Bunkum. Lagos is being celebrated today. Some of the facilities are like what you get in advanced economies. The bulk of what was used to finance them were borrowed. The projects are paying back. The income from the blue line alone is massive. You have sever infrastructure deficit not attended to for so many years. Your income is very weak: very low oil production and tax. Therefore your choice is: wait until you can save and invest in infrastructure which will retard your growth or borrow and invest in future capital formation.

Dangote wouldn't have had the massive refinery without borrowing.
