Following David Cameron’s pledge to dramatically reduce immigration the number of foreign student visas will be cut to 120,000.

Home Secretary, Theresa May, unveiled plans yesterday to limit that number of skilled non-European workers allowed to enter Britain to 21,700. Staff with transfer jobs under the same employer in England will be excluded. This allows for a total of between 35,000 and 40,000 skilled workers to enter Britain.

Foreign students make up 60 per cent of migrants to Britain. Therefore, May stated that in the future only those applying for degree courses will be issued a visa.

Fifa suspends Nigerian over vote claim

Fifa has provisionally suspended officials Amos Adamu and Reynald Temarii over allegations of corruption.

The Fifa executive committee members are accused of offering to sell their votes in the contest to host the 2018 World Cup ahead of December's ballot.

They were secretly filmed by Sunday Times reporters, who posed as lobbyists for a consortium of American companies that wanted the event to go to the US.

Fifa will meet again in mid-November to make a final decision.

At that meeting Fifa will also study alleged agreements between member associations and their bid committees in relation to the 2018 and 2022 World Cup bidding process.

Rumours of collusion between a 2018 bidder and a 2022 hopeful surfaced in September, prompting Fifa secretary general Jerome Valcke to warn all countries that mutual voting deals are against Fifa rules.

The allegations of vote selling have plunged the selection process into crisis and Fifa chief executive Sepp Blatter admitted "it was a sad day for football" before insisting "confidence will be restored".

All applications for asylum (to Spain) applied within the country undergo a preliminary procedure to decide if
they are admissible or not, the so called admissibility procedure. The applicant must be able to prove
his/ her identity, fill in a standard questionnaire, submit a statement about the fear of persecution and
then undergo an interview. Normally the interview will take place within a few days. The asylum
seeker has the right to free legal assistance and advice, normally arranged by the refugee-assisting
NGO’s, and an interpreter.
An official from the Minsterio del Interior7 at the OAR in Madrid is responsible for examining all the
applications and for preparing a report on their admissibility or inadmissibility. The decision must be
made within 60 days. When it’s evident an application is inadmissible, a representative from the
ACNUR8 must be informed before the decision of inadmissibility is made. The ACNUR should have
the opportunity to express their opinion and to give a recommendation within 10 days. However, this
recommendation is not binding.
Asylum applicants, who are waiting for a decision on whether their application is going to be admitted
into the procedure or not, have to find their own accomodation and may have to rely on public
shelters. Due to the lack of good public shelters this can lead to very difficult situations. Exceptions
can be made but only in case of vulnerable applicants.
If there is a negative decision on admissibility, the asylum seeker can lodge an appeal at the National
High Court in Madrid. The appeal does not automatically have a suspensive effect, however this can
be requested from the Court. If he/ she doesn’t appeal, he/ she has to leave Spain within 15 days.
Another option is to apply for a new asylum procedure in case there is new evidence to support the
claim.
Asylum seekers admitted to the procedure are given provisional identity cards. Social workers from
the Ministry of Labour and Social Affairs at the OAR Office in Madrid, assign asylum seekers to
reception centres. It’s not obligatory to live in a reception centre. If someone can arrange
accomodation for him/ her self it’s possible to live there. In some cases a basic monthly allowance is

granted. The average time a procedure takes is between 6 months and 2 years, sometimes longer.
Ultimately around 96% of the asylum applications are rejected.
