Ebonyi Land Allottees Cry Out to Gov Nwifuru Over Non-Issuance of CofO https://factsheet.ng/ebonyi-land-allottees-cry-out-to-gov-nwifuru-over-non-issuance-of-cofo/ Ebonyi Land Allottees Cry Out to Gov Nwifuru Over Non-Issuance of CofO NEWS By Moses Idika Last updated Dec 30, 2024 288 0 There is brewing crisis over the non -issuance of Certificate of Occupancy (C of O) to allotees and investors at the Ebonyi State University (EBSU) new layout “EBSU Pockets Layout” in Abakaliki. The EBSU Pocket Layout was part of a novel new layout development piloted by the past administration of Chief David Umahi in the state under a programme that sought to create modern Housing estates within the Abakaliki capital territory. The project was founded on Ebonyi State law 007 of 2021 enacted by the Ebonyi State House of Assembly that was presided over by the current governor of the state, Hon. Ogbonna Nwifuru during his time as the Speaker of the state parliament. Apart from the EBSU Pocket layout, other layouts including the Park Estate and the King David Estate both located around the Ochudo Centenary City area of the Abakaliki which also benefitted from laws passed by the Ebonyi State House of Assembly have since been developed leaving out the Ishieke axis in limbo. This situation led to the allottees of EBSU Pocket layout to raise the alarm of the none committal attitude of the current government of the state concerning their investment in the EBSU land allocations. According to the allottees, the Ebonyi State Government has refused to bring closure to the transaction by issuing CofOs to the allottees despite the fact that they had perfected all the official requirements of the government including payment of all dues and statutory requests by the Ebonyi State Government. In a letter signed by Mr, Ifechukwu Cletus Orich and Ifeoma Okeh on behalf of 11 other affected alootees dated 18 September, 2024, titled, “A Plea for Issuance of Deed of Conveyance /Lease, Certificate of Occupancy to Ebonyi State University Pocket Layout Allotees” and addressed to Governor Ogbonna Nwifuru, some of the allottees expressed frustration and sadness of the uncertainty surrounding the issuance of relevant documents to them to enable them develop the lands. The allottees in their letter reminded Governor Nwifuru that the law establishing the EBSU Pocket Layout was passed under his leadership as the Speaker of theEbonyi State House of Assembly and therefore, there should not be any encumbrances to his assent to the issuance of CofOs to “genuine”allotees. The allottees enumerated their harrowing experiences in the hands of government officials in their bid to get their land papers which have not yielded any positive results. Part of the letter reads: “We write to humbly seek your intervention through your good office for us to be issued certificate of occupancy for Deed of lease and also of physical hand-over of the above stated land to the allotees. “His Excellency Sir, prior to our investing on the said property and subsequent issuance of Allocation Papers to the Allotees, we did our verification and due diligence to confirm about the property which include: “The State Executive Council Under the leadership of His Excellency Engr. David Umahi recommended and approved the sales of the Pocket Layout through a bidding process by Ebonyi State Council on Public Procurement subject to approval of the Ebonyi State House of Assembly. “That the EBSU Pocket Layout was approved and gazetted into law under the supervision of His Excellency, Rt Hon. Bldr. Francis Ogbonna Nwifuru as the Speaker of the House Assembly that produced Ebonyi State law 007 of 2021 section 19 pages 48 and 49. “Subsequently, the Executive Council in their meeting approved and directed the Ebonyi State Government Council on Public Procurement to Commence sales together with Ebonyi State Ministry of Lands and also Special Assistant to Governor on Lands and Surveys, Mr. Emmanuel Igwe. “Ebonyi State Council on Public Procurement on February, 2022 advertised in the National Dailies for developers to lease the properties for 99 years stating conditions for the bidding process. (see attached).” “Successful bidders were invited through SMS and of which the bidding process was transparent, captured on camera on the 16th March, 2022. “Successful bidders were issued a memo by Ebonyi State Council on Procurement titled “Lease of EBSU Pocket Layout, Ishieke” with the approved sum and size of land together with Ebonyi State designated Bank (Unity Bank) and Account Number (0054924860), see attached. “A Certificate of Purchase was issued by Ebonyi State Council on Public Procurement (SCPP) signed by Hon. Bar Cletus N. Ofoke (Chairman State Council on Public Procurement). “Allocation Papers were later issued to us by Land Use Allocation Committee of Ebonyi State Ministry of Land signed by Chief Cletus N. Ofoke (see attached copies). “ Through the Special Assistant to Governor on Lands and Survey, Emmanuel Igwe, the Survey Department of Ministry of Lands sent their staff to parcellate and share the lands accordingly. “All requirements for Certificate of Occupancy were all met and submitted by most of the Allotees to Ministry of Lands and Survey who issued the Allocation Papers, for issuance of Certificate of Occupancy. “ Ebonyi State University through the Vice Chancellor issued a Deed of Surrender of the approved portion of land of Ebonyi State Ministry of Lands and Survey to enable issuance of Certificate of Occupancy. “The Survey Department of the Ministry of Lands and Survey has refused to issue Government approved beacons numbers for the lands on the guise that they are not authorised properly by higher authorities. “Allocation Papers of some Allotees who came late for collections were withheld by the Staff Ministry of Lands and Survey citing order from above. “A delegation of Allotees has gone to the Commissioner for Lands, Surveyor General of the State, Permanent Secretary, State Council on Procurement with promising to get back to us. The allottees, therefore, urged Governor Ogbonna Nwifuru “Direct the Honorable Commissioner for Lands and Survey to immediately issue government approved beacon numbers in the already parcellated lands to all the alloctees in the Ebonyi State University Pocket Layout. And further “Direct the Ebonyi State University Authority and Ministry of Lands and Survey to conclude the process of Part – Surrender of the layout. While also directing the state “Commissioner of Lands and Survey to facilitate the modalities of issuance of Certificate of Occupancy to the Allotees,”so that the governor can speedily sign and issue “the Certificate of Occupancy to be issued to all the Allotees in the Ebonyi State University Pocket Layouts.” EBSU POCKET LAND BID Ebonyi State Ministry of Landds and SurveyEBSU Pocket LayoutGovernor Ogbonna Nwifuru |

Can Senegal shock the world (again)? A rock-solid spine of stars led by Mane, Mendy and Koulibaly are shaping up as Africa's best bet to cause a big upset in Qatar next year - and finally eclipse their unforgettable class of 2002 Senegal boast a number of top players plying their trade in European football They are led in attack by Liverpool's Sadio Mane and Watford's Ismaila Sarr In goal they have Chelsea's Edouard Mendy, with Kalidou Koulibaly ahead of him PSG duo Idrissa Gueye and Abdou Diallo are also cornerstones of the team The 2002 class, including El Hadji Diouf and Salif Diao, reached the quarters Can this current crop match that feat and go deep at next year's World Cup? It is perhaps the most famously ambitious prediction about the future of African football which never saw the light of day - nor came anywhere close. It still hasn't. The year was 1974 when Pele, a three-time winner with Brazil, boldly forecasted an African winner of the World Cup by the year 2000. In fact, 21 years into the 21st century, the furthest any African nation has been is the quarter-finals. One of the three teams to do so was a Senegal side which stunned the world back in 2002 in South Korea . Now, the country's next generation of stars have their eyes on a deep run in Qatar next yea They face Namibia twice within the next week in the second round of African qualifying, with the continent's representatives in the 2022 World Cup boiling down towards five two-legged ties early next year in the third round. Pele once boldly forecasted an African winner of the World Cup by the year 2000 +12 Pele once boldly forecasted an African winner of the World Cup by the year 2000 Senegal are, undoubtedly, amongst the favourites to qualify. Why? The west African nation has landed their next generation of stars, in the midst of impressive careers in European football, and should be not be underestimated should they make it to Qatar. Three years ago in Russia, led by Cheikhou Kouyate, the Senegalese were decidedly unfortunate not to qualify for the knockout stages. They finished joint-second in their group with Japan, but missed out by virtue of a poorer fair play record. RELATED ARTICLES Pape Matar Sarr's free-kicks have earned him comparisons to Roberto Carlos, while his ball-carrying ability will make him a midfield menace... all you need to know about Tottenham's new £14.5m teenage star Edouard Mendy was in 'too much pain' to face Tottenham, reveals Thomas Tuchel, as Chelsea bos But Senegal, in 2002, are one of only three African nations to have reached the quarter-finals +12 But Senegal, in 2002, are one of only three African nations to have reached the quarter-finals In 2019, they reached the final of the African Cup of Nations where they disappointingly lost to Algeria in the final. They will hope to go one better in the New Year when the continent's stars face off in Cameroon. But the ultimate goal will be success on the grandest stage of them all. And what constitutes success? For this current crop, the knockout stages. But they will have their eye on another last-eight spot too. Their squad is littered with stars, spearheaded by Liverpool forward Sadio Mane. A loyal contributor to his country, Mane has scored 25 goals in 77 caps since making his debut in 2012 and will be in the team playing Namibia despite the inconvenience that will cause with quarantining on his return to the UK. Edouard Mendy, Chelsea's No 1, will have to undergo a similar fortnight. The Champions League winner gives his country something a lot of African countries don't have: a first-class goalkeeper playing at the highest level. Edouard Mendy, Chelsea's No 1, is a first class goalkeeper who is aa big asset to his country +12 Edouard Mendy, Chelsea's No 1, is a first class goalkeeper who is aa big asset to his country In midfield is PSG's Idrissa Gueye, who has the most caps out of the current bunch with 80 +12 In midfield is PSG's Idrissa Gueye, who has the most caps out of the current bunch with 80 Ahead of him in defence is Napoli's Kalidou Koulibaly - who has taken over from Kouyate as the captain - alongside PSG's Abdou Diallo. As centre back partnerships go, not half bad. In midfield is another PSG star in Idrissa Gueye. The ex-Everton man, who scored and starred in last week's win against Manchester City, is their all-encompassing box-to-box player. Leicester's Nampalys Mendy, or indeed Kouyate, are also workaholics to be utilised in midfield. Then alongside Mane in attack you have Watford's Ismaila Sarr, who has already registered 36 caps at the age of 23, and Villarreal's Boulaye Dia. All in all, it's a first-class bunch of players, definitely the best player-for-player outfit in Africa. That side was, aside from hosts South Korea, the story of the 2002 World Cup. They famously beat world champions France in their opening match, with Papa Bouba Diop - who sadly passed away last year - bundling in the game's only goal from close range. Draws with Denmark and Uruguay assured them of a last-16 tie against Sweden, who they beat 2-1 after extra time courtesy of a Henri Camara double. Nonetheless, a team of youngsters, many of who would go on to play at English clubs, were overnight heroes in their homeland. El Hadji Diouf and Salif Diao moved to Liverpool, Camara joined Wolves and then countless Premier League outfits, while Bouba Diop joined Fulham. And who was their captain? Montpellier defender Aliou Cisse, who has been the national team manager now since 2015. A good omen, one would think, for success in Qatar next year. This Senegal side should not be underestimated if they make it to the World Cup next year +12 This Senegal side should not be underestimated if they make it to the World Cup next year Assuming qualification is secured in the coming months, Senegal will not be a team to take lightly, with quality all over the pitch, particularly down the spine of the team. Who knows? Should a favourable draw open up, maybe Pele's prediction of yesteryear could finlly come true in the heat of the Middle East next winter. Stay tuned. How Dimkpa was caught: When he left the hotel, he followed bush track from Afikpo and came out along Afikpo-Abakaliki Express road and boarded a taxi that will stop him at Abaomege Junction enroute Ugep-ikom-Cameroun. While they were going the driver of the taxi was uncomfortable the way Dimka was doing/figeting more like a thief and he seems he doesn't know his way around. So when they met a Police check point and the officers insisted to search his booth. He went down and quietly whispered to them to arrest Dimka that he seems to be a thief. The Officers interrogated him on the spot and arrested him as his stories does not join. It was while in the station that the officers discovered that it was actually Dimka they arrested. The Police Officers quickly claimed they are the ones that got him for them to eat the bounty on his head..The driver came after some hours and laid claim that it is his effort. In the midst of the serious arguments Dimka was brought out and asked he responded that it's the officers and blamed the man that if he needed money he should have opened up..that him Dimka would have given him any money he wants than giving him away. |
