The West African Examinations Council has dismissed a report that its Registrar, Dr. Iyi Uwadiae, made some disparaging remarks about the Minister of Finance, Mrs. Kemi Adeosun. The council, in a statement, on Wednesday said it found the story “embarrassing”.
Reports on Tuesday claimed that the registrar faulted the minister’s presentation during her budget defence at the National Assembly last week and so offered her “a free chance to resit her Mathematics examination.” WAEC Head, Public Affairs in Ghana, Mr. Abiodun Aduloju, said the story was aimed to cause disaffection between the council and the government of Nigeria. He added, “The publication is worrisome and embarrassing to WAEC, as the registrar did not make the statement credited to him and could not have responded as purported to an allegation in which the name of his organisation was not mentioned. “The registrar does not reside in Nigeria and has not granted a press interview or engaged in an informal chat with any Nigerian media representative or authorised anyone to speak on his behalf concerning the minister’s statement.
“Uwadiae is an experienced public personality and a seasoned diplomat, who holds sacrosanct the entrenched culture of mutual understanding and respect that exists among all operatives and representatives of the governments of the five member countries of the council.”

A Federal High Court sitting in Abuja has been asked to remove Senator Suleiman Asonya Adokwe, representing Nasarawa South Senatorial District, for allegedly presenting other people’s certificates to the Independent National Electoral Commission (INEC) for election. Adokwe assumed office as a legislator in December 2015 after the court has removed Architect Salihu Hussaini Egyegbola. Egyegbola of the All Progressives Congress (APC) was declared winner of the senatorial election by INEC, a decision Adokwe contested at the election tribunal.
He lost at the tribunal, but won at the Court of Appeal, which in a December 10, 2015 judgment voided Egyegbola’s election and ordered INEC to return Adokwe as winner of the election for the Nasarawa South Senatorial District. The plaintiff, Mohammed Abubakar Ozegya, in the suit he filed through his lawyer, Mathew Burkaa, before the Federal High Court, Abuja, stated, in a supporting affidavit, that upon Adokwe’s assumption of office, he discovered from the Form CF001 he (Adokwe) submitted to INEC, that the Senator presented certificates bearing other people’s names.
Ozegya, who claimed to be an indigene of Nasarawa State, said he discovered, in the Form CF001CF001 (affidavit in support of personal particulars of person seeking election to the office or membership of the Senate) deposed to on December 16, 2014 at the High Court of Justice, Lafia, Nasarawa State, that the 1st defendant (Adokwe) “submitted the WAEC certificate of one Adokwe Solomon and primary school certificate of Sule Adokwai, purporting same to be his.
“It is a fact in the Nasarawa South Senatorial District that the certificate of one Adokwe Solomon and Sule Adokwai presented by the 1st defendant are certainly not his certificates
“It is even more surprising that the 2nd defendant allowed the 1st defendant to use the WAEC and primary School certificates of an unknown third party to contest election in the first place. Thirteen-year-old Pelumi Fawibe, an apprentice photographer, has yet to recover from pains after his boss, Olajide Olaoye, reportedly damaged his scrotum while he was beating him with a wire for being obstinate.
Our correspondent learnt that the boy had been living with the boss for three years before the incident happened on Sunday, February 15, at his shop in Ile Epo bus stop, Badagry, Lagos.
Fawibe was said to have been admitted to the Badagry General Hospital, while the boss was arrested by the police from Area K, but was released afterwards.
Residents around Olaoye’s shop told PUNCH Metro that on Monday that the boss had consistently assaulted the boy. An eyewitness, who identified himself only as Gbade, said the extent of the injury to Fawibe’s private parts prompted people to alert the police.
He said, “The boy’s scrotum became swollen and was bleeding after he beat him up. He claimed the wire hit the boy’s private parts by accident. We invited the police who arrested him, but he had been released. He said the boy was stubborn. Is that how to discipline?” It was gathered that the man had told Fawibe to wash his clothes on that day, but the apprentice allegedly went to play with his friends and returned in the afternoon.
The action was said to have infuriated Olaoye who instructed him to kneel down and raise a piece of stone. It was learnt that the stone fell from Fawibe’s hands on the head of a boy in front of him.
The apprentice, who spoke in Yoruba, said, “I am learning photography under him (Olaoye). He is my uncle and I have been living with him for three years.
“The stone fell from my hands because I was tired. He picked a wire and started beating me until it hit me in the scrotum. The spot is still paining me. I don’t want to live with him again; I want to go back to my mother.”
However, the boss said Fawibe was notorious for coming home late, stealing and absconding from the shop. He said the injury to his private parts was accidental, adding that he would take him back to his mother soon.
“He is a very stubborn boy. His mother brought him to me three years ago. I enrolled him in a primary school and he is also my apprentice. He is in Basic 3 now whereas he ought to have finished, but he is dull. His stubbornness provoked me to beat him up. I mean well for him. He usually returned home late.
“That Sunday, I told him to wash his clothes at the shop. He left home and went somewhere else to play. He came back in the afternoon and I was angry with him. I told him to raise a stone and assigned a boy to flog him if he did not raise his hands properly. “He let the stone fall on the boy’s head and that was why I beat him up. I didn’t intend to harm his private parts. It was a mistake. I would have taken him back to his mother, but he is still receiving treatment at the hospital and I want him to recover fully,” he said. Olaoye’s brother, Seyi, said the matter had been resolved.
“That boy is too stubborn. He can make you do what you don’t intend to do. Pandemonium ensued in the Iyana Ishashi end of the Lagos-Badagry Expressway after a team of policemen engaged some tricycle and motorcycle riders in a fight over N500 “security fee”. A policeman, identified as Inspector Wahab, was said to have shot a motorcycle rider, identified as Biliaminu, aka Bouncing . Biliaminu was said to have been rushed to a private hospital in the state where he had been placed under intensive care. The four policemen, who were attached to the highway patrol team in the Idimu Police Division, reportedly surrendered themselves to the nearest police station in the area. PUNCH Metro learnt that the suspects were later transferred to the state command headquarters and had been detained. When our correspondent visited the scene, he gathered that it was not the first time that the policemen would go to the Iyana Ishashi bus stop on illegal duty. A motorcycle rider, Bidemi Ayeni, said the policemen’s greed caused the incident, which happened on Friday. He said, “The practice here is that whenever the police come to the park, we give them N500. That happens every Friday. It is called security fee. We pay them so that they will not disturb us. And we always rotate it among the three units in this park. “The three units are the motorcycle riders, the tricycle drivers and the Kelebe drivers. Kelebe is a small-sized four-wheel vehicle. “Last Friday was the turn of the Kelebe drivers to make settlement and after they had paid, the policemen said the N500 was too small for them. “One of the Kelebe drivers then came inside the park to plead with the chairman of the tricycle drivers, so that he would also pay. “Somebody abused him for not minding his business and the people there said it was not their turn to pay. The Kelebe driver went and reported to the policemen who sent him, and the officers came inside the park and assaulted the tricycle drivers’ chairman.” Some thugs in the park and followers of the chairman were said to have attacked the Kelebe driver for his role in the incident. As the policemen moved to avenge the assault of the Kelebe driver, bedlam reportedly ensued. The park boys were said to have attacked the policemen with stones and other cudgels and the police repelled the attack. The police inspector was alleged to have opened fire on the victim, who was among the chairman’s supporters. A resident, who did not identify himself, said it was like a “war film”. “There was shooting everywhere. We didn’t even know that Biliaminu had been hit by a bullet. It was after the dust had settled that we saw him in a pool of blood. “The policeman that shot him actually pursued him and when he could not catch up with him, he shot him in the back. “One of his ears was also seriously affected because he landed on an object. He was rushed to a hospital around here,” he added. A motorcycle rider, Akeem Olomowewe, said the policemen reported themselves after the deed had been done. “The Area Commander sent a team of officers to the scene and on Saturday, the Lagos State Commissioner of Police (Fatai Owoseni) sent another team to investigate what happened and talk to people in the park. “Our leaders have gone to the command headquarters today (Monday) to make their statements,” he said. A tricycle driver, who spoke on condition of anonymity, accused the policemen of extortion, adding that they paid about N10,000 every month for settlement . He said, “We pay the police and even military officers whenever they come here. “If we don’t pay the money, they could seize our means of livelihood and to get them back, you will have to pay at least N10, 000. And how much are we making from this business?” Our correspondent observed as a team of armed policemen, who came in a bus tagged ‘FSARS’, were informed of the development and asked to come back when the park leaders would be back from the meeting with the CP. “We have been asked to suspend all payments for now. Those policemen appeared to be under a spell with what happened on Friday, and they caused this, so please bear with us,” a man suspected to be one of the park leaders told the visitors. The Police Public Relations Officer, SP Dolapo Badmos, said the police were investigating the case. She said, “The report is that a team of policemen fired during an encounter with some hoodlums in the Iyana Ishashi area. “Afterwards, it was discovered that a bullet had strayed into an okada operator (motorcyclist). IT is not for nothing that Aba, the commercial city of Abia State, popularly known as Enyimba city is also referred to as the Japan of Africa. The ingenuity of its residents simply astounds. It ranges from the dexterity of the technicians who fabricate machinery parts to those who can manufacture a long list of items.
In Aba, the shoemakers at Ariaria International Market constitute one group of entrepreneurs whose activities have contributed in no small way to raise the economic profile of the city. About 39 years ago, the shoe and allied products entrepreneurs began forming clusters in Ariaria after Ekeoha market was razed by fire in 1977. The government consequently relocated the market to its present location.
Between 1980 and the 90s, when the shoe manufacturing business reached its peak, it had over 80,000 workers operating under nine clusters located in the following places: Imo Avenue, Shoe Plaza (where men’s shoes are produced), Bakassi (Umueghilegbu) Industrial Market, Old Site, and then you have the bag, belt, suitcase and powerline clusters. The last cluster that was formed was the one known as ‘Chief’ which has 10,000 members. In fact, these men, and indeed a growing number of women, who populate the powerline cluster, which goes by the official name, Powerline Shoe Manufacturers’ Association of Nigeria (POSMAN), churn out about 300,000 pairs of various types of shoes every week, as Sunday Sun learnt from Hon. Goodluck Joseph Nmeri, president of the association.
From Ariaria, the products are distributed across Nigeria, Cameroon, Gabon, Togo, Benin Republic, Ivory Coast, Equatorial Guinea and some parts of South Africa. In fact, Cameroonian markets receive the highest number of 144,000 pairs of shoes every week.
The interesting thing is that the shoes are of very good quality. Nmeri explains it this way: “Our own shoes last up to three years if you are talking about quality. Any shoe purchased here in Powerline, we will give you a guarantee of two and half years or three years depending on usage. But if you buy a normal coupled shoe here in Powerline, we will give a guarantee of three years, unlike China shoes which last for about six months.”
[b]Despite this assurance on quality, shoe manufacturers in Ariaria, Aba still find it difficult to label their products “Made in Nigeria.” What is the reason? Nmeri was prodded. And here’s his response:
“In the early ‘80s through the middle 90’s, we were doing well and proudly labelling our products ‘Made in Aba.’ By then people were coming from various African countries such as Gabon, Togo, Benin Republic, Ivory Coast, Equatorial Guinea and some parts of South Africa (they are our major customers), to place orders for our products. After finishing the shoes, we would send the goods to them by waybill.
“So, we were doing absolutely well until Nigeria signed a bilateral trade agreement with China. It was a very unwise thing to do. You see, Chinese businesses were producing what we produce, but it was substandard and cheaper.
“Chinese were using machines, modern technologies and cheap stable power supply to produce shoes. Soon they started flooding Nigeria with their substandard shoes which were also flashy. Nigerian women rushed for them and abandoned our own because we normally use leather and synthetic leather to produce footwear that last longer than the Chinese products. In China, they use lining to produce their shoes and that’s why the last only for three months.
It was when that agreement was signed that we started having problems here in terms of sales. If you go into the market today, you will see China-made shoes everywhere in the market where our products are supposed to dominate; that is the number one challenge we have.”
He explains further: “Initially, as I said earlier, in the early 80s, we were labelling our products as “Made-in-Aba” because we had no challenge then. When the Chinese flooded our markets with their shoes, we found it very difficult to sell and sustain our families. To be able to sell our products then, we were compelled by the attitude of Nigerians to label our products “Made-in-China” because our customers believed that the Chinese shoes were superior. Some of our people also took it further and labeled their products “Made-in-Italy,” so that they could get patronage. So we copied the labels, logos and other symbols of the imported Chinese products. Our products looked exactly like the Chinese shoes and when mixed with them, the customers could not differentiate the Chinese shoes from the ones we made in Aba.
“Indeed it was because of hunger that we did it. At that time, you could make 20 pairs of shoes in one day and it would take you one week to sell them unlike in the past when we could produce and sell 200 pairs within three days. Moreover, we were producing according to specified orders placed by our customers; therefore, we didn’t need to make different samples, but just to finish the shoes as ordered and freight to the customer. That was why we changed from branding them as ‘Made-in-Aba’ to ‘Made-in-Italy’ and ‘Made-in-China.’ and it would take you one week to sell
The cheery news is that shoe manufacturers in Aba have now realized that though their action enabled them to earn some income and sustain operations, what they did was not good for either the Aba shoe industry particularly or Nigeria at large. To reverse this, the leadership of the various clusters have resolved to restore the pride of their craftsmen in shoe design and production by stamping their products “Made-in-Aba.” Nmeri explains: “The present government in Abia State promised to look into the plight of shoe makers in Aba; because of this, we have directed our members to brand their products ‘Made in Aba’ and they have started doing that. To support us in this regard, we want the Federal Government through the Ministry of Trade and Investment, the Central Bank of Nigeria and the Bank of Industry to help us create special intervention under the MSME Fund. This will help us so much as we will be able to acquire better machines at affordable cost and also secure long term repayment plan. The government should also try to provide stable power to Aba. What gives China an edge over us is stable, cheap power supply, cheap labour and modern production technology. Our people are gifted and very enterprising. We can make substantial contribution to the Gross Domestic Product of the country earns and foreign exchange from export of shoes made by our indigenous enterprises. Please help us take this message to President Muhammadu Buhari.” So, when next you are buying shoes, endeavour to look out for the ones stamped ‘Made-in-Aba’ because they have been confirmed to be more durable and in most cases cheaper than the foreign ones.

Governor Ayodele Fayose of Ekiti State has charged Nigerians to prevail on President Muhammadu Buhari to purge himself “of the blood and water of dictatorship flowing in his veins”.
He stressed that the Federal Government’s attempt to secretly try the leader of the Indigenous Peoples of Biafra, IPOB, Nnamdi Kanu, by using mask-wearing prosecution witnesses is a mockery of democracy.
The Governor, in a release issued on Saturday by his spokesman, Lere Olayinka, said “it is shameful that the Federal Government could approach the court for witnesses in a criminal matter it is prosecuting to wear mask and be seen through screen.”
He added that even the prosecuting counsel, who filed the application, should be ashamed of themselves for allowing themselves to be used as tools to subvert democracy.
According to the statement, “They want Kanu tried secretly. They also want the former National Security Adviser (NSA), Col Sambo Dasuki (rtd) tried secretly. What are they afraid of?
“How can the Federal Government asked the court to allow ‘ojuju calabar’ (masquerade) as prosecution witnesses when we are not under military rule?
“How would such witnesses be cross-examined by defence lawyers and can their real identity be ascertained?
“Should anyone make allegations that he cannot be bold enough to defend in the law court? Why are the witnesses afraid to testify in an open court if truly they are witnesses of truth?
“Clearly, this is mockery of democracy and the rule of law and Nigerians should know that it is their duty to purge President Buhari of dictatorship,” Fayose stated.
While applauding the judiciary for rising in the defence of democracy by saying no to the anti-democratic plot of using masquerade as witnesses, he said; “As it is now, only the judiciary can save Nigeria from the full-blown dictatorship that this Buhari-led APC government has become.

A Federal High Court in Lagos has dismissed a fundamental rights enforcement suit filed by a former Minister of Aviation, Stella Oduah, against the Attorney General of the Federation and three others.
Justice Okon Abang, who dismissed Oduah’s suit for want of jurisdiction today, ordered her to pay a cost of N15,000 to the AGF. Oduah had filed the suit in August last year praying the court to restrain agencies of the Federal Government from questioning or prosecuting her over the purchase of two armoured BMW vehicles at a cost of N255m by the Nigerian Civil Aviation Authority under her watch as the Aviation Minister in 2013.
In her suit, Oduah claimed to have already been probed and exonerated by the House of Representatives Committee on Aviation and the Economic and Financial Crimes Commission and urged Justice Abang to declare that any further probe would amount to violating her fundamental rights.
The respondents in the suit were the AGF, the EFCC, the Independent Corrupt Practices and other related offences Commission and the Inspector General of Police. Oduah alleged that the ruling All Progressives Congress intended to use the respondents to persecute her, being a prominent member of the opposition Peoples Democratic Party.
She claimed that the Federal Government had perfected plans to try prominent members of the PDP on trump up charges in a special Lagos State High Court, so as to turn the country into a one-party state. She begged the court to restrain the respondents from unleashing repression against her. But the EFCC denied doing the bidding of the APC, claiming that it was independent. It furnished the court with a petition dated October 18, 2013 written by a lawyer from the chambers of Mr. Femi Falana (SAN), calling for Oduah’s investigation.
The EFCC disclosed that the said petition was captioned, ‘Request for Investigation of Economic and Financial Crimes of the sum of N255m by Aviation Minister, Ms. Stella Oduah’. The EFCC urged the court to dismiss Oduah’s suit. But in his judgment, Justice Abang dismissed the EFCC’s objection for not complying with Order 8 Rule 1 of the Fundamental Rights Enforcement Procedure. “The EFCC did not file any opposition in line with the law,” Justice Abang held. The judge, however, upheld the preliminary objection filed by the AGF, who challenged the jurisdiction of the Federal High Court in Lagos to entertain Oduah’s suit. Counsel for the AGF, T.A. Gazali, had contended that since the rights violation that Oduah alleged did not happen in Lagos, it would be a violation of Section 46(1) of the constitution and Order 2 Rule 1 of the Fundamental Rights Enforcement Procedure to entertain the case in Lagos.
“From the whole of the applicant’s averments, there is nowhere she mentioned that her right was or is being breached by the respondents within the territorial space called Lagos. “There is nothing to show that the applicant was invited, arrested or detained in Lagos by any of the respondents in the suit. “The Federal High Court sitting in Lagos cannot assume jurisdiction to entertain alleged breach of fundamental rights that did not take place in Lagos State,” Gazali had argued. Justice Abang upheld Gazali’s argument and dismissed Oduah’s case. Chukwueze also revealed the reasons behind his decision to move to Arsenal. He added: "Arsenal as you well know are a very good club and it will be good for my career since I will be able to learn many new things. "I like Arsenal because they are a club who give young players the opportunity to showcase their talents and I believe I would be given the chance to play too." Chukwueze and Nwakali caught the eye as part of Nigeria's Under-17 World Cup-winning side in Chile in 2015. Both players will not be eligible to sign professional contracts with the Gunners until their 18th birthdays.

Operatives of the Economic and Financial Crimes Commission, EFCC, have arrested former Director of Military Intelligence, Major General Wiwa.
His arrest was in continuation of investigations into the disbursement of the $2.1 billion arms fund by the former National Security Adviser, Sambo Dasuki.
General Wiwa, younger brother to late Ken Saro-Wiwa, the late Ogoni rights activist, who was executed by the Abacha’s government in connection with the Ogoni crises of the 1990’s, was the Deputy Commandant at the Armed Forces Resettlement Centre, Oshodi, before his arrest.
Security sources informed Vanguard that the senior officer, who is at the moment being detained at one of the major military barracks in Abuja, might have been arrested because of the sensitive positions he held.
General Wiwa was at several times, Military Assistant to late General Owoye Azazi when he served as Chief of Defence Staff. He was Principal Staff Officer, PGSO, at the office of the National Security Adviser when Azazi served as NSA. He continued in the position as PGSO when Col Sambo Dasuki was NSA and was later appointed Director of Military Intelligence when Lt. General Azubuike Ihejirika became the Chief of Army staff.
A statement signed by Col Sani Usman, Acting Director, Army Public Relations, had said: “The Nigerian Army wishes to inform the public that 12 Army officers have been sent to the Economic and Financial Crime Commission (EFCC), for investigation.

Nigerian Air Force has categorically denied reports that the NAF had located the position of the Chibok girls. It said the report was not exactly true as what it said was a possible location and not the specific location as reported in the media.
