If you were banned you ought to know, because the VO surely would have informed you during/right after that interview. What was on the paper handed you by the VO after the interview? You have your answer there....

Meanwhile, whether you were banned or not, following Seyewest's advice will do you and your family a lot of good, really. Get some travel history (if you had this already, I would have advised you go ahead applying for the US visa alone at least) and do not unnecessarily get your family rubbed off upon with your "difference" with the America Embassy just yet, please.

If you were subject to a lifetime ban, the consular officer who refused your visa before would have told you so both in writing and verbally. If you were just refused under section 214b, we won't place too much weight on that refusal from 10 years ago, and will focus on your current ties.
If you are subject to a lifetime ineligibility, you can still apply, and as with fairfora's boss you may be eligible to request a waiver of the ineligibility.

We explain it verbally and also deliver a letter that describes the ineligibility. Some bans are time bound, such as 3-10 years. Others are lifetime. Most of them are eligible for waivers, but the process is complex. The applicant must request a waiver, then the visa officer chooses whether to file the waiver on the applicant's behalf. The waiver is approved or denied by the US Department of Homeland Security.

To a degree, a family member's credibility carries over to other members of the family, both positively and negatively. But ultimately, applicants such as your wife and children must qualify on their own merits.
