The Lagos State House of Assembly yesterday okayed capital punishment as penalty for kidnappers, if their victims die in captivity.
This followed the adoption of a report presented by Mrs Adefunmilayo Tejuosho, Chairman of the House Committee on Judiciary, Petitions, Human Rights and Lagos State Independent Electoral Commission (LASIEC).
Tejuosho presented the report of a Stakeholders meeting on a bill titled: “A Bill for a Law to Provide for the Prohibition of the Act of Kidnapping and for Other Connected Purposes”.
The News Agency of Nigeria (NAN) reports that the bill was sponsored by Speaker Mudashiru Obasa.
The bill prescribed life sentence for kidnappers, if their victims did not die in captivity. The bill states that any person, who kidnaps, abducts, detains, captures or takes another person by any means or tricks with intent to demand ransom or do anything against his/her will, commits an offence, and is liable on conviction to death sentence.
The bill, which criminalised attempt to kidnap, also stipulates life imprisonment for attempted kidnap.
Also, the bill is against false representation to release a kidnapped or abducted person. This attracts seven years imprisonment.
The lawmakers also approved 25 years imprisonment for whoever threatens to kidnap another person through phone call, e-mail, text message or any other means of communication.
The bill provides that any person, who knowingly or willfully allows his premises, building or a place or belonging under his control to be used for the keeping of a kidnapped person is guilty of an offence under the law and is liable to 14 years imprisonment without an option of fine.
NAN reports that the lawmakers amended some sections of the bill while debating the report before its adoption.
The bill, which is aimed at ensuring zero tolerance for kidnapping, however, awaits third reading before it will be sent to Governor Akinwunmi Ambode for assent. http://dailypost.ng/2016/11/29/lagos-state-okays-death-penalty-kidnappers/ |

A woman, Aderonke Ojediran, on Monday, approached a Grade C Customary Court, Agodi- Ibadan in Oyo State, to seek for dissolution of her five-year-old marriage with Oyeleke Ojediran, for allegedly comparing her with goats. Ojediran also complained that she was seeking for divorce because Oyeleke had refused to pay her bride pride and had been threatening her life. Another reason for the divorce, the plaintiff said, was the lack of care for the only child of the union. She told the court that “ I packed out of my husband’s residence in 2013 when I could no longer cope with the bad characters of my husband.” According to her, sometime in 2013, her husband brought goats inside their sitting room and compared her with the animals, saying she is the same as the goats. “He used to beat me and had been careless about my welfare and that of the innocent child we have. In fact, I am tired of the marriage and I don’t want to die young. “To make the matter worst, he refused to pay my bride price, instead, he turned me to a punching bag and treated me as he wishes,” she added. The woman further prayed the court to allow her to take custody of the child for proper care. The defendant, who admitted that he brought two goats inside the sitting room, explained that he compared his wife with the goats because of her bad attitude. He also agreed with the divorce suit, alleging also that the plaintiff’s troublesome way of life was responsible for his hypertensive health condition. The President of the court, Chief Mukaila Balogun, then declared the marriage dissolved. The Federal Government in Abuja on Monday announced plans to launch a campaign to end child marriage and other related harmful traditional practices in the country. The Minister of Women Affairs and Social Development, Sen. Aisha Alhassan said this during a media briefing. Alhassan said the move was borne out of the resolution by African leaders to end child marriage during the 25th African Union Ordinary Session of Heads of State in June 2015. She said the leaders also resolved to take practical steps in addressing the issues of child marriage and other harmful traditional practices. “One of first practical steps is a vigorous campaign to end child marriage which will be launched tomorrow Nov. 29 at the Sheraton Hotel. “Global communities and Nigeria in particular are increasingly recognising child marriage as a serious challenge, both as a violation of human rights and a hinderance to key developmental outcomes,’’ she said. Alhassan said African countries were faced with the challenges of child marriage which robbed girls or children of their education, health and future. She said according to UNICEF findings, 15 million children are married off every year globally with devastating consequences on their general wellbeing. “This is very disturbing as it is further revealed that 15 out of the 20 countries with the highest rates of child marriage in the world are in Africa. “Fifteen African countries have so far launched the campaign to end child marriage. “The countries are Ethiopia, Ghana, South Africa, Sierra Leone, Senegal, Niger, the Islamic Republic of Gambia, Malawi, Zimbabwe, Eritrea, Zambia, Chad, Burkina Faso , Mali and Madagascar,” Alhassan said. She said a National Technical Working Group set up to end child marriage in the country was inaugurated on July 23, 2015 by the ministry. Alhassan urged the media, development partners and other stakeholders to redouble their efforts in ensuring girl’s rights to freedom from child marriage and other forms of violence against children. She also urged all stakeholders in the campaign, to be more proactive and come up with concrete actions to end child marriage in the country. There was this particular day when we took our play to an higher level. We decided to do what mummies and daddies do (till today, I don't know where I got that idea from cos I remember that my parents never did it in my presence). Maybe the guy(boy)taught me sha. Can't really remember how it all happened tho' buh while d guy was touching my *****, Jeez I was like "this feels really good". The act went on till we vacated the house. I don't know if I missed him wen we left. I can't remember. I hope to see him again(That's if I even recognise him).
