No, that's not the spirit of that process. Remember in Nigeria one needs at least 25% in at least 2/3 of the states to win presidency and (lgs)governorship. That's similar to electoral college. This is aimed at making sure there's a national spread of votes. If not one can just win with 10 states.

Accepted, there's no model democracy anywhere. For your information electoral college is a means of checking states with more population. The drugs are antibiotics. They are meant to take care of the issue assuming it was caused by an infection. Just take the drugs as advised. In a case where the itching persists, you then go back to your doctor who will refer you to a dermatologist or you can request to see a dermatologist.
