You are very wrong. It was Incorporated in the 2018 Constitution amendment and was singed into law by buhari. Refere to section 121 of the last amended Constitution.

The financial autonomy is already in the Constitution as amended and signed in 2018. The executive order is not a law but the exercise of the power given to the president in section 5 of the Constitution to give effect or force to the implimentation of what is already in the Constitution

This is my introduction list from ogwashiukwu delta state. The introduction list varies from family to family. Mine was about 42k.
