The naira edged higher to about N260 to a dollar on the parallel market yesterday, compared with about N266 to a dollar it was before last week's public holidays. THISDAY findings from most of the parallel market traders at the Murtala Mohammed International Airport and other areas around Ikeja yesterday attributed this to an increase in supply of the greenback from autonomous market sources, especially from Nigerians abroad who visited the country for the yuletide. The interbank official forex market which was shut down for the yuletide is expected to be re-opened on January 4, 2016. The naira had depreciated to about N280 to the dollar about three weeks ago as a result of dollar scarcity that hit the market. The declining oil prices as well as the unwillingness of the Central Bank of Nigeria (CBN) to devalue the naira amidst constrained reserves has continued to worsen foreign exchange (forex) liquidity position of Nigerian banks, Renaissance Capital (RenCap), a financial advisory and research firm, stated. However, RenCap opined that should the forex scarcity persists in a weak oil price environment, banks' asset quality and international obligation default risks could be significant. The firm highlighted scarcity of forex for imports, complaints by correspondent banks, and maturing forex obligations as some challenges faced by banks and businesses in the country. It stated that Nigerian banks had about $3.4 billion worth of Eurobonds in issue. While the firm expressed optimism that banks would still meet coupon repayments, it, however, stressed that it was becoming increasingly difficult to source forex to service obligations. "Given the macro risks, we understand borrowing costs are now 50-200 basis points higher than three-to-six months ago, which is negative for margins, as we think the banks may be limited in their ability to pass on higher pricing to already stressed customers," it added. In addition, the report pointed out that Nigeria is dependent on imports, which Nigerian banks facilitate via the opening of letters of credit (LC). The customer typically repays these after imports are sold; the customer therefore earns naira, then approaches the banks to source forex from the CBN (or goes to the black market), with which the correspondent bank is repaid. Commercial banks in the country recently stopped the use of ATM debit and credit cards abroad, a move that had since been supported by the central bank. In his reaction to this, the CBN’s Director, Monetary Policy, Mr. Moses Tule, said the restrictions on the use of electronic payment cards abroad would likely be lifted when reserves increase to between $50 billion and $200 billion, adding that all hands must be on deck to achieve the target. He said the new policy was a healthy development for the ailing economy in spite of the attendant inconvenience to cardholders. According to Tule, foreign exchange under the condition Nigeria has found itself has become a seasonal commodity. "Seasonal in the sense that it depends on the movement of the price of oil; if oil prices are high then we build reserves, if oil prices are low then we have no reserves then we are in a crisis. But that should not be the case for an economy as big as Nigeria because we should by now have sufficiently diversified the economy to a point where developments in the oil market should no longer matter. Unfortunately, that has not been the case and that is why sometimes these kind of decisions have to be made. “Our priorities as a nation for the allocation or use of foreign exchange is one, for the settlement of matured letters of credit that have been opened for importation; two, for the importation of petroleum products until such a time either when we have our refineries fully operational and we are not in a position to import fuel again to ensure that the wheels of economic development continue turning and running; and three, for the importation of raw materials," he had explained at the weekend. Two Islamic organisations were offered $3 million by the past administration to secure their members support the re-election of ex-President Goodluck Jonathan, an official has said. Abdullahi Shuaib, the Coordinator of the Conference of Islamic Organisations, CIO, stated this on Saturday at the 22nd National Islamic Training Programme NITP, held at Odosengolu near Ijebu-Ode, Ogun State. Mr. Shuaib said the CIO and The Muslim Congress, TMC, rejected the money after they were offered under the label of “religious fund.” “It is not a secret, they came, offering us over $3 million,” he said. “We said no….It came through their proxies to us and we said no. And today we have been vindicated.” Mr. Shuaib, who is also the Executive Director/ CEO, Zakat and Sadaqat foundation, an arm of TMC, added that “it is not even part of our own culture to take bribe. We prefer to go hungry than to collect a bribe from somebody and then eat what is unlawful”. Expatiating on why the money was rejected, the official added that “because we know very well that it was bait; it was a poison and you cannot eat and dine with the devil and think the devil will not come after you. “We said clearly no. All those organisations that actually took and swallowed the bait, today, they all know what it means for them to have allowed the devil and themselves to eat and dine with the devil. Nigeria’s former National Security Adviser, Sambo Dasuki, who is currently being prosecuted for mismanagement of about $2.1 billion security funds allegedly gave over N4 billion of the money to ex-governor of Sokoto State, Attahiru Bafarawa, to distribute to Islamic organisations. Apart from Messrs. Dasuki and Bafarawa, others being prosecuted in the scandal include ex-PDP Chairman, Haliru Mohammed, and Raymond Dokpesi, the owner of Daar Communications. Mr. Shuaib condemned all those who collected the funds from the ex-NSA. “It is morally wrong, it is unethical for any organisation, either Muslim or Christian or traditionalist to have indulged in that reckless looting of treasury, the common wealth and there is no way they can exonerate themselves because they have desecrated the house of God because they symbolise the House of God and they have desecrated it and it is a sacrilege and it is wrong. “Ethically it is wrong, morally it is wrong, socially, it is wrong, economically it is wrong, legally it is wrong. And I think, we should allow the long arm of the law to catch up with them and let the law take it cause over them.” Reject Corruption At the formal opening of the programme on Saturday, the President of TMC, Luqman AbdurRaheem, listed bad governance, corruption, and godlessness as some of the factors responsible for the challenges facing Nigeria. He said the problem will remain until Nigerians imbibe positive attitudinal change in their activities. “Our change is different from the APC’s change and PDP’s transformation agenda. Rather it is more all-embracing because change in Islam is rooted in morality, piety and goodness. “‘We need Muslims with a clear change vision, a comprehensive Da’wah programme, having fixed priorities and well defined strategies to change Nigeria for the best,’’ AbdurRaheem said. On Boko Haram, Mr. AbdurRaheem said the TMC and other Islamic organisations in Southern Nigeria have used education to defeat extremism. “If you look at The Muslim Congress and other responsible Islamic organizations in the South West, you see that we have been able to give our youth proper education,” he said. “So, it is very difficult to lure Muslims in South West to some of these criminal activities because all our organizations are registered by government.” “There is need for collaboration and idea sharing, that is why we are not limiting our activities to South West. As we speak, we have established a branch in Abuja, a branch in Niger and within the last week we are also working with our brothers in Yobe State who have seen the need to associate with the responsible Islamic organization.” The cleric also made reference to the clash between the Nigerian Army and the Shiites community in Kaduna in which scores of the group’s members were killed. “We are not anti-state. Any organization that is anti-state, it means building a state within a state, and that is terrorism. We should respect military; we should respect the police, because they are there to protect lives and property. “Once you said you don’t recognize them, then you have problem. That is what happened to Shiites in Nigeria. So, you don’t indoctrinate your people. “Let them be informed, let them be educated. So that where you and government clash on ideological ground, you go to court.” “For instance, if you look at the issue of Hijab, we are court, with some other organization. But in some part of the world, they will start demonstrating, killing, causing commotion, that is terrorism. We don’t allow that in our own organization.” In his lecture on the theme of the camping programme -‘Change: The Islamic Approach’, the guest speaker, Abdulateef Sulaiman, asked Nigerians to be patient and ready to bear the consequences, pains and sacrifices resulting from positive change. Reports from Kimba village in Gur ward of Biu Local Government Area of Borno state states that Boko Haram has killed 13 people and abducting eight others. This incident occurred on Friday, Christmas Day 2015, at about 8:30 pm. The attack was said to be the sixth attacks in the area lately. “They burnt down our houses, killed our brothers and abducted our children. We are close to Sabon Gari and there are military there at Sabon Gari but they could not come to our rescue. Many people have been wounded. About 17 are currently being treated in Biu. We have lost 13 people and they took eight with them.” a resident said He stated that Boko Haram militants invaded the village in their characteristics chanting of “Allahu Akbar!” meaning “Allah is Great”. “We were about visiting one of our relatives whose son got married earlier, when we heard gun shots and thought the soldiers are the one firing, but it persisted. At that time they were just coming into the village, and before we could say what, they were already setting houses able and we began to run for our lives”. “I slept in Sabon Gari. We informed the soldiers but they did not go to the village until this morning. For now, I can confirm to you that 13 people were killed and 8 people were abducted; seven women and one boy, while 17 were wounded”. On 20 September a series of bombings occurred in Maiduguri and Monguno. The attacks followed an announcement by Shekau refuting the army’s claims of defeat. A military spokesman stated that the event showed the “high level of desperation” of Boko Haram.The Arewa Consultative Forum released a statement condemning the bombings and commending the military offensive: The ACF condemns in strong terms the continued use of suicide bombers by Boko Haram terrorists to kill innocent people in the name of a religious war, as no religion condones such cruel and barbaric act. The ACF wishes to commend the military and other security agencies for the continued onslaught on the terrorists’ enclaves and hideouts, thereby dislodging them from their strong holds. The ACF urges the military not to be deterred by the cowardly act of the Boko Haram terrorists, as their renewed effort and determination will soon end the insurgency. The ACF also appeals to the military to intensify its synergy of sharing intelligence with the community. On 21 October in Nganzai, Borno, according to a civilian vigilante, fleeing militants shot at four cars, killing the passengers, and burnt and looted the nearby village. On 23 October a suicide bombing occurred in a pre dawn attack at a mosque in Maiduguri. The National Emergency Management Agency (NEMA) put the death toll at 6, while hospital sources reported 19 deaths, and a vigilante claimed to have counted 28 corpses and two suicide bombers.On the following day four female suicide bombers claimed one victim after they were intercepted by the JTF in Maiduguri, according to a NEMA spokesman. On 27 October a military operation freed 192 children and 138 women being held captive in two camps in the Sambisa forest, and 30 militants were killed, according to a social media statement from the Defense HQ.
