Madara's case is a power up but this is a combo jutsu and if there's anything we've learn from Sasuke and Naruto is that they're very compatible, and they each been using this powers for quite a while to know its DOs and DONTs

Then they are facing a very strong opponent who's been easily tossing back whatever they throw at him and what they are doing now is thinking on their feet, trying every options at their disposal...

And you don't need training for everything meen, trainings are used to lay foundations for improvements and when you go through the training successfully, other things come easier...

You're looking at this from the angle of his childhood cos after his rasenshuriken training, he only used mass clones twice and they were based on intellectual reasons, first was against Pain and the other was when he deployed them to stop Zetsu...so there's no 'chakra level' argument here..his use of clones later in the anime is intellectually second to none
