for an offer. And I pay my deposit from an account different from the POF account.
Assuming he has his Pof already counting or complete now, I will say he can meet up but if you are going to start counting from now, it might be late depending on the method the school uses to issue CAS.
Submit complete 28 days pof before CAS or
Just pre-CAS interview or
pay deposit and they will send your CAS.

It’s a new rule that all schools should ask for previous refusal letters, Northumbria asked me for it

Some schools will not give you any offer or CAS because of previous visa refusal but not Northumbria. That's why I mentioned the school.
