The Federal Government and World Bank are in talks for as much as $2.5 billion in a new tranche of concessionary lending to Nigeria, the bank’s Vice President for Africa Hafez Ghanem has said. In the past year Nigeria received $2.4 billion from the World Bank, Ghanem said in an interview with Bloomberg in Abuja on Wednesday. “We’re talking about a new set of programs of about the same amount, it should be around $2.5 billion,” he said. Faced with revenue shortfalls as the output and price of oil fell in the past five years, President Muhammadu Buhari’s administration has increased borrowing to finance government spending, with domestic debt at $55.6 billion and foreign loans at $25.6 billion. The Minister of Finance, Budget, and National Planning, Mrs. Zainab Shamsuna Ahmed while giving details of the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper said borrowing would be a key component in funding the budget as government cannot drive the required resources to fund the budget without borrowing. She said the new borrowings are put at N1.605trn for 2019, projected N1.7trn for 2020, N1.6trn for 2021 and N1.3trn for 2020. The borrowings will be 50 percent local and 50 percent foreign she said. Out of the N1.7 trillion to be borrowed in 2020, of this amount, N850 billion will be domestic borrowing while the balance of N850 billion will be from foreign borrowing. The total fiscal deficits for 2019 is N2.474trn, in 2020 it will reduce to N2.154trn. The deficit to GDP is 1.77 percent in 2019. “Debt service is also increasing. And this is so because we have increased our borrowings in recent years. Our debt servicing has increased from N2.144trn in 2019 to N2.45 in the year 2020,” the minister had stated. To ease the mounting debt burden, Nigeria has sought more credit with low interest and long repayment periods from institutions including the World Bank and the African Development Bank. “The current economic performance of Nigeria is not enough to reduce poverty,” said Ghanem. “We need to accelerate growth.” The World Bank’s focus in Nigeria is to lift about 100 million Nigerians, half of the population, out of poverty, with special emphasis on women’s education, expanding digital opportunities and solving a power crisis that hobbles economic activities. “It’s important to resolve the problems of the power sector in Nigeria to bring in more investments”, because you need to bring down the cost of power to make the economy more competitive for the development of industries,” he added. The World Bank is supporting digital transformation in Nigeria because of its potential ability to transform other areas of the economy including industry, agriculture and services, according to Ghanem. “Nigeria has a comparative advantage in that area because of the youth, a majority of the population is young,” he said. “So if we want to create jobs, we need to invest much more in the digital economy.” Speaking with Daily Trust in Abuja, a former Managing Director of a commercial bank said there is nothing wrong in borrowing if it is done to build infrastructure and do other necessary things in the country. The Economic and Financial Crimes Commission yesterday said it was still investigating the former Head of Service of the Federation, Winifred Oyo-Ita, over an alleged N3.6 billion allegedly traced to accounts linked to her. The money was suspected to be kickbacks from contractors in Ministries, Departments and Agencies of government. President Muhammadu Buhari had on Wednesday directed her to proceed on an indefinite retirement leave and replaced her with Dr Yemi-Esan in acting capacity. When contacted on when Oyo-Ita would be arraigned, the spokesman of the EFCC, Wilson Uwujaren, simply told our reporter that when the investigation reached that stage, the public would be informed. The Speaker of House of Representatives, Femi Gbajabiamila, has assured that the lawmakers would ensure that Nigerians get adequate supply of electricity that is commensurate with what they pay for. He disclosed this when he received the management team of the Transmission Company of Nigeria (TCN) who paid him a courtesy call in his office in Abuja on Wednesday. He said it was the responsibility of the House to make life easier for Nigerians. Gbajabiamila emphasised that the House would pay utmost attention to the practice of estimated billing by electricity distribution companies (Discos). The Speaker warns that the House would not tolerate estimated billings as Discos are taking advantage of the system to present outrageous bills to Nigerians. He said the federal lawmakers have resolved to revisit the matter and come up with a law that would put a stop to estimated billing of electricity across the country. It could be recalled that the Speaker had during his term as House Leader in the 8th Assembly, presented a bill to criminalise estimated billing but it did not get presidential assent. However, the bill was reintroduced for another consideration after the inauguration of the 9th Assembly. “The issue of estimated billing has been in the front burner. It has been in this House, and we will revisit it soon. We can’t allow Discos to continue to do what they have been doing over the years. He commended the present TCN management led by its Managing Director, Malam U. G. Mohammed, and tasked them to work closely with the leadership of the House and relevant committees to achieve its goals. The Speaker also called for a periodic review of the performance of Discos and vowed that the House would do everything within its powers to ensure that TCN delivers on its mandate to Nigerians. In his remarks earlier, the TCN MD said the company has been repositioned since the new management took over. He disclosed that the main challenge facing the Discos was lack of investment adding that the Discos need $4.3 billion investment to function well. The MD lamented that the past management of TCN under Manitoba did not perform well in the four years when it managed the company, with non-audited accounts for the period alongside other challenges. The Peoples Democratic Party (PDP) said it is reconciling its aggrieved members following the aftermath of its governorship primaries in Kogi and Bayelsa states and strengthening its grassroots structures to win the November 16 governorship elections in the states. Through its National Publicity Secretary, Kola Ologbondiyan, the party said its members and supporters have nothing to fear as reconciliatory efforts in the two states were yielding the needed results. The party said it has activated its structures, strengthening its formation as one big, united and formidable family ahead of the two elections. Niger State Government has concluded talks with the National Examination Commission (NECO) to release the result of about 30, 000 students of the state withheld by the examination body. A statement issued by the Chief Press Secretary to the Governor, Mrs. Mary Noel Berje indicates that the state government has paid over N200 million to NECO this year to offset part of the students examination fees. According to the statement, government has also paid well over a billion Naira, from 2017, to various examination bodies to date. It reiterated the commitment of the state government to providing free and compulsory basic education in the state. The statement said the state government has agreed to pay the examination body N50 million monthly for the outstanding balance that have accrued over the years. “The state government has met with the officials of NECO, we have agreed in principles, after making some payments last week, that they will release the results this week,” the statement explained. While acknowledging education as the bedrock of any meaningful development, the statement expressed government’s commitment and effort towards revamping the education sector as one of its top priority assuring that it will not be compromised. The National and State election petitions tribunal sitting in Umuahia has dismissed the petition filed by the senatorial candidate of All Progressives Grand Alliance APGA in Abia South senatorial district Chris Nkwonta against the victory of the Senate minority leader, Senator Eyinnaya Abaribe of the PDP. In a unanimous Judgement, which was read by a member of the panel, Hon Justice Wasiu Animahun, the tribunal said some of the grounds the petitioner relied upon were conflicting, insisting that they should have been consistent. The petitioner had alleged that going by the total number of accredited voters by the card reader, the results announced by INEC is higher than what is recorded in the card readers. The Court however faulted the decision of the petitioner to rely on card reader accreditation, and held that the card reader can’t over ride the provision of the voters register in any election. Secondly, on the issue of invalid accreditation and over voting, the court held that the petitioner failed to present the scores, the one he got and the one presented by INEC to the tribunal. The court held there was a total of 1091 polling units within the Senatorial district, and maintained that if the figure claimed by the petitioner as “over voting” was removed from the figure which Abaribe was declared winner by INEC, he would have still maintained a reasonable margin of lead over the petitioner with 5,788 votes. The petitioner, in their relief had made reference to election conducted in 2015, but the court held they can’t choose or determine which relief the petitioner is referring to, as their petition was constantly referring to an election of 2015 while in 2019. The court also said there’s no provision for amendment of petitions as it was the duty of the lawyers to write the petition of his clients properly and also read it before bringing them to the tribunal. Thirdly, the petition was struck out on the ground that all the ward collation agents cross examined at the tribunal all agreed that their written deposition was based on what they were told, the court considered them as “hear say” The court dismissed the petition filled by the APGA senatorial candidate as the petition is lacking in merit. Governor Abdullahi Sule of Nasarawa State has said that the complex nature of the Nigerian society was not conducive for establishing state police as being canvassed by some Nigerians. He made the statement while fielding questions as a guest on Channels Television, on Friday night, as monitored from Lafia, that, “I identified funding as a major issue that will stand in the way of setting up state police in the country.” Governor Sule said: “Today, in every community, you will have a traditional ruler, community leaders, stakeholders and more. These people are really responsible for the protection of that community, not necessarily the police.” He disagreed with the suggestion that police officers should be posted to their place of origin in order to effectively discharge their responsibilities, emphasizing that state police was not the solution to the country’s security challenges. The governor said his administration had decided to embrace community policing rather than state police, stressing that security was a responsibility of everyone and that the people in the communities were in better position to police their environment. According to him, those agitating for the introduction of language to determine where a police officer should serve as being “off the mark”, adding that the real issue was about finding the right people who will assist the security agencies and the communities towards ensuring that crime and criminalities were reduced. The management of one of Nigeria’s major carriers, Air Peace, has debunked the report that it had suspended the evacuation of Nigerians from South Africa. The Chairman and CEO of the airline, Allen Onyema, said that Air Peace had not suspended the evacuation exercise but it was waiting for the Nigerian High Commission to get ready for the next batch of Nigerians that would be taken out of South Africa. It would be recalled that the airline had evacuated 187 Nigerians in the first flight on Wednesday out of the 317 initially billed to return home. The Chairman said that the airline would continue to bring back Nigerians who are willing to return to their country until the last evacuee is taken out of that country. Onyema disclosed that indications from the Nigerian High Commission showed that about 1000 Nigerians are still willing to return home but the airlift would start after the Commission had finished with paper work to prepare them for the flight home. He said: “I said it earlier that Air Peace will bring back to our country all those Nigerians who are willing to return and we will continue to bring them back until the last evacuee is taken out of South Africa. “I learnt from the Nigerian High Commission in South Africa that about 1000 Nigerians are willing to return home. A staff of University of Lagos (UNILAG), Sunday Meshioye, has allegedly committed suicide by drinking sniper. It was gathered that the deceased killed himself on Wednesday, a day after he faced a disciplinary panel set up to investigate how the University bus he was driving got burnt. Our reporter also learnt that he was rushed to the University’s healthcare centre from where he was transferred to the Lagos University Teaching Hospital (LUTH) at Idi Araba where he died. The chairman of UNILAG chapter of Non-Academic Staff Union (NASU), Comrade Ajibade Kehinde, confirmed the incident to Daily Trust. “I was away when I received a call that Mr. Sunday had died after taking sniper. This happened a day after he faced the University’s investigative panel on an issue he was involved in. “Four weeks ago, he took permission to drive the University’s bus outside the town and he was given rebate. He could not return the bus the day he was supposed to due to the traditional festival ‘oro’ in Ikorodu. “So the next day, the bus caught fire around Onike, Sabo while returning the bus to the University. He reported the matter to the security unit. The security unit informed the Sabo unit and pictures were taken,” “Two weeks later, the University set up a panel to investigate the matter. He was invited two days after which he killed himself,” he narrated. According to him, the deceased had been depressed since the fire incident. “Any time he comes to me, I encourage him and assured him of the Union’s support. I let him know that it was just a trying moment and that he would get over it; only for him to drink deadly pesticide and kill himself.” Meshioye, who was a driver in the Sociology Department of UNILAG, is survived by one wife and three children. President Muhammadu Buhari said placing women in strategic positions of his government, like the financial sector, is to ensure effective management of limited resources, and promote a stronger sense of inclusiveness. The president gave the insight into his preferred choice for Ministers of Finance when he received a delegation of National, Zonal, State and Federal Capital Territory (FCT) Women leaders of the All Progressives Congress (APC). The delegation was led by the party Women Leader, Hajiya Salamatu Baiwa at the State House, Abuja, on Thursday. President Buhari added that he preferred women to oversee the economic and financial hub of the country, Ministry of Finance, as they could readily deploy their experience in aligning resources with the needs of the country. According to him, the nation also have many female technocrats with local and international experiences on economy and finance. “I am happy that I can defend myself very effectively on this issue. The APC party leader is my witness. Since the coming into power of this administration i have handed over the treasury to women. “Even at household level, you hand over the money to women to manage. It can be taken to the level of managing the country’s treasury as well. I have consistently given it to women. It is strategic. “I am conscious of the leadership roles of women in the society and by my action i have justified my belief,’’ he said. The President reiterated that his administration would ensure inclusiveness for women and youths, especially in the second term, “by providing more access to facilities that would enable spread of Small and Medium Scale Enterprises, and encourage more interest in agriculture”. He said the traditional and subsistence style of farming should be replaced with commercialised and business oriented techniques. “We have to move away from the traditional ways of farming that were practiced in the pre-colonial and colonial era,’’ he added. The President said he instructed the ministers to work with traditional institutions to encourage interest in farming, with the Central Bank of Nigeria readily providing loans at low interest rates and longer periods of repayment. “On unemployment, I know there is no able bodied person that went back to the farm in the last three years that regretted the action,’’ he added. In her remarks, the APC Woman Leader congratulated the president for his victory at the polls and the tribunal. She commended the Buhari administration for its efforts in managing the affairs of the country, which provided the impetus for the vigorous campaigns. Baiwa said women were particularly pleased and willing to vote for the President because the government deliberately formulated some policies to favour and empower women, like the social intervention Trader Moni. She said the APC had many resourceful and loyal women that would contribute to the success of the administration. The Peoples Democratic Party (PDP) has rejected the judgement of the Presidential Election Petitions Tribunal which held that the candidate of the ruling All Progressives Congress (APC), President Muhammadu Buhari, won the February 23, 2019 poll. The PDP, in a statement on Wednesday by its National Publicity Secretary, Kola Ologbondiyan, said the verdict was provocative, a subversion of justice and a direct assault on the integrity of the nation’s justice system. The party said it was particularly shocked that the tribunal failed to point to justice despite the “flawless evidence laid before it, showing that President Buhari was not only unqualified to contest the election but also did not score the majority of valid votes” at the polls. “The PDP finds as bewildering that a court of law could validate a clear case of perjury and declaration of false information in a sworn affidavit, as firmly established against President Muhammadu Buhari, even in the face of incontrovertible evidence. “The party is also rudely shocked that the Court took over the roles of the respondents’ lawyers who clearly abandoned their pleadings by refusing to call evidence in defense of the petition. “The court raked up all manner of excuses to make up for the yawning gaps occasioned by the total absence of any evidence from the respondents. “Nigerians and the international community watched in utter disbelief when the tribunal ruled that one need not provide a copy or certified true copy of educational certificate such individual claimed to possess, contrary to established proof of claims of certification. “The party notes as strange that the court even went ahead to provide rationalizations in favour of President Buhari, even when all hard facts before it shows that he did not possess the claimed educational certificate and that the Army was not in possession of his WAEC certificate as claimed in the affidavit he deposed to in his Presidential nomination form. “The PDP also described as shocking that the court approved the flawed declaration of President Buhari as the winner of the election despite evidence to show the perpetration of illegalities, manipulations, alterations and subtraction of valid votes freely given to Atiku Abubakar by Nigerians. “Indeed, the pervading melancholic atmosphere across our nation since the verdict is a direct indication that the judgement has not fulfilled the desires and expectations of Nigerians. “The PDP however encouraged Nigerians to remain calm and not to lose hope or surrender to despondency or self-help, as our lawyers are upbeat in obtaining justice at the Supreme Court,” the opposition party said. Last Saturday’s hard landing of a Max Air plane conveying 560 pilgrims from Saudi Arabia at Minna International Airport has generated controversy over the cause of the incident. However, the Accident Investigation Bureau (AIB) which classified the hard landing as “a serious incident” has cautioned against speculating on the cause as its investigators have commenced investigation to find out the immediate and remote causes of the incident which caused panic at the airport. Many media reports suggested the aircraft with registration No. 5N-DBK which took off from the King Abdul-Aziz International Airport, Jeddah, crash-landed at the airport though all the passengers and 19 crew members were safely evacuated. But the chairman of the airline, Dahiru Mangal, in a statement signed by the Director of Flights Operations, Capt. Ibrahim Dili, refuted the claim that the plane crash-landed. The bone of contention which is generating interest in the sector is the statement by Max Air claiming the incident was caused by weather and lack of runway light known as Instrument Landing System (ILS). Stakeholders query the claim of the airline which they say amounted to pre-empting the outcome of the investigation, as it is only the AIB, which had done its due diligence by dispatching investigators to the scene immediately it was notified, that has the power to speak on the cause of the incident. “Our aircraft never developed any engine problems, rather the weather at the airport and the lack of runway light forced us to safe land,” Max Air said. But the Nigerian Airspace Management Agency (NAMA) punctured the claim by Max Air that the Instrument Landing System (ILS) at the Minna International Airport was not functional. Spokesman of NAMA, Khalid Emele, explained that the ILS at Minna airport remained serviceable contrary to the claim by Max Air. NAMA faulted the statement by Max Air that the ILS at the airport was “epileptic with unreliable signals.” It said, “While we acknowledge that we have absolute confidence in the ability of the Accident Investigation Bureau (AIB) to conduct a thorough investigation (which is ongoing), we are constrained to however put things in proper perspective for the benefit of our airspace users and the flying public. “The reported weather on the day in question was 10km visibility in nil weather. “Secondly, the said Instrument Landing System was successfully calibrated early this year (2019) and there has been no report of non-alignment by the equipment from pilots since then. Other operators that have used the facility after the incident have not complained about the ILS malfunctioning.” But all eyes are on the preliminary report of AIB which would clear the air on the actual cause of the incident. AIB said: “From the information provided, the aircraft on landing scraped the runway while the number one engine brushed the runway surface and no injury was recorded.” It reiterated that its team of investigators has already commenced investigation and solicited assistance from members of the public for any information or evidence that could aid the work.
