The Ministry of Labour and Productivity has partnered the Zinox Group, an indigenous Information and Communications Technology firm, to build a database of the unemployed in the 774 Local Government Councils of the country. This is coming on the heels of plans by the Federal Government to create jobs for the unemployed in the country. The Minister of Labour and Productivity, Dr. Chris Ngige, had decried the fact that the ministry did not have credible database of unemployment in its various forms, according to a statement by the ministry on Monday. The minister gave an assurance that the ministry would roll out its programme on employment generation once the 2016 budget was passed. “By the end of the first quarter, we will hit the ground running,” Ngige was quoted as saying. While citing Yudala that has employed 420 graduates as an example, the Chairman, Zinox Group, Dr. Leo Stan Ekeh, said that a database of the unemployed could be built without incurring expenses. He explained that Zinox was looking forward to collaborating with the ministry to build a national database where the unemployed in the 774 LGs could register their profiles for easy access to employers. Ekeh, who led the organisation’s management team on a courtesy visit to the ministry, added that the platform would create avenues for qualified graduates to be located for employment irrespective of where they resided. He said that his decision to seek collaboration with the ministry was borne out of the need to reduce to the barest the unprecedented rate of unemployment in Nigeria. Ekeh expressed worry that quite a lot of Nigerians were either unemployed or underemployed. “The biggest challenge in the industry is to find qualified people; there are graduates but they don’t have skills; we think we can change things around,” he added. Ngige reiterated the determination of the government to tackle unemployment, adding that the skill acquisition centres spread across the country would be resuscitated for the use of unemployed Nigerian youths to acquire relevant skills. Nigeria’s troubled economy, which is on the brink of a recession, is expected to worsen following the lifting of economic sanctions on Iran by the United States which effectively re-admits the country into the international oil trade. The sanctions put in place in 2012 was lifted after Iran met the terms with six world powers to stop its allegedly weaponized nuclear programme. “Today marks the start of a safer world,” said U.S. Secretary of State, John Kerry. “We understand this marker alone will not wipe away all the concerns the world has rightly expressed about Iran’s policies in the region. But we also know there isn’t a challenge in the entire region that wouldn’t become much more complicated, much worse, if Iran had a nuclear weapon,” he added. Iran has hailed the lifting of the sanction as a vindication of its power and influence in the world. But Iran’s joy may be Nigeria’s woes. With the lifting of the sanctions, Iran, which has the fourth largest oil reserve in the world (160 billion barrels) is expected to flood the international oil market with more oil which could worsen the ongoing glut that has reduced the price of crude from $105 per barrel to about $30 per barrel. Also, the middle-eastern country recently announced that it is capable of producing oil at $1 per barrel; which means it can afford to sell its oil below the official international rate if it pleases. The re-entry of Iran into the international oil trade could also see India, Nigeria’s top buyer of crude (India currently imports 750,000 barrels per day from Nigeria), look towards neighbouring Iran for its oil needs, further dipping Nigeria’s revenue stream. India buys about a third of Nigeria’s daily production while the U.S. currently buys none. Last year, U.S. financial group, Goldman Sach, predicted that the present glut (without Iran’s supply) in the market could drive prices as low as $20 per barrel. This is an indication of a possible economic problem for Nigeria as the 2016 budget was benchmarked on $38 per barrel. This could possibly increase the budget deficit of $11 billion dollars. A further drop in Nigeria’s oil export earnings is likely to drop the value of the naira below its present N305 to a dollar in the black market, a 43-year record. President Muhammadu Buhari, so far, has resisted calls to devalue or float the Nigeria by discontinuing its dual exchange rate regime that seemingly only benefits few well-connect business moguls. The official rate of the Naira is about N197 to a dollar. All attempts by the Central Bank of Nigeria, CBN, to arrest the fast plunge of the naira has so far been unsuccessful. The recent decision by the CBN to stop selling foreign currency directly to Bureau the Change operators has backfired, causing a drop in the value of the naira by almost N30. A staff of Mobil Producing Nigeria (ExxonMobil), a multinational oil and gas corporation, identified simply as James, has allegedly raped a 14-year-old girl in the Lekki area of Lagos State. James, an engineer, who is also the landlord of the house where the victim’s guardians live, gave the girl N1, 000 to pacify her after the incident and cautioned her against revealing what transpired between them, The Punch reports. On the contrary, the three-year-old daughter of the tenant, who witnessed the rape, was said to have exposed the suspect and the case was subsequently reported at the Langbasa Police Division from where the victim was taken to a medical centre in the Eti-Osa Local Government Area. According to reports, the test result According to reports, the test result showed that there was a forceful penetration, while semen was also recovered from the victim’s private parts. The Police Public Relations Officer, Dolapo Badmus, who confirmed the incident, said the suspect had been arrested and the case transferred to Zone 2 Command, Onikan. She said, “The police have arrested the man and he has been taken to Zone 2 because a petition was also sent to Zone 2 on the matter.” Meanwhile, a human rights organization, Women Association of The Good People, which reportedly took up the case, urged the authorities to give justice to the victim. The group in a statement said the incident happened last Monday while the tenant, who was the victim’s uncle, was away from home. “On Monday, January 4, 2016, Mr. James, who works with ExxonMobil and who is also a landlord of a property on the Lagos Island, raped a 14-year-old who happened to be the niece of his tenant. “He decided to visit the home of his tenant who had advised him earlier that they wouldn’t be at home. Only the 14-year-old niece and their three-year-old daughter were at home on that faithful day. “James knocked on the door of the flat and was attended to by the 14-year-old who told the landlord that her uncle and aunt were not home. He, however, insisted on entering the home of his tenant to wait for them. “The naive girl, who had only been in Lagos for three weeks, opened the door and allowed him in,” the statement added. The suspect was said to have checked round the house and realizing that the victim’s custodians were not at home, he was said to have started a conversation with the victim, asking for her name, age and other details. “James pushed the young girl on the bed and, while she tried to scream, he covered her mouth and forcefully had his way with her in the presence of the three-year-old. “In a bid to console her after the act, he gave her N1, 000 and left. “Her aunt came home and met her hysterical and inconsolable. After asking repeatedly what happened and the girl was unable to answer, the three-year-old daughter recounted the story to her mother, saying, ‘Mummy, landlord came, he pushed ‘the unidentified’ on the bed and he do like this…like this… on top of her,’ describing to her mum and innocently recreating the movements she saw,” the statement added. A medical report was said to have been obtained the following morning, which confirmed a case of rape. The woman (the victim’s aunt) was said to have reported to her husband, before the case was reported at the police station. The suspect was, however, said to be at large and did not respond to police invitation. The statement further read, “As of January 8, James failed to report to the police station at 9am as he had promised. Instead, he called the victim’s family (his tenants) repeatedly and tried to convince them to meet him. His calls prior to this were threats to evict them. “We are concerned citizens saddened by the incident, which numerous bodies are also aware of. But the suspect is yet to be apprehended,” the statement said. The Manager, Media and Communications, Mobil Producing Nigeria, Oge Udeagha, reacting to the claims against its staff, said the company was aware of the matter. An email from Udeagha reads in part, “Mobil Producing Nigeria, operator of the Nigerian National Petroleum Corporation NNPC/MPN Joint Venture, confirms that the police authorities on January 11, 2016, notified it of an alleged case of defilement brought against one of our personnel that is unrelated to his duties with the company. “MPN promptly notified the employee of the police invitation and advised he make himself available to the authorities as requested. “MPN has the highest regards for the law and has offered assurances of our full support with investigations, if required, to police authorities. The Federal government of Nigeria has stated that there is no plan to scrap the National Youth Service Corps scheme. The Minister of Youth Development and Sports, Mr. Solomon Dalong made this disclosure in Lagos on Tuesday. Dalong said the scheme had come to stay, adding that its merits outweighed its demerits. The minister said this during an inspection tour of the Lagos State NYSC orientation camp in the Iyana Ipaya area of the state on Tuesday. He stressed that the scheme had not only enhanced the socio-cultural and ethnic integration in the country but had also promoted national unity. He said, “We cannot dismiss the gains of the NYSC scheme in integrating Nigeria; I will stand firmly for the sustenance of the system, to continue in its capacity-building of Nigeria citizens because it is an indispensable aspect of diversifying our culture.” He said such graduates would be provided with a start-up capital at the end of the training, which according to him would indirectly stimulate interest in education. “Apart from the basic orientation programme, the NYSC scheme should also move into including professional and enterprising programmes to support and motivate those who would not want to embrace public services in the country. “After the mandatory one-year service, the Federal Government is planning an extension, to professionally train interested corps members in skill acquisition, enterprising and professional programmes. “Corps members with keen interest would be retained and some financial token given to them as start-up capital in furtherance of their skill. This is because due to our research, we find out that people abandon school due to uncertainty of the future. Hence, we believe this would help reduce the unemployed graduate ratio and curtail pressure on white-collar job as a means to win the war against poverty”, he further stated. Dalong expressed satisfaction over the state of the Lagos NYSC orientation camp, and thanked the Lagos State government for its support for the scheme. He said, “Nigeria did not plan to have the number of graduates in this present dispensation. If we had planned effectively, the concept of NYSC camping would have started with a permanent and effective structure. “The visionaries of the scheme did not anticipate the lifespan of the scheme after the Civil War; the implementation of the scheme was a strategy to mobilise and integrate Nigerians together, hence, the huge number of graduates each year has put much pressure on the facilities, calling for constant renovation and upgrading,” the minister said.
