How do you think card reader that was use for authentication be used to transmit result. How do you know who the voters voted for. I don't just get it.

Nobody is challenging that electronic voting but i have not read or heard any law that say no presidential results should be stored on any server neither nor i have heard or read any law that says results cant be transmitted by card readers to server.

well, maybe cos i disnt follow that news then but if it is not in electoral laws but has been included in the electoral guideline in the conduct of 2019 elections, then INEC is boundes by such guideline whether it is in the electoral act or not.

they know the laws that guide them and to further add guidelines means be also accountable for such guidelines. it would gave been better if not use the measure at all but at the background but for you to insist and later after elections start denying is utter rubbish from INEC. Its not only in result transmitting.

Even Card Accreditation, they insisted the use of card readers and only by card readers will a person vote. The authentication of card readers alone would drop the figures INEC are claiming for Buhari. we all know card readers didnt work for most part in the north. it was most manual accreditations. but whatever the numbers, its not stored in thin air now. one can demand the to see where its been stored to. So those are the issues. If INEC didnt put it in their guidelines, the PDP agent, Osita Chidoka wont have mentioned it at the Abuja Collation center and thats why PDP has a case and their case is to INEC as first defendant. Atleast, if Judgement is manipulated, Nigerians will know that their votes were irrelevant to the 2019 election in a more convincing way.

You also need to put on your thinking cap. How did people vote ? Same use of the old ballot paper approach. And while the election lasted i never heard anything about server until after the election. Who transmitted the results ? How was the results transmitted. How many voters voted electronically? We just like disturbing ourselves over matters that are irrelevant.

Put on your thinking cap bro. A card reader can not work in isolation without a corresponding server where it sources voters data from and verifies them before they vote.

everyone knows that. UK just gave Muslims Nigeria not because they have higher population.

States in the north like Bauchi has like 25% Christians, taraba has 80% , Adamawa has 35% Christians.

Kaduna,kano, jigawa, borno has huge number of indigenous Christians unlike their southern counterpart that you hardly find indigenous Muslims.

In south west, only Oyo and osun has high Muslim population. Ondo, Ekiti, Ogun and Lagos are Christians majority.

In north central, Christians dominate plateau,benue. Has high numbers in kogi, kwara and nassarawa.

In ss/se only auchi in Edo north has high population of indigenous Muslims but they going down in a rapid speed. You can find churches in every street in auchi now and Christians now have higher population than them.

I don't believe in this Muslim majority.

Christians are like 59% of the country population, Muslims 35%> traditionist take the remaining.

Job Title: Consultant for Annual Operational Plan for SPHCDA Technical Assistance to Ebonyi

Project Overview and Role

Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium on August 28, 2015. HP+ mandate is across the global, country, and subnational levels to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. The Central elements of HP+ revolve around building in-country capacity, institutionalizing achievements of past investments and promoting country ownership of programs and initiatives.
In Nigeria HP+ as part of it support, is working with Abia, Ebonyi, Osun and FCT Primary Health Care Development Board (PHCB) to strengthen and advance the health policy priorities particularly in the area of achieving Primary Health Care Under One Roof (PHCUOR) compliance. A key pillar for achieving PHCUOR according to the NPHCPDA scorecard, is the availability of comprehensive AOPs that will guide the activities of the SPHCDA.

PHC management systems should function in an integrated manner for efficient and effective PHC service delivery. Governance and management systems need to reflect the needs of stakeholders towards achieve strategic goals and objectives of the state.

To achieve this, the SPHCB needs a strategic and costed annual operational plan that will guide the implementation and monitoring of its activities. In order to aid supported states in attaining PHCUOR and improving PHC governance and quality of care; HP+ is supporting the states and FCT PHCB to develop costed annual operational plans that clearly articulates mechanisms and activities for improving primary health care delivery in the states.


Responsibilities
Objective:

The Objective of this consultancy assignment is to provide technical assistance to HP+ 3 supported States and FCT Primary Health Care Board SPHCB to produce an Annual Operational Plan that will foster PHCB ability to plan, develop and implement an effective and efficient PHC system in the state.
Scope of Work:

The consultants will work with the Senior Governance Advisor and State PHC Advisors in collaboration with the NPHCDA to support the SPHCDAs in Abia, Osun, Ebonyi states and FCT to develop PHC annual operational plan incorporating the LGA PHC annual plans as well as develop M&E /results/performance framework with clear milestones and targets for the SPHCB.


Specific Tasks

Desk-review of planning documents and planning templates used by SPHCDA and LGAs, NPHCDA guidelines and other necessary documents

Engage stakeholders at the SPHCDA, NPHCDA and other relevant actors on the development of the plan.
Support LGHAs in the development of LGA PHC annual plans, and collate LGHA plans to feed into the state level plan

Facilitate the development SPHCB annual operational plan involving key relevant stakeholders
Facilitate the costing of the developed AOP, adapting NPHCDA and other established protocol.
Lead the development SPHCB M&E / results / performance framework with clear milestones and target

A report of activities and support focused on lessons learned in the process, including challenges to developing the AOP, solutions to overcoming those challenges, recommendations for changes to the process in future years.
Key Deliverables:

2019 costed AOP for each state (3 states and FCT)
Results framework for 2019 AOP
Assignment report.

Duration:

The expected period of performance for this assignment is 20 days per consultant per state between the period of April and May 2019.
Requirements
Required Experience:

Experience is developing and costing of Annual Operational Plans is desired
Desired or preferred Qualifications:

A degree or its equivalent from a reputable University in Medicine, Sciences, Public Health, public administration or numerate disciplines such as Actuarial Science, Statistics, etc

Post graduate qualification in Management, Public Health, Public Administration Health Management, Health Economics, or other related fields
Certification in and/or professional membership of Health, Management and related bodies shall be an added advantage

Proven record of working with state and local levels to guide priority-setting and the development of realistic workplans that reflect those priorities.

Planning expertise and experience in budgeting (costing plans).

Minimum of 5 years’ conducting similar work in Nigeria.

Experience in developing and delivering capacity building workshops;

Good understanding of current health financing reform initiatives in Nigeria especially the subnational level;
Good understanding and expertise in Primary Health Care, and familiarity with prevalent policies and guidelines on PHCUOR and PHC in Nigeria.

Experience carrying out similar assignments in Nigeria particularly at the sub-national level.

Job Description

The dynamism of this role is represented by its main tasks, like implementing brand and trade programmes according to cycle plan in outlets located primarily within the rural market, ensure the effective and efficient execution of marketing activities in the defined territory and extended coverage area
Role also serves as part of a ‘Tactical Response Team’, positioned to address situations arising within the market, as well as business needs. In this regard, direction to be provided by Area Manager or Regional Manager
Principal Accountabilities
Operational/ Technical/ Professional Accountabilities:
Execute basic TM&grin activities in the outlets located within the territory in order to meet company objectives as described in the cycle plan (visibility, availability, freshness, consumer contacting etc)
Develop and adhere to a well-defined work programme and route plan as agreed with Area Manager
Achieve volume and distribution targets through direct selling (Top-up stock) and monitoring of van sales.
Leadership Accountabilities:
Execute rural related business development projects (e.g. Rural Stockist, Rural Storm etc.)
Ensure attendance of all approved training programmes and show visible application of acquired knowledge
Management Accountabilities:
Ensure objectives in terms of availability, visibility, volume, stock quality and RRP -Recommended Retail Price compliance of products are achieved for the territory
Develop and maintain an up-to-date detailed database of all customers (including phone numbers and home addresses)
Provide data and maintain accurate records on competitor’s activities, sales and distribution performance in order to guarantee that Area Manager is fully informed at all times
Manage all assigned funds, materials and equipment in a secure and efficient manner in order to maximise the use of organisation assets
Monitor brand performance in outlets within rural markets (BAT’s and competitors’)
Relationship Accountabilities:
Engage local government officials, transport/ traffic agencies and other stakeholders to avoid disruption of BAT operations in the defined rural territory
Improve the company’s corporate image by operating at the highest business ethics, environmental, health and safety standards using the IMS as a guide
Support Van Reps to achieve high performance by developing new routes and giving TM&grin support to existing outlets.

Gather/ provide ideas on how to develop retail Touch-points (Retail clusters, redistribution hubs, etc) in the rural markets
