The reality is that in the short term (i.e. before our refineries, pipelines, depots and pumping stations will be ready) the only way out AFAIK, is for the government to intensify the competition in the downstream sector through NNPC. i.e. for NNPC to be heavily involved (much more than they are now) in the importation, transportation and distribution of refined petroleum products. Let one in every four filling stations be NNPC's and more importantly, let there always be fuel in those NNPC filling stations. That will force the independent marketers to sell at a reasonable price comparable to NNPC's or lose customers to them.
That would be like solving corruption with corruption, those guys don't even know how much crude is being lifted by their JV partners nor how much is padded into their exploration cost. NPDC is into exploration and their activities is shrouded in secrecy as alluded to in the PWC's report. Then there is the added problem of appropriation, are they going to be allowed to import first and later submit their expenditures for appropriation? That's the same problem we have with subsidy

It would take at least three years to build refineries of the capacity that can satisfy both local and exporting needs so we need a solution for the short term before these refineries materialize. I heard somewhere the incoming administration plans to give foreign coys crude to help us refine with the equivalent products supplied back to us for a fee. While this looks good on paper but it doesnt completely eliminate the corruption that bedevil the system besides i dont think its wise to get nigerians out of jobs in ties process rather i think the system should be sanitised such that only those truly importing refined products are to be paid any subsidy and their numbers drastically reduced to a manageable size. Though i would have supported a total removal of subsidy but bear in mind that our economy revolves around oil such that a slight change in pump price changes everything such that market women would increase prices of commodities,civil servants would demand for a raise,transporters would increase fares etc. Its such a complicated thing than we are analysing superficially here. I suggest a gradual removal of subsidy before an eventual stoppage by the time the refineries are fixed
The interim measure should be putting in place an effective public transportation system, make it affordable , safe and reliable. This would go a long way in reducing our dependence on fuel. A situation where everyone put their cars on the road every morning is unhealthy, economically draining and unsustainable .

Only an irresponsible government will not see a need to stop the importation of refined petroleum products in Nigeria. It is enough problem not to have drinkable water as at when due and to grapple in the dark due to erratic electricity.
The major factor militating against local refining is the subsidy regime. If we had done the needful a long time ago instead of adamantly refusing to yield to better reasons , by now a lot of private investors would have taken the risk of investing in the sector. For so long as we refuse to accept the reality, so long will our refineries remain moribund. We need to sell off the existing refineries as scrap, putting more money into fixing them would continue to be a wasteful exercise with no appreciable economic benefit. Right now, we spend hundreds of millions of dollars every year on turnaround maintenance with no commensurate benefit. Kaduna refinery has never fully worked for one whole month after every maintenance. Those Alhajis intent on making money from bridging always find a way of blowing up the refurbished engines, the nefarious activities of pipeline vandals is another major challenge. Govt should hand off refinery, remove subsidy, encourage private investors with good incentives and with time we'd all begin to enjoy the benefits

The N8Trillion National Debt is another cheap APC propaganda. 71% of the Domestic component are debts from states govts and less than 40% of them can be traced to any project in the various states. APC is only targeting the less informed who are not aware of the Debt profile of Nigeria and States.

UAE, S/Arabia, Oman, Iraq, Kuwait, Russia, Egypt have all wind down on their Capital Projects, but Nigeria is still on track, as a result of its prudent management of the Treasury in the last few years. GEJ's Govt diversification of Nigerian economy (Agric, Auto Industries, Huge Investment in Entertainment Industry, Energy, Manpower dev and Entrepreneurship) since 2012 is our saving grace and the reason Nigerians have not felt it like other oil producing countries.

Only few discerning minds like u really understands the issues and the enormity of the problem in the downstream sector. For more than five years this govt has made sure we have, perhaps more than at any other time in our recent memory, abundant supply of petroleum products for our consumption, and at great financial cost too. The rational thing would have been for govt to deregulate the sector, totally remove the subsidy thereby whittling down the stranglehold of the fuel cabals and the govt officials who profit illegally from the subsidy regime. This was however against the popular sentiment, shaped and promoted by this same opposition who are now crying foul now. The GEJ administration is now placed in a catch 22 position now, pay the blackmailing marketers and get pilloried for aiding corruption in the sector or refuse to pay them and allow them shut dow economic activities.

The good thing is that we are going to have a transfer of power in about five days from now. Let the incoming administration examine the claims of the marketers and pay them what they feel is legally deserved, after then they can formulate their own policy for the downstream sector, hopefully without removing the subsidy (since they claim its all a fraud) maintain steady supply and probably reduce the pump price to N40.
