The state and local governments should take responsibility for payment of exam fees for students in their public schools. FG should shoulder the one for students in unity schools. From Tinubu days as governor of Lagos up till now the state pays for WAEC fees for students in Lagos state public schools.

WAEC is a private exam body. They must cover their costs. It's not everything that we call FG. UK equivalent is not free. The local authority pays for the nationals.
