No, the state authorities eg governor is a member of national police council. This is different from the present Police Service Commission. The PSC recommends senior federal police appointments to the president while National Police Council NPC recommends senior state police appointments.

Details are still evolving. The bill when passed will just amend the constitution. The present Police Act will be unbundled and amended. The operational mode of the federal and state police will be clearly spelt out in the new Police Act.

State commissioner of police and inspector general of police - just nomenclature. He is still in charge of the entire police structure of the state irrespective of the nomenclature. He's answerable primarily to the governor and state house of assembly.
