Ahead of tomorrow’s kick-start of the process of overriding the presidential veto of Electoral Act Amendment Bill in the Senate, the Presidency has launched a carrot and stick approach to break the ranks of federal lawmakers. Senate Chamber The move is in the face of the surge of support for the veto override by governors and the lawmakers’ resort to technical points to enhance their chances of overriding the presidential veto.

The carrot being waved to the lawmakers, a source disclosed last night, included monetary offers of $50,000 and $30,000 respectively to senators and House members willing to back out of the planned process of overriding the veto.

Besides the financial offers, automatic tickets are also said to be part of the package for those willing to support the Presidency. The stick, which is also being waved, is to threaten the lawmakers with petitions before anti-graft agencies with expedited prosecutions.

Also part of the stick is the plot to divide the leadership of the chambers, part of which a source in the National Assembly disclosed, necessitated the establishment of Special Investigative Panel that has dragged Deputy President of the Senate, Senator Ike Ekweremadu, to court over alleged non-disclosure of assets.

“Part of the plot is to damage Ekweremadu in a way to make Saraki (Senate President) fear and walk away from what the Presidency sees as a PDP plot. That is why they could not wait for the Code of Conduct Tribunal, which should normally handle cases of assets declaration,” a source familiar with the developments said.

It was also gathered that as part of dividing the leadership of the National Assembly that there have been recent covert and overt attempts by the Presidency to woo Saraki, but the attempts have met with little success.

Those orchestrating the plan to frustrate the veto override, according to a source, see their move as an attempt to save the President from embarrassment and are led by two northern governors and a formidable minister from the south.

Senate begins veto override tomorrow

The momentum for the override of President Muhammadu Buhari’s veto on the Electoral Act Amendment Bill commences tomorrow in the Senate, with federal lawmakers getting the nudge on from many first-term governors. The Senate is taking the first reading of the bill tomorrow in a process, Vanguard gathered, is said to be a done deal.

Though lawmakers have been working on mobilising two-thirds of the total members of the whole House, Vanguard learned at the weekend that uncertainty about that might have compelled them to go level by adopting the strict provision of the constitution.

In actualising their quest, the lawmakers are putting their aspiration on overriding the veto on strict interpretations of Sections 56 and 58 of the constitution, which in their view do not stipulate the need for all members of the House to be counted in overriding a presidential veto.

Govs abandon Buhari

Meanwhile, contrary to insinuations that governors would back President Muhammadu Buhari on the issue, Vanguard has learned that majority of the governors are in favour of the override as they do not want their elections to come after that of the president.

“The governors are with us on this,” a high-level source in the National Assembly said, weekend. The governors, it was gathered, are afraid that should the president’s election come first that he could work against those who are not in his good books.

Lawmakers may have dumped their agreement with party chiefs to pull the brakes on their plan to override the President’s veto of the Electoral Amendment Bill reversing the order of elections, The Nation learnt yesterday.

Unless the National Caucus meeting of the All Progressives Congress (APC) slated for today at the Aso Villa and the National Executive Committee (NEC) meeting billed for tomorrow can convince Senator Bukola Saraki and Speaker Yakubu Dogara to get their colleagues to back off; the Senate and the House of Representatives are likely to proceed with the plan, a source said.

Supporters of the bill have alleged that “some powerful individuals sympathetic to the President” at the weekend perfected a plan to bribe National Assembly members.

The allegation is that pro- executive senators might receive $50,000 each. House of Representatives members sympathetic to the President will each receive $30,000 to “kill the amendment”, which was initiated by the lawmakers.



This could however not be independently confirmed. Pro- Buhari senators described the allegation as “hogwash”, saying if there was any such move, those pushing that the National Assembly should override the veto were plotting to induce “ those in their camp financially.”

“They are diverting attention from their plan, “a pro- Buhari senator said at the weekend.

Lawmakers in support of the bill said the plot to bribe National Assembly members was perfected at “some high profile meetings “in Abuja at the weekend. The meeting was also said to have resolved that “anti-executive lawmakers who have cases with anti-corruption agencies should be threatened with prosecution in days to come”.

Those said to have attended were some pro-Buhari governors from the Northwest , the Northcentral and the Northeast. A “minister from Southsouth” was also said to be present.

They said they learnt that “some key members of the executive who have been spearheading strategies for President Buhari’s re-election in 2019 were unequivocal that the National Assembly must be stopped from going ahead with plans to veto the President on the electoral bill as amended by us, particularly the order of the 2019 national elections. “

In withholding assent to the bill, the President argued that the amendment by the lawmakers infringed on the constitutional powers of INEC.



The President also said that the passage of the bill could lead to a situation where the National Assembly would be seen as legislating for the states on local government management.

The Legal Department of the National Assembly, however, faulted the points raised by President Buhari to withhold assent to the bill.

It advised the lawmakers to go ahead with overriding the veto if they so wished.

The President’s action has further polarised both chambers of the assembly, with those in his support claiming that 54 out of the 109 senators have indicated their intention to vote against overriding the veto.

An anti – Buhari senator rejected the claim that 54 senators might vote against overriding the veto. “But for the death of Senator Ali Wakili (Bauchi South) the Senate would have voted on the veto last Thursday. And all this would have been laid to rest, “ he said.

A source at the weekend insisted that the plan to override President Buhari’s veto was “still very much on”.

The National Assembly has continued with mobilising for signatures in support of a possible override of the President’s veto.

The source claimed that 67 senators had signed “a pro-Senate register to override the President’s veto.

The number, said to have been in a register kept by a Northeast senator, the source claimed, swelled to 67 from last week’s 63.

According to the source, “the number of senators might rise far beyond 80 if the more than 20 others said to be sitting on the fence sign up this week”.

It was also learnt that pro-Buhari senators are unrelenting in their push to stall the plot to override the President.

The source said: “The Pro-Saraki group has encouraged some of its members to infiltrate the rank of the Pro-Buhari group to give them a false sense of hope that they are greater in number. That makes the pro-Buhari group have a false sense of improvement but the senators know where they really belong.

”A meeting of the pro- Senate group held in Lagos after the wedding party of the daughter of Africa’s richest man, Aliko Dangote, at the weekend. The meeting afforded the Pro-Senate Senators the opportunity to review the register and it was affirmed that 67 senators have so far signed,” the source said.

He noted that about 20 senators believed to be sitting on the fence who had been neutral in the meetings of the Pro-Senate and Pro-Buhari so far are set to sign the register.

It was learnt that three Senior Advocates of Nigeria (SANs) joined the Senators at the Lagos meeting.

The Lagos meeting, it was gathered, adopted the interpretation of the law that the two-thirds majority required to override the President’s veto are “those present in each chamber and not two-thirds majority of all members of the Senate or the House”.

The source noted that baring last-minute changes, “the plan to over ride veto may start this week because the Senate leadership is sure of sufficient number to act and get the desired results”.

Senate Committee on Police Affairs, Senator Abu Ibrahim insisted that the Electoral Act amendment 2018 is Peoples Democratic Party (PDP) agenda aimed at frustrating the APC during the 2019 election.

The Katsina South lawmaker, who spoke in Abuja, insisted that those plotting to override the President’s assent on the Bill will fail.

To him, it is practically impossible for those plotting to override the assent of the President to secure two-third majority on the floor of the upper chamber.

Ibrahim described the adoption of the conference report which placed presidential election last in reordered sequence of elections as an afterthought that will be defeated on the floor of the Senate.

He said: “I am sure there is no way we can override the President on the floor of the Senate. They cannot get the two-third required to override Mr. President. I am against the Bill. You cannot just come now and say you want to change the election sequence. I will not for vote for it. I will stand up to oppose it even if it is only me alone. I will oppose it. I am from Katsina State. Whatever happens, I will oppose it.”

“Even if the National Assembly has the power to reorder election sequence, it remained an afterthought coming when it did.

“The PDP has no president, APC has. From the totality of the Bill, this Bill is working for the PDP, not APC. The Bill is PDP agenda.”

On the legal advice which dismissed the premise upon which President Buhari withheld assent to the Bill, Ibrahim noted that whatever the legal advice might be, it will still come to the floor of the Senate for consideration.

Ibrahim asked Nigerians not to worry about the Bill since “it will die a natural death”.

Nigerians, he said, should rather worry about the inability of the National Assembly to pass the 2018 budget months after it was presented.

He also said that Nigerians should be worried about the inability of the Senate to confirm many nominees forwarded to it for consideration and approval.

On the insinuation that the leadership of the National Assembly is divided on the Bill, Ibrahim said that might not be far from the truth since the leadership has not spoken openly about the Bill.

He said: “As an experienced senator, I can see there is a problem somewhere, which we have to address. Part of it is what the President did the other day by meeting the leadership of the two chambers to find a meeting point.”

Ibrahim insisted that Senate President Bukola Saraki and House of Representatives Speaker Yakubu Dogara must, at all times, be mindful of what their members wanted “because we are the people who put them in office”.

The lawmaker who described the National Assembly as the melting pot of different realities noted “everything we do, there will be differences because individual, ethnic, religious and political affiliations”.

The differences, he said, remained the live wire of the National Assembly, which should not surprise anybody.

Lagos State chapter of Peoples Democratic Party (PDP) is currently embroiled in crisis of leadership as some party faithful and leaders are calling for the head of Honourable Moshood Adegoke Salvador, the party state chairman, citing alleged breach of agreement, which they claimed had made those of them who belong to majority group take the position of minority group.

For instance, following the victory of the Senator Ahmed Makarfi group at the Supreme Court over the Senator Ali Modu Sheriff faction, the Makarfi faction in Lagos, to which Chief Olabode Ibiyinka George, who is former Deputy National Chairman of PDP belongs, sat with the Sheriff faction and reached a sharing formula by which party offices would be allocated. At the end of the parley, a sharing formula of 65/35 per cent of about 17 or so offices for the Lagos party executive was said to have been reached in favour of the Chief Olabode George, who belonged to the Makarfi group of PDP, while the Chief Aduke Maina group was left with the 35per cent slot. It was based on that agreement that Honourable Salvador emerged as the Lagos PDP chairman, being of George’s group.

However, to the chagrin of Chief George’s group, Salvador who was expected to ensure proper implementation of the agreement, had reneged and contributed to why the group now was turned into a minority whereby it now has to manage with just about 30per cent or less of offices and not 65per cent it rightly deserved. This is exactly the bone of contention and the reason why Salvador has been pitched against the other group consisted of leaders and party faithful who readily admitted they were fighting Chief George’s cause, demanding strongly that Salvador must implement the sharing agreement or he leaves the chairman’s position of the party.

The group, which has since declared total war against embattled Honourable Salvador, included former governorship aspirant of the party, Dr Adegbola Dominic; former Lagos PDP deputy chairman, Prince Ola Apena; former organising secretary for the party, Prince Abayomi Kuye; Pa Kehinde Koku, Chief Aderibigbe Shitta, Barrister Wale Onileere, party chairmen from various local government areas in the state, including Prince Niyi Aborishade, Elder Babatunde Agbaje, among others.

Indeed, to show the seriousness of call on Hon. Salvador to honour the agreement or quit his office, the party leaders and members have commenced exercise to passing “no confidence vote” on his leadership on basis of senatorial districts across the state. In the last two weeks, since they started the exercise, the Lagos West Senatorial District had taken their own shot, with the Lagos East the following suit last Thursday at Ikorodu town.

Some party youths led by PDP Youth Leader in Alimosho, Adewale Akinte, took their protest to the venue where party chieftains and members gathered, by displaying placards with various inscriptions such as: “Go Salvador, go Salvador,” “Salvador go, on 65-35 template we stand,” “Salvador, the end of a betrayal,” Salvador, pack your baggage and go,” “Salvador is working for APC,” “Salvador, where do you belong PDP or APC?” among others.

Leaders, who took turn to speak at the Alimosho rally which was held at the College Bus Stop along Ikotun-Idimu Road, called for outright removal of the PDP chairman, Salvador, saying that he cannot continue in office because he had violated the agreement in sharing of party offices which gave 65 per cent in favour of Senator Ahmed Makarfi to which the former PDP Deputy National Chairman, Chief Olabode George, belongs and 35per cent in favour of Senator Ali Modu Sheriff, but had instead chosen to favour Sheriff with even more than 65 per cent.

For Dominic, who is a former governorship aspirant of PDP, Salvador had chosen to rubbish Chief George in the constitution of the state executive, saying that instead of allowing the former PDP deputy national chairman’s group to take 65per cent of posts in the executive, he had offered them barely 10per cent.

The PDP chieftain said out of about 16 or 17 positions in the state exco, only three were shared out to the Makarfi/Bode George group that was supposed to benefit 65per cent of available positions, declaring that such a move on the part of Salvador was aimed at rubbishing Chief George, whereas he was expected to protect him (George) and not do otherwise.

Dominic accused the PDP chairman, Hon. Salvador, of jettisoning names submitted to him through collaboration of some unnamed people at the party national headquarters in Abuja, and replacing them with his own choice, insisting that the move was “to undermine Chief Bode George in the state, whereas Salvador is supposed to protect and not to rubbish him.”

Also speaking, the former organising secretary of the party in the state, Prince Abayomi Kuye, while lamenting the state of affairs of PDP under Salvador, alleged that the party chairman had continued to embark on failed inauguration exercises of party committees across the state, while claiming that Chief George gave him the authority to do so.

“The noise we continue to hear is that Oga (George) has been the one that said we should be inaugurating committees, he almost inaugurated those who were dead already,” he said.

Other leaders, who spoke, including Elder Ogunrinde, Mr Onileere, among others, also passed a vote of no confidence on the PDP state chairman, with Onileere contending that if Salvador was not for 65per cent sharing of positions, then he was not qualified to be PDP chairman in Lagos.

Reacting to the “no confidence vote” passed on him at Alimosho, the embattled Salvador described those at the venue, who claimed to be chairmen from various councils as former chairmen and impostors, saying that they were those who lost out and failed to regain their positions at the last party congress and, therefore, became frustrated.

Salvador, who spoke from Saudi Arabia on phone, however, promised to hold a mega rally last Thursday, perhaps to demonstrate that he still controls the party and that chieftains and members calling for his sack were only ranting.

Besides, he denied that there was never a sharing formula in PDP Constitution, concerning who and who should be put in party offices, saying, “There was no sharing formula in PDP Constitution, it is a misconduct on the part of those who are saying so.”

But as Salvador later made good his promise to hold a mega rally in Oregun part of the state on that fateful Thursday, the Salvador-Must-Go group in the party moved to Lagos East Senatorial District in Ikorodu to also pass vote of no confidence on his leadership.

Notwithstanding that embattled Salvador was receiving into PDP camp, decampees from the All Progressives Congress (APC), the Accord Party and KOWA Party led by Gbadebo Rhodes-Vivour, a former KOWA local government chairmanship aspirant, the PDP chieftains in Ikorodu moved motions, voted through voice vote and arrived at resolutions read out by Prince Abayomi Kuye that “Salvador is no longer our chairman in Lagos PDP,” “We stand on 65/35 per sharing formula,” “No Local Government was given to any House of Reps member, that is a lie,” and finally that, “A new State Chairman would be named for the party in the state next week.”

Former deputy chairman of PDP in the state, Prince Apena, while speaking at the event, insisted that Salvador can no longer remain as the party chairman, declaring that the battle-line was already drawn.

The party chieftain, who recalled that he was a very close confidant of Salvador and instrumental to how he became the PDP chairman in his first term, said he had since parted ways with him, even as he disclosed that he warned Chief George not to field him (Salvador) for a second term.

“I have seen from close range that he (Salvador) worked against the chairmanship aspiration of Chief George.

“If Chief George accepts his apology now that he has started begging, I would not because we are not ready to work with him anymore.

“It is on 65/35 per cent sharing formula we stand, the battle has just started,” Apena vowed.

In his remark, Elder Agbaje said leaders and members had continued to move around to clamour for Salvador’s removal as PDP chairman in the state, declaring those party members that were not in attendance at Ikorodu’s event, but instead at the Oregun gathering, that was tagged, “Exco Meeting” were not known to Lagos PDP.

“Our leader, Chief George is with us here. Anybody that is not with us here is not of PDP. Very soon those people will know we are the authentic PDP, and then they would pack their load.

“What they are doing for Salvador at Oregun where they said they gather today is a send forth party for him,” Elder Agbaje said.

Also in his own remark, one of the PDP elders, Chief Koku, demanded that Hon. Salvador should leave the PDP as he had refused to implement the 65/35 per cent sharing agreement on the basis of which he became the party chairman in the state, while the PDP Chairman, Ojo Local Government, Comrade Adeyemi Kazeem, insisted that Salvador must leave the present office he is occupying, accusing him of contributing largely to the failure of the alliance struck between the PDP and Labour Party (LP) in the last local government election in the state.

Before the Ikorodu PDP rally, party leaders had at a Surulere event, met to celebrate another chieftain, Dr (Prince) Remi Akintoye, who became the PDP BoT member, and used the occasion to rally support for the party’ former deputy national chairman, Chief George, vowing that they would resist any attempt from any quarter to rubbish him. Akintoye, a former commissioner in Lagos is also former Acting National Secretary of PDP.

Long before now, the party exco led by Honourable Salvador, appeared to be divided as he and the party spokesperson, Mr Taofik Gani, have been at loggerheads on a number of issues, including the inauguration of committees and the party’s stand on the recent bill on Yoruba Language signed into law by the state governor, Mr Akinwunmi Ambode, with the issue resulting in press war between the duo. With this development, the gulf between the PDP boss, Hon. Salvador and the party spokesperson, Taofik Gani, has become widened and no more is any regular reactions read on pages of newspapers and aired on radio and television from leading opposition PDP on policies and programmes of the ruling All Progressives Congress (APC).

Reacting to the news on recent defection into Lagos PDP, which Honourable Salvador was able to bring about at the Oregun gathering where he held a mega rally of the party, the former organising secretary of PDP, Prince Abayomi Kuye, maintained that it was nothing more than a fraud, saying apart from Gbadebo Rhodes-Vivour, a former KOWA local government chairmanship aspirant, who could easily be identified among the defectors, all others were unknown. According to him, Salvador should not be taken seriously, saying he should explain where he brought all other “unknown faces” from.

As the crisis rocking the Lagos PDP persists, nothing yet has been heard from the former Deputy National Chairman of PDP, Chief George, on whose behalf the Dominic/Apena/Kuye group have been championing their cause to see an end to the reign of Honourable Salvador at the party secretariat located in Sogunle, Ikeja area of Lagos. Will Chief George intervene soon to save Salvador’s job or allow the crisis rocking the party fester now that 2019 General Elections are drawing nearer and all other parties are warming up, with the state governor, Mr Ambode, drawing supports on daily basis from different sections of the state and appearing not to have any opposition ahead of the coming governorship poll in Lagos State? That is the question that not a few observers are seeking an answer to right now.

A 38-year-old lady, Veronica Igwe, has reportedly offered her 4- year- old daughter, Uloma Igwe, to her creditor as collateral for her N100 debt in Ebonyi State

According to reports, Veronica owed one Nwali Josephine, N100 during transaction at Abakaliki Rice Mill in 2017. The woman insisted that she must be paid the money and Veronica decided to use one of her children in exchange of the money pending when she will pay back.

The Desk Officer in charge of Child Abuse /Maltreatment Ministry of Women Affairs and Social Development, Cecilia Elom, said the ministry received an emergency call on Tuesday, informing them about the development.

Elom said officials of the ministry rushed to the CAS campus of Ebonyi State University Abakaliki , where the alleged creditor resides.

“On reaching the residence , we saw little Uloma Igwe with another seven – year- old boy hawking . On interrogation , they confessed to have been lured into hawking by the creditor.

Uloma ’ s mother , Veronica , informed our officials that she did not even know the woman she gave her child to. She added thar said she then suggested to her debtor that she could bring one of her children in exchange for the debt .

She maintained that she did not know the residence of the woman she handed her daughter to , but that the transaction took place at the rice mill where they do daily rice transactions.

Officials of the Ministry of Women Affairs invited Mrs . Josephine Nwali to the Office, from where she was handed over to the Ebonyi State Police Command for interrogation , ” Elom said.

Meanwhile, the Ministry of Women Affairs has concluded arrangement to take little Uloma Igwe to hospital for proper medical treatment .

“Senators are being careful to openly defend the president. Look at what happened to Ndume when he supported Buhari at the peak of the Magu saga, or is it Omo-Agege’s case you want to talk about. If not for this, a lot of us would have come out openly to fight for him (President),” he said.

A member added: “Left for me, we can override the president at any time. The truth of the matter is that when you stand by the president, he abandons you when you’re in trouble.

If there is anything that is going to happen and he feels it will be a bit hard to swallow, he will make sure he is not on the stage and he will have Ike Ekweremadu to do the dirty work for him.

The Ogun government says it plans to increase its monthly Internally Generated Revenue ( IGR ) from seven billion naira to N10 billion.

Gov. Ibikunle Amosun stated this in Abeokuta on Tuesday at a press conference held ahead of the fourth edition of its annual Investment Forum scheduled to hold between March 20 and March 21.

Amosun said that the state’s monthly IGR, which was N750 million when he assumed office in 2011, had since increased to seven billion naira.

He attributed the increase to the success of the rebuilding mission embarked upon by his administration.


The governor, who described the state as the industrial capital of Nigeria, said his administration has set N10 billion as the new target for its monthly IGR.

He also said his administration had opened up the state for business after creating conducive environment which had continued to attract new businesses.

The governor recalled that Ogun, which was in 2011 rated as 26th in terms of ease of doing business among Nigerian states in a World Bank Report, disclosed that the state had moved up to the second position by 2014.

Amosun also said that no fewer than 304 new firms had since began business in the state.

He said 148 of these firms had each invested between $200 million and $2 billion in the state while the remaining 146 firms had each invested up to $50 million.

According to him, the state has now entered into a phase of consolidating its gains and accelerating growth by focusing on key sectors of education, agriculture and technology.

He said the Investors’ Forum would be attended by both local and foreign investors, adding that the programme would enable the state to showcase the vast investment opportunities in the state.
