Buhari promised to set up new refineries if voted into power, he hasn't fulfilled that promise and will not fulfill dame till he leaves.

This failure has opened a window of opportunity for illegal refining of crude oil into diesel. There's a demand for the poor quality diesel and that's why the illegal refineries are in business.
