“In the olden days, we used to say a Mogaji (head of family) in Ibadan land was more than a king in other climes. There was a Mogaji in Ibadan that had under him Iwo, Ede, Osogbo, and Ikirun. That was why the titular heads of those towns would abandon their positions to come and contest to become Mogaji in Ibadan because they were practically under the control of the Mogajis.
“That was what was in place then. But times are changing. What was obtainable then is no longer tenable now. Look at how big Moniya is, it is bigger than some state capitals in this country. Look at Omi-Adio, it is a cosmopolitan big town. By 2006 population census, it was 186,000. Yet, you expect the Olomi of Omi to be under a Mogaji in Ibadan town. That was what those governors have been trying to correct. Unfortunately, they did not have the political will to do so.
“Now, if you look at what is happening around us, Olubadan of Ibadan land, when he is going out, there are no Obas to follow him, yet he is the paramount ruler of the entire Ibadan.
“From Moniya to High Court at Ring Road is 47 kilometres. By the time you pass through Ring Road to Ago Tailor, and through Aleshinloye and you box out at Ojoo, you would have covered 92 kilometres in the same town; and you have not even reached Apata.
“That is why the Land Use Act Implementation Law could not be applied fully in Oyo State because of the distance. The implementation law says 15 kilometres radius, but within Ibadan, you have 92 kilometres. So, every other area is now rural under the Land Use Act. People don’t appreciate the position of the law on this. All these are interwoven.
“There have been agitation for this for long, even under Chief Bola Ige, there was. He fell short of setting up judicial commission of inquiries. At every point in time, except the present one, I had appeared as a counsel in all the past three judicial commission of inquiries.” |

The fact of the matter is that this is long over-due, and only a second-term governor can muster the political will to effect this change in the traditional system of the city. The decision is a unanimous one that enjoys the support of all relevant stakeholders.
Ex-governor Bola Ige intended to implement this reform but he postponed it till a second-term tenure that never came to pass, ditto Ladoja and Akala.
There are some important and far-reaching decisions that some governors have to wait till their second term to implement (because by then they will have nothing to lose since they won't be standing for re-election again, so it is only natural that Ajimobi is the one finally taking this step since he's the first 2-term governor in the history of the state). The Olubadan should deal with the reality of the times. |

Ladoja is being a hypocrite in this matter. He tried to do the exact same thing the current governor is about to do but could not due to his political problems at the time. Truth, Agagu tried when he was governor of Ondo state. I can testify to his work far to Igbekebo, Iyansan, Irele, and far into Pere, Ayetoro and Araromi. In term of road and electricity, Agagu tried but this is Agagu not Oke.
The people from Ilaje and Ese Odo will support there son in person of Agboola over Oke. To the Ilajes, Apoi and Ijaw, Oke is not considered. They are supporting Aketi there because of the factor of their son which he chose as the deputy.

The owner of Nigeria’s foremost telecommunications provider, Nigerian Telecommunications Limited, Natcom, has said that it will roll out its lines beginning from March this year in Abuja, Lagos and Port Harcourt.
Natcom became the preferred bidder for NITEL and its mobile telecommunications arm, Mtel, in 2014 after the National Council on Privatisation approved the sale in the value of $252.251m.
The Chairman of Natcom Development and Investment Limited, Mr. Olatunde Ayeni, in a presentation to the House of Representatives in Abuja, said that as much as 4,000 jobs would be created in the roll-out plan. The House had last year, queried the sale of NITEL/Mtel in the latest deal, which came after many previous failed attempts to sell the struggling company.
The House had argued that NITEL, with its huge assets, was worth more than the price it was sold and ordered an investigation into the transaction.
It directed its Committee on Commercialisation and Privatisation to investigate the transaction.
In Natcom’s presentation to the committee, which The PUNCH obtained on Sunday, the chairman said the firm would offer 4G/LTE services to address 3G customers’ needs for mobile broadband services.
Ayeni claimed that up to $1bn had been injected into the revival of the former NITEL/Mtel since the acquisition took place.
Ayeni told the committee that with the acquisition of NITEL/Mtel, Natcom gained access to 40MHz of 900/1800MHz spectrum that was previously used to provide 2G/GSM voice services.
He added that the assets NITEL/Mtel acquired included the licenses and percentage interest held in South-Atlantic 3 (SAT-3) consortium “as well as identifiable assets capable of generating viable business units.” Cc: Mynd44, Lalasticala |

January 7, 2016 The Minister of Finance, Mrs. Kemi Adeosun, on Wednesday, said the Nigerian Maritime Administration and Safety Agency had not been remitting the revenues generated to the government’s coffers. The immediate past Director-General of NIMASA, Patrick Akpobolkemi, is currently facing 40 counts of fraud and money laundering to the tune of N34.5bn. Adeosun specifically stated that in some instances, NIMASA collected revenue in dollars but paid naira into the government’s account. The minister said this while addressing journalists after the first Federal Executive Council meeting of the year inside the Presidential Villa, Abuja. She explained that the requirement was that such money should go to the Central Bank of Nigeria which would convert the money to naira. Adeosun said while the government had stopped NIMASA from doing so, an audit was being carried out to identify other agencies. This, she explained, was why the government was doing a full audit of all those accounts and to ensure that all those revenues were converted in accordance with the extant procedures and guidelines. The minister added that it was also discovered that some of the agencies spent government money without control. When asked what would be the fate of the heads of the MDAs under whose purview government funds were diverted in the past, the minister said she would not want to pre-empt the outcome of an audit that would be commissioned by the government. She, however, said that in a situation where it is clear that financial procedures had been breached, there was a process for dealing with the culprits. Adeosun said, “The principal discussion in our meeting today was the initiative by this administration to plug revenue leakages in our MDAs that generate revenue. The presentation to FEC was to remind ministers who supervise these revenue-generating boards of their responsibilities under the Fiscal Responsibility Act. “Let me remind you that under the FRA, these boards and corporations who generate revenue are supposed to generate and operate surplus, 80 per cent of which is to be credited to the Consolidated Revenue Fund. “But we have discovered that many agencies have never credited anything and never generated any operating surplus including some whose salaries, overheads and capital are paid by the Federal Government. “In addition to that, they generate revenue which they spend without any form of control.” Adeosun said one of the initiatives adopted by the government was the directive to all the agencies that they must all submit a budget that must be subject to approval and they must operate within that budget so that the surplus that is meant to come to the Federal Government could be seen to be used appropriately. Adeosun ruled out the possibility of any ministry inflating its budget when there was no revenue She said, “There can be no inflation of budget when revenues are so thin and one of the things that I think that the budgeting process is doing is pruning down unnecessary expenditure. “Let me also mention that we have set up the efficiency unit that is going to look into how we spend money and look at how we make savings because the money just isn’t there.” Adeosun said the Federal Government had discovered that many revenue-generating agencies had not been remitting the revenues generated to the government’s coffers. She explained that these are revenues of government in non-oil economies but the government had not been looking in the direction of the MDAs in the past because the country had a lot of oil money She disclosed that a circular had been issued to the agencies in their hundreds in December 2015 requesting that they send their budgets. “What we discussed today (Wednesday) was the responsibility of the ministers to ensure that whether those agencies have boards or not, those budgets are prepared and that the Ministry of Finance is going to sit down with the supervising ministers and the boards concerned where necessary, to go through their budgets and make sure that they are reasonable and that the costs are not inflated. “We also discussed that in some cases, because some agencies have a track record and history of making sure that every naira they earned was spent, we will go in and audit agencies under Section 107 ( 8 ) of the Financial Regulations. “The Accountant-General, who is under the Ministry of Finance, has the power to go in and make inquiries about how public money is spent, so we will be sending in auditors to some agencies where we believe their cost is simply excessive and not in tandem with our expectations. “The expected outcome of this is that the Internally Generated Revenue which the new budget is banking on will actually become a reality. NOTWITHSTANDING its prevailing economic crunch, the International Monetary Fund (IMF) yesterday, rated Nigeria’s economy high in the emerging market segment.
Speaking after meeting with bank executives and the Governor of Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, in Abuja, Managing Director of the Fund, Ms Christine Largade, advised the Federal Government to put solid economic measures in place to strengthen the financial sector and to channel more resources to grow the real sector of the economy and the Small and Medium Enterprises (SMEs).
She disclosed that the IMF has had a series of meetings with the representatives of the banking industry and came out with strategic mechanism for sustaining the nation’s banking sector.
“This morning I have been with the CBN governor. I have also been having series of meetings with representatives of the banking industry and we have assured ourselves of a strategic defence on how to sustain the banking sector. We also have discussed on how the financial sector can help contribute in financing the economy and support small and medium scale business and development in Nigeria,” she noted, insisting that the financial sector is still strong while advising that the Bureau de Change (BDC) operation should be improved upon.
In his remarks, the CBN Governor, Emefiele, commended the IMF for visiting Nigeria and the apex bank, adding that during the meeting with Largade, both the CBN and IMF had very fruitful discussions on how it could support the real sector and SMEs in Nigeria.
“Indeed, the banks themselves have promised to do better in this regard, notwithstanding some of the challenges we are presently facing,” Emefiele said.
Lagarde also visited Mother Theresa Orphanage Home in Gwarinpa, Abuja, where she donated $250,000 (N49.25 million) to help cushion the expenses of the home.
