Heading health institiution equals assuming a position which requires 80% administrative knowledge/experience and 20% medical knowledge.

Going back to history, health institiutions were not basically headed by Medical Doctors, and lot of success were recorded at these period.
I am not of the opinion that the leadership should be 'diverted' to the administrators/non medics in the health institiution, but they should be given the right to contest for such leadership position as many of them know the in & out of 'planning' and management in an health institiution.
