This can be extremely annoying.
I've had 2 girls do this to me before, pick your calls only once out of like every 3 occasions you call, and ignore the rest and claim busy.
I deleted their numbers faster than light.
Turns out one of them was actually really crushing on me and was just playing hard to get (as her friend later told me), and started looking for ways to start dating me.
But at that time, it was too late already, I was frigging pissed off.
Wonder why a sane girl would refuse to pick calls in the name of forming 'hard to get'.
So to the girls out there, if you're not picking a guy's calls, better be sure you really don't like the guy, and not that you're acting hard to get.
Because real guys these days are not smiling.
