I'll argue it with you that the grassroot corruption is not the main problem in Nigeria, I'm not saying its not a problem. As far Ibori, Dariye I'm glad you mentioned it yourself that they were JAILED in the UK, for the record I didn't even refer to this you did. They said salary was delayed in some states because the "system' (i hate the word) shut down because some people were trying to divert salaries, all well and good. Where are the people that were trying to do this. If you create a "system" that can't track who attempted to divert these funds, then its already a failure because its only a matter of time before they figure out a way around it and break the "system".
