Wike set up a committee to chose his successor. He had some allies he so much relied on. Fubara was one of them. Although early enough Wike didn't show his preference for Fubara. It was a game plan he kept close to his heart. While others were undoing others to show Wike their loyalty Fubara wasn't touched.
When it was time Wike prompt up Fubara and told all the other candidates to support him. The condition was that they would be his commissioners. Even before the election they knew their designations.
