President Muhammadu Buhari has assented to the new Appropriation Bill recently passed into law by the National Assembly.

Senior Special Assistant to the President on National Assembly Matters (House of Representatives) Umar El-Yakub said the new law repeals the Appropriation Act passed by the lawmakers in December 2021 and enacts a new Appropriation Act, 2022.

This he says authorizes the issue from the Consolidated Revenue Fund of the Federation the total sum of ₦17,319,704,091,019 (seventeen trillion, three and nineteen billion, seven and four million, ninety-one thousand and nineteen Naira) only.

Out of this, ₦817,699,410,210 (eight hundred and seventeen billion, six hundred and ninety-nine million, four hundred and ten thousand, two hundred and ten Naira) only, is for Statutory Transfers, while ₦3,978,087,110,437 (Three trillion, nine hundred and seventy-eight billion, eighty-seven million, one hundred and ten thousand, four hundred and thirty-seven Naira) only will be for Debt Service.

Similarly, ₦7,108,621,131,849 (seven trillion, one hundred and eight billion, six hundred and twenty-one million, one hundred and thirty-one thousand, eight hundred and forty-nine Naira) only is for Recurrent (Non-Debt) Expenditure while the sum of ₦5,415,296,438,523 (five trillion, four hundred and fifteen billion, two hundred and ninety-six million, four hundred and thirty-eight thousand, five hundred and twenty-three Naira) would be for Contribution to the Development Fund for Capital Expenditure for the Year Ending on the 31st day of December, 2022.

Chairman of the All Progressives Congress’ presidential screening committee, John Oyegun, on Friday said 99 percent of its presidential aspirants agreed to support a consensus candidate.

Mr Oyegun made the remark while presenting the committee’s report to the National Chairman of the party, Abdullahi Adamu.

“We engaged every aspirant on the issue of consensus,” he told Adamu. “It is a pleasant surprise that 99 percent agreed that the party is supreme. And that whatever the party decides – with proper consultation – they will likely accept.

“Only one exception, who said I will accept consensus only if it is for me. I think it is a point that needs to be made and emphasised.

“So that gives you a lot of leeway in the hours ahead to trim down even more drastically.

“But finally we think we should not be afraid of a contested primary if anybody insists on a contest.”

10 disqualified
Mr Oyegun had announced that it disqualified 10 out of the 23 aspirants screened for the exercise.

According to Mr Oyegun, only 13 out of the 23 aspirants screened were cleared by the committee.

However when asked about the identity of the disqualified aspirants, Mr Oyegun declined to disclose the names.

Mr Oyegun added that contrary to rumours making the rounds, it didn’t screen former president Goodluck Jonathan.

The committee held the screening exercise between Monday and Tuesday this week.

Cleared aspirants are expected to contest the presidential primary at a scheduled special convention in Abuja between June 6 and 8.

Some members of the All Progressives Congress (APC) have asked a federal high court in Abuja to disqualify Bola Tinubu, a former Lagos governor, from the ruling party’s presidential primary.

The APC members, under the Gaskiya youth movement of the ruling party, made the plea in a suit marked FHC/ABJ/CS/774/2022, filed before the court on Thursday.

While the APC and Tinubu are listed as first and second defendants, respectively, the Independent National Electoral Commission (INEC) is listed as the third defendant.

The plaintiffs listed are Umar Iliyasu, Suleiman Baba and Abubakar Adamu who sued for themselves and on behalf of the Gaskiya group.

They asked the court to determine whether Tinubu can participate in the APC primaries or that of any other political party, given his “questionable educational background and date of birth”.

Tinubu is among the leading aspirants in the race for who would become the APC’s presidential candidate, which will be determined in the June 6 convention.

The former governor has had to face some legal hurdles over his qualifications for the 2023 presidential election. He once admitted there were errors in his INEC filings in 1999, but the issues were later addressed.

Earlier this week, a member of the ruling party in Kano state asked the party’s screening committee to disqualify Tinuby over his educational background.

In the fresh hurdle coming through the court application, the plaintiffs asked the court to declare that “upon consideration of the relevant laws, Tinubu cannot participate or contest in the primary election on the platform of the first defendant (APC)”.

They are also seeking a “declaration that given the questionable educational background and date of birth of the second defendant (Tinubu) among other questionable issues, the first defendant (APC) cannot allow and/or permit the participation of the second defendant in the primary election for the office of the president”.

The group also wants the court to declare that Tinubu “cannot participate by presenting himself in any primary elections with any political party in Nigeria to be nominated as a presidential aspirant for the 2023 general election scheduled to take place in June 2022″.

Also sought by the plaintiffs is “an order of this honourable court disqualifying the second defendant from contesting in the primary elections on the platform of the first defendant scheduled for 7th June 2022 or any other day as may be fixed by the first defendant having not met the statutory requirements”.

Former Senate President, Dr. Abubakar Bukola Saraki, has stated that when he opposed the plan to foist a Muslim-Muslim presidency on Nigeria in 2014, he acted in the national interest and believed Nigeria was bigger than anybody’s ambition, including that of Asiwaju Bola Ahmed Tinubu.

Saraki, in a statement signed by the head of his Media Office, Yusuph Olaniyonu, on Friday, in response to the speech by Tinubu in Abeokuta on Thursday claiming that Saraki and others opposed his desire to be running mate to President Mohammadu Buhari in the 2015 elections, noted that he will oppose any plan that causes a religious crisis in a multi-religious country like Nigeria.

“When I and other leaders of the All Progressives Congress (APC) in 2014 stood against having a Muslim-Muslim ticket, it was not a decision targeted at any individual or group but one taken in the national interest. Asiwaju knows this and he is just being mischievous by presenting this decision as something aimed at stopping his ambition.

“Let me make it clear that the decision to oppose the plans by some people to make APC present a Muslim-Muslim ticket in 2015 was in the national interest and I will take the same stand today, tomorrow, and any other day. My stance is based on the fact that such a ticket is not good for the unity of the country and will further accentuate one of our fault lines.

“Even Asiwaju Tinubu knows that I am a man who does not shy away from standing for what is right. He knows that I don’t follow the crowd and I take a stand based on my conviction of what is good for the country and what is not good for her. It is also obvious that I have paid prices for this stand.

“The opposition to a Muslim- Muslim ticket was not targeted at Tinubu or any other person. It was a decision that even all party leaders know helped the victory of the party and also worked for the unity of the country. That decision is not about self but national and collective interests. It is a decision which served the purpose of the people of Nigeria and I have no regret supporting it,” Saraki stated.

While expressing surprise that Tinubu refused to move on and still sulked over what happened in 2014, the former Governor of Kwara State added that the APC presidential aspirant had become so fixated on the Muslim-Muslim ticket issue of 2014 that he worked so hard to stop the emergence of Saraki as Senate President in a move he considered as retaliatory.

Saraki also stated that after he was elected Senate President, Tinubu maintained an adversarial position against the eighth National Assembly, initiated covert and overt measures aimed at undermining the federal legislature, and set the executive against the legislature.

“Despite calling himself a democrat, he continued to support every effort to frustrate the eighth National Assembly and thwart its efforts to provide good representation to Nigeria. He was the architect of several moves that set the Presidency on a collision course with the National Assembly.

“At a time, he would twist issues and make false claims in his quarterly press statements aimed at making the National Assembly under my leadership look bad. Now, Nigerians know the truth. We can only urge Senator Tinubu to look at the bigger picture on all matters and stop viewing all issues within the prism of his ambition and personal interest,” Saraki stated.

Presidential aspirant and National Leader of the All Progressives Congress, Bola Tinubu, on Thursday, narrated how former Senate President, Bukola Saraki, allegedly led a campaign of calumny against him in 2015.

Tinubu spoke at the Presidential Lodge in Abeokuta, the state capital, while addressing the APC delegates ahead of the party’s primary.

The national leader was accompanied to Ogun by the Lagos State Governor, Babajide Sanwo-Olu; his Kano State counterpart, Umar Ganduje, and former Borno State governor, Kasim Shettima.

“You have not heard this from me before. This is the first place I am saying this,” Tinubu who addressed the delegates in Yoruba said.

According to him, Saraki’s campaign of calumny affected his emergence as the running mate of Muhammadu Buhari in the 2015 presidential election.

He said, “since the time we started with the Action Congress, Action Congress of Nigeria, and now the All Progressives Congress, I wanted to contest for president that time.

“This is me telling you between me and God Almighty, Buhari called me to be his Vice President. He said because the first time he contested, he picked Okadigbo, flamboyant, catholic, but Nigerians didn’t vote for him.

“The second time, he picked another Igbo, Omesioke, Nigerians didn’t vote for him, that if he goes to bring the Pope to run as his vice, Nigerians won’t vote for him, “but you, Bola Tinubu, you have six governors, you have never lost an election before, come and be my vice”.

“He knew all the calculations then favoured us, that is why he wanted me as his vice, but I told him to let us build the party first. And when we finished building the party after we brought in people from the PDP, Saraki now saw that those from the PDP will not get anything if Buhari, a Muslim becomes the president and me, also a Muslim becomes his vice, he won’t get the senate president and the senate president cannot also be a Muslim, that was how they started the campaign of calumny against me.

“And I told them that I have a candidate that is a Christan that I can nominate so that the party will not break, that was how I nominated Vice President Yemi Osinbajo. I surrendered my right to him (Osinbajo).

“I was asked to submit three names, Yemi Cardozo, Wale Edun, and Yemi Osinbajo, but I told them if I submit three names, they will play a game, they may make it four and pick the fourth one. I gave them one name and that was Osinbajo.”

Speaking on why he is the best choice among other aspirants in South West, he said, “it is my time, I’m educated, I’m experienced. I have been serving people for a long time, bring me the presidency, it is my turn.”

There is a serious litigation wrt the leadership of LP but it doesn't concern Callistus Uju Okafor in any way.

This is the fact:

Abdulkadir AbdulSalam (former National Secretary of the Party) was elected National Chairman on October 11, 2014 at the Ondo Cultural Centre, Akure. At the said time, Callistus Okafor (himself Fmr National Vice-Chairman SE) was also elected Deputy National Chairman South and Abure National Secretary.

Following allegations of malfeasance and embezzlement, a Special National Convention was called on October 3, 2017 where Okafor as Deputy National Chairman removed AbdulSalam replacing him with Mike Tayo Omotosho (the Kwara LP Guber candidate in 2015).
They had the backing of NLC & TUC.

However, AbdulSalam, Abure and co petitioned, telling INEC that they can only get correspondence from the National Chair and/or Secretary, not the Deputy. INEC in a letter to LP on April 10, 2018 agreed that the NEC that sacked Salam was not legal since INEC wasn't informed of the NEC meeting.

However, Okafor continued whilst INEC continued to recognised Salam. On June 10, 2019 AbdulSalam, Abure & new set of Deputy National Chairmen were re-elected to serve for four years with INEC present and affirming.

Okafor continued to carry his illegal faction until AbdulSalam died on Dec 29, 2020 then another round of crisis. In a nutshell, Okafor's faction cannot claim legitimacy in any way. The said Okafor is an ally of Ovie Omo-Agege so all na game.

Intrigues, suspense and confusion characterized the ongoing primary elections of political parties across the country ahead of the 2023 general elections.


The two major political parties – the All Progressive Congress, APC and the Peoples Democratic Party, PDP-are worst hit as many aggrieved members resigned their membership and defected to other political parties to pursue their aspirations.

At least, 14 serving senators and 23 House of Representatives members may not be returning to the National Assembly. While some contested for governorship tickets and won, others lost their return bids to their rivals.

Deputy Senate President, Ovie Omo-Agege; Aishstu Dahiru, APC Senator representing Adamawa Central, and Senator Sandy Onor, won governorship tickets of the APC and the PDP in Delta, Adamawa and Cross River states respectively.

Umeh loses
A former National Chairman of All Progressives Grand Alliance, APGA, Chief Victor Umeh, among other big names, was defeated at the nomination exercise for senatorial ticket.
Umeh lost the APGA ticket to the House of Representatives member for the Anaocha/ Dunukofia/Njikoka Federal Constituency, Dozie Nwankwo, who emerged as the winner of the Anambra Central Senatorial Zone by polling 162 votes against Umeh’s 151.

Governor Rotimi Akereodolu of Ondo State allies also lost their bids to fly the flag of the party for various elections.

A former member of the House of Representatives representing Akure South/Akure North Federal Constituency, Mr Derin Adesida, emerged as the winner of the primary having scored 68 votes to defeat the incumbent, Mayokun Alade-Lawson, said to be the governor’s anointed who scored 37 votes.

The same scenario played out at the Idanre/Ifedore federal constituency, as the Speaker of the state House of Assembly, Bamidele Oloyeloogun was defeated by the incumbent, Tajudeen Adefisoye who polled 70 votes against the speaker’s three.

Also, in Ondo West/East federal constituency, Hon. Abiola Makinde defeated three other aspirants with 96 votes including the governor’s anointed, Olumbe Akinkugbe, who got nine votes.

Kalu, Oshiohmole, Ortom, Shekarau, others win
Meanwhile, Senate Chief Whip, Orji Uzor Kalu and the former National Chairman of the APC, Adams Oshiomhole, have emerged as the consensus candidates of the party to contest for senatorial election next year.

The serving senators representing Kano South and North senatorial district, Kabiru Gaya and Barau Jibrin, have got the APC party flag bearer while the senator representing Kano Central, Ibrahim Shekarau, secured his ticket under the new but fast-growing the New Nigeria People’s Party, NNPP.

Governor Ganduje’s son, Engr. Umar Abdullahi Ganduje, also secured the APC party ticket for Dawakin Tofa, Rimingado, and Tofa federal constituency while the incumbent, Tijjani Ahmad Jobe, secured his ticket under NNPP.

The serving member representing Kano Municipal federal constituency, Sha’aban Ibrahim Sharada, lost his bid to secure the governorship ticket and thereby paving way for Ganduje’s former Commissioner of Special Duties, Muntari Ishaq Yakasai, to clinch the APC party ticket.

Meanwhile, at the time of filling in this report, results of thirteen other members of the House of Representatives were still been expected.

Governor Ortom, after keeping everyone in suspense also declared his intention to succeed his friend and one of the longest-serving federal lawmakers from this part of the country, Senator Orker Jev, representing Benue North-West Senatorial District. Senator Jev relinquished the senatorial position to his friend who was returned unopposed at the senatorial primary election.

Delta
Also not going back in 2023 is fifth-term Senator, James Manager representing Delta South senatorial district, who had his eyes on the governorship position, but lost the PDP gubernatorial ticket in Delta.

In Delta, only incumbent Senator Peter Nwaoboshi of All Progressives Congress, APC, is returning unopposed on his party platform.

Eight out of the nine House of Representatives seats in the state are occupied by the PDP with the APC holding the Ughelli North/Ughelli South/Udu federal constituency.

Of all the eight PDP seats, three of the incumbents: Hon Efe Afe, Sapele/Okpe/Uvwie federal constituency; Hon Ben Igbakpa, Ethiope federal constituency; and Hon Nicholas Ossai, Ndokwa/Ukwuani federal constituency were edged out by their rivals.

For the Isoko federal constituency, Hon Leo Ogor did not seek another term having held the seat for five consecutive terms.

Bayelsa
An incumbent senator from Bayelsa State and former state chairman of the PDP, Senator Moses Cleopas, lost his primaries to ex-Secretary to the State Government, SSG, and two-time Speaker of the state House of Assembly, Rt. Hon. Konbowei Friday Benson.

Incumbent House of Representatives member for Ogbia federal constituency, Hon Fred Obua, was dislodged by the chairman of Ogbia Local Government Area, Ebinyo Turner, in the PDP primaries.

Prof Steve Azaiki of PDP representing Yenagoa/Kolokuma/Opokuma federal constituency opted to serve a single term by not contesting the just concluded primary, which Hon Oboku Oforji, a member of the state House of Assembly from Yenagoa won.

Akwa-Ibom
However, the three senators, Christopher Ekpenyong, Ikot-Ekpene senatorial district; Akon Eyakenyi, Eket senatorial district; and Bassey Albert Akpan, Uyo senatorial district did not seek nomination for re-election due to zoning arrangements in their respective districts.
However, Hon. Emmanuel Ukpong Udoh and Hon Nsikak Ekong lost out in Ekpene and Ikoni/Ini federal constituencies’ seats.

Edo
As of yesterday in Edo State, House of Representatives member, Hon. Joe Edionwele representing Esan Central/Esan West/Igueben federal constituency lost his third-term return bid, while Sergius Ogun representing Esan North East/ Esan South-East did not seek another term as it was gathered that no third term is allowed in Edo Central.

In Edo North, the current member in the Senate, Francis Alimikhena, Friday night, resigned his membership in APC, paving way for Oshiomhole to clinch the ticket unopposed.

Cross River
Senators Gershom Bassey and George Sekibo crashed out in the governorship primaries of their party in Cross River and Rivers states respectively and also not returning.

In the House of Representatives, Hon Daniel Asuquo lost his third term ticket for Akampka/Biase federal constituency and Hon. Chris Agibe representing Boki/Ikom federal constituency was also defeated.

Rivers
In Rivers state, a serving senator, Bari Mpigi, effortlessly picked the PDP ticket for Rivers South-East senatorial district.

Deputy Governor, Dr. (Mrs.) Ipalibo Harry Banigo, got Rivers West senatorial district ticket, following the decision of the incumbent, Senator Betty Apiafi to drop from the primaries as Banigo was the nominee of Governor Nyesom Wike.

Senator George Sekibo representing Rivers East senatorial district did not contest for the ticket as he had his eyes on the governorship ticket which he lost.

Adamawa
Senator Aishstu Dahiru, APC Senator representing Adamawa Central won the governorship ticket of the party.

Hon Abdulrazaq Namdas of Ganye/ Jada / Mao Belwa / Toungo federal constituency lost his bid to contest for governor of Adamawa on the platform of the APC.

Komati Laori of the PDP won the re-election bid for Numan/ Lamurde/ Demsa federal constituency.

The APC in Adamawa State is yet to conduct its senatorial and House of Reps primaries at the time of this report.

Katsina
Eight incumbent House of Representatives members from Katsina State, including Fatuhu Muhammadu, a nephew to President Muhammadu Buhari, representing
Daura/Mai’Adua/Sandamu federal constituency failed in their bids to become the flag-bearer of the All Progressives Congress, APC, candidates in the 2023 election.

Muhammad is one of the sons of President Buhari’s elder sister. He was defeated by Aminu Jamo who polled 117 votes while Fatuhu got only 30 votes.

Similarly, Murtala Isa, currently representing Faskari/Sabuwa/Dandume constituency was defeated by the Deputy Speaker of the State House of Assembly, Dalhatu Tafoki.

In Katsina central constituency, the immediate former commissioner of sports and social development, Sani Danlami, also defeated the incumbent lawmaker, Salisu Isansi.

It’s the same story for Batagarawa/Rimi/Charanci federal constituency where Usman Banye polled 77 votes to beat the incumbent, Hamza Dalhatu, who secured 56 votes.

Also, in the Mani/Bindawa constituency where the incumbent, Ashiru Mani was defeated by Ahmed Yusuf who got 56 votes against 54 to stop Mr Mani from returning to the House of Representatives.

Similarly, the incumbent lawmaker representing Safana/Danmusa/Batsari constituency,
Ahmed Dayyabu lost the bid to clinch a return ticket after he was defeated by the immediate past Commissioner for Special Duties, Abdulkadir Zakka.

So also did Aminu Balele, a former Special Adviser on Sports Development and Chairman of Katsina United, who snatched the return ticket for the Kurfi/Dustin Ma constituency from the incumbent.

Abdullahi Aliyu defeated the incumbent lawmaker, Ahmed Usman Liman, who got all the 105 votes cast.

Sokoto
In Sokoto State, Senator Ibrahim Gobir contested and lost in the APC governorship primaries.

One House of Representatives member, Abdullahi Balàrabe Salame, contested and later withdrew from governorship primaries shortly after the commencement of the exercise.

The state governor, Aminu Tambuwal who stepped down for former vice president Atiku Abubakar during the PDP presidential convention last night, is also eying a senatorial seat.

He is likely to substitute his former commissioner, Aminu Bala Bodinga, who holds the senatorial ticket.

It’s in between in Abia
Aside from the senator for Abia Central zone, Theodore Orji, who kept his promise of not seeking a third term, the other two, Orji Uzor Kalu of the APC and Enyinnaya Abaribe, who recently joined the All Progressive Grand Alliance, APGA, had won their parties tickets for the Abia North and Abia South districts. Abaribe will face the Abia State Governor, Dr. Okezie Ikpeazu, who won the PDP senatorial ticket at the main election.

In the eight House of Representatives seats of the state, only Hon. Ben Kalu(APC-Bende federal constituency); Hon. Nkeiruka Onyejeocha( APC- Isuikwuato/Umunneochi federal constituency) and Hon. Chimaobi Ebisike( PDP-Aba North/ Aba South federal constituency), won tickets to return to the National Assembly.

Those who lost out include; Hon.Solomon Adaelu(PDP-Obingwa/ Osisioma Ngwa/ Ugwunagbo federal constituency) and Hon. Uzoma Abonta( Ukwa East/ Ukwa West federal constituency).

Hon. Uko Nkole(PDP- Arochukwu / Ohafia federal constituency) ran for the Abia North senatorial seat where he lost to Senator Mao Ohuabunwa. Hon. Sam Onuigbo( APC-Ikwuano/ Umuahia North/ Umuahia South federal constituency), opted to move higher to the Senate to represent Abia Central), which the primary election is holding today(yesterday).

The representative of Isiala Ngwa North/ Isiala Ngwa South federal constituency, Hon. Darlington Nwokocha, also lost the PDP ticket to return to the House. At the time of going to press, Nwokocha is said to have secured the ticket of an opposition party to actualize his dream.

Lagos senator clinches Ogun West ticket
A Senator representing Lagos West, Solomon Adeola, was yesterday, declared the winner of the Ogun West senatorial primary election of the APC.

Adeola, who emerged as the senatorial candidate of the party for the 2023 general election, polled 294 votes to defeat the incumbent senator, Tolu Odebiyi, who scored no vote.
