Bristol The day Bristol woke up to a new statue City responds to guerrilla installation of sculpture inspired by the day the Colston statue fell Marc Quinn’s BLM statue divides art world Archie Bland Wed 15 Jul 2020 14.57 EDT Last modified on Wed 15 Jul 2020 16.20 EDT When Bristol went to bed on Tuesday night, the question was theoretical: what should replace the toppled statue of the slave trader Edward Colston? When it woke up, the answer was concrete – or, at least, resin and steel. Just before 5am, a team directed by the artist Marc Quinn had swiftly and almost silently installed a sculpture of a Black Lives Matter activist, Jen Reid, and driven away. Shortly after the vehicles left, a gaggle of photographers surrounded Reid, who stood with her fist in the air, echoing the picture from the day Colston fell that had inspired the piece. “It’s just incredible,” she said of the artwork that felt like an ambush. “That’s pretty fucking ballsy, that it is.” But in offering an answer to one problem, Quinn and Reid presented Bristol’s mayor, Marvin Rees, with another one. The installation of the new statue, unsanctioned by the council, was not how the Colston conundrum was supposed to be resolved, Rees told the local community radio station BCfm a couple of hours later. “The subject matter is powerful, a local voice, a remarkable woman being represented,” he said. “All that is fantastic. But Bristol is a very delicately balanced city. A fractured city. So the process is really important, and this hasn’t really worked with the process.” Despite Rees’s reservations, the statue of Reid – titled “A Surge of Power (Jen Reid) 2020” – now had the same advantage that the Colston one had held for more than a century: it was there. “It almost feels like it’s been there forever,” said Quinn. “It gets under the skin before you understand what it is.” And, as the Colston case proved, the criteria for taking down a public sculpture turn out to be very different to those for putting it up. Reid, a Bristolian, said it had been difficult to keep the secret from friends and family. “When friends say ‘I’ll see you later’, I think … yeah, you will!” Her daughter Leila, Gazing up at her mother’s avatar a little later, shook her head and laughed. “It is incredible seeing it,” she said. “It’s surreal. From the kneecap to the shape of her hands - it’s just her.” She said the statue was the right answer to the Colston problem, at least for now. “She’s proud to represent a movement, and if there’s a better way to do that, I can’t think of it.” The police quickly concluded that no crime had been committed and the statue’s future was a matter for the council. The only official figure in sight was the driver of a road sweeper, who stopped to take a picture before continuing with his shift. Meanwhile, double-taking passersby and those who had heard the news stopped and stared throughout the day. “It’s beautiful, and it’s really powerful,” said Shani Ackford, a speech therapist, who had come to see it with her young son. “It’s the right thing to represent how it came down.” Sanna Bertilsson stopped on her bike to get a picture “before they take it down”. Others were much less convinced, voicing concerns that a work by an established white artist had occupied a space created by black activism. Rees noted that Quinn was a “London-based artist”. Quinn said it was Reid who had “created the sculpture when she stood on the plinth and raised her arm in the air”, and that his role had simply been to “crystallise it”. Thomas J Price, who has been commissioned to create a sculpture dedicated to the Windrush generation, said he understood the “initial positive reactions” but called it a “votive statue to appropriation”. Reid, for her part, took the opposite view, though she also expressed her sympathy for Rees. “It’s a demonstrable commitment to the cause of Black Lives Matter in that it shows active allyship,” she said. “Isn’t this what we need? Allies?” Whatever the answer to that question, the council had a more immediate concern about safety. It sent a structural engineer to assess the installation, and was waiting for their report on Wednesday evening. Quinn and his team said they had gone through exactly the same safety assessment that they would have done on a commissioned piece. The artist said it was “not a permanent artwork”, but it had been placed in such a way that it would be “extremely difficult to move”. All the same, by the afternoon Rees had declared that the statue “will have to be removed”. In the long term, the decision on Colston’s successor will reflect the conclusions of a specially appointed history commission – and, Rees was at pains to say, aim to accommodate even the “people do not get what they want”, so that they know “they live in a city that is their one and respects them.” Allyship or stunt? As to what kind of question Bristol will wake up to on Thursday, no one could say. “Once you make an artwork, you have no control over it any more,” Quinn said. “I would encourage all artists to take the public realm into their hands, and do things to activate it. The Interim Management Committee (IMC) of the NDDC, led by the Managing Director, Daniel Pondei, had appeared before the National Assembly joint committee on Niger Delta Affairs to defend the agency’s 2019 budget performance and the proposals for 2020. The Senate had in March, approved N346.3 billion as the 2019 budget for the commission, against the N409 billion proposed by President Muhammadu Buhari. The 2019 budget expired in May. The panel led by Peter Nwaoboshi ( PDP Delta North), queried the IMC over an alleged N143 billion ‘missing’ from the 2019 budget of the commission. Mr Pondei had in his presentation before the committee, stated that the commission received N305.5 billion as revenue in 2019 and spent N122 billion. He said the commission is now left with a balance of N183.2 billion. “In compliance with the provision of the 2019 Appropriation Act, we implemented the 2019 capital budget till May 31. “On the expenditure side, 2019 budget implementation was hindered by the delay in its approval and release coupled with the COVID- 19 global pandemic. Only recurrent expenditure which runs from January 1st – December 31st 2019 was implemented substantially. ” The chairman of the house committee on NDDC, Olubunmi Tunji-Ojo, however, faulted the 2019 budget report of the commission. He disclosed that the report submitted to the joint committee only revealed a balance of N40 billion. He also queried the MD on discrepancies observed in the 2019 budget report presentation. “What you have here (expenditure) is N122 billion. From what you said, you received N305,570,683,529.87. If you received N305 billion and you spent N122 billion, what you are telling us now is that the available fund, available to the commission as we speak now will be N183,315,748,214.58. “Would that be available to be brought forward? What I’m saying is just a simple basic accounting question. You said you generated N305 billion. It is just a yes or no question.” This time, the NDDC boss said “the expenditure is actually N264 billion.” Back and forth After a few verbal exchanges between the panel and Mr Pondei in a futile attempt to reconcile the figures, Mr Pondei requested for the withdrawal of 2019 budget details in order to address the issue of discrepancies of N143 billion raised by the lawmaker with his team. The request angered other members of the committee who were later pacified by the committee chairman. Mr Nwaboshi, in yielding to the request of NDDC boss, adjourned the budget presentation till next week Tuesday. The ‘missing’ N143 billion is one of the many discrepancies found in the agency’s records. The parliament is currently investigating the alleged misappropriation of N40 billion and other financial recklessness in the commission. Ten years later work continues to better understand influenza, prevent disease, and prepare for the next pandemic. Summary of Progress since 2009 Ten Years of Gains: A Look Back at Progress Since the 2009 H1N1 Pandemic The 2009 H1N1 Pandemic: A New Flu Virus Emerges The (H1N1)pdm09 virus was very different from H1N1 viruses that were circulating at the time of the pandemic. Few young people had any existing immunity (as detected by antibody response) to the (H1N1)pdm09 virus, but nearly one-third of people over 60 years old had antibodies against this virus, likely from exposure to an older H1N1 virus earlier in their lives. Since the (H1N1)pdm09 virus was very different from circulating H1N1 viruses, vaccination with seasonal flu vaccines offered little cross-protection against (H1N1)pdm09 virus infection. While a monovalent (H1N1)pdm09 vaccine was produced, it was not available in large quantities until late November—after the peak of illness during the second wave had come and gone in the United States. From April 12, 2009 to April 10, 2010, CDC estimated there were 60.8 million cases (range: 43.3-89.3 million), 274,304 hospitalizations (range: 195,086-402,719), and 12,469 deaths (range: 8868-18,306) in the United States due to the (H1N1)pdm09 virus. Additionally, CDC estimated that 151,700-575,400 people worldwide died from (H1N1)pdm09 virus infection during the first year the virus circulated.** Globally, 80 percent of (H1N1)pdm09 virus-related deaths were estimated to have occurred in people younger than 65 years of age. This differs greatly from typical seasonal influenza epidemics, during which about 70 percent to 90 percent of deaths are estimated to occur in people 65 years and older. Though the 2009 flu pandemic primarily affected children and young and middle-aged adults, the impact of the (H1N1)pdm09 virus on the global population during the first year was less severe than that of previous pandemics. Estimates of pandemic influenza mortality ranged from 0.03 percent of the world’s population during the 1968 H3N2 pandemic to 1 percent to 3 percent of the world’s population during the 1918 H1N1 pandemic. It is estimated that 0.001 percent to 0.007 percent of the world’s population died of respiratory complications associated with (H1N1)pdm09 virus infection during the first 12 months the virus circulated. The United States mounted a complex, multi-faceted and long-term response to the pandemic, summarized in The 2009 H1N1 Pandemic: Summary Highlights, April 2009-April 2010. On August 10, 2010, WHO declared an end to the global 2009 H1N1 influenza pandemic. However, (H1N1)pdm09 virus continues to circulate as a seasonal flu virus, and cause illness, hospitalization, and deaths worldwide every year. |

Daily cases fell as low as single digits after Israel took action in March, but cases started surging again after activity was allowed to restart in May. Confirmed cases reached new daily highs in July. Israel has reported 40,632 confirmed cases and 365 deaths, according to data compiled by the Johns Hopkins University. The Israeli government made “very serious mistakes” after initially containing the coronavirus outbreak, and “tremendous damage” is being done to the economy, a political analyst told CNBC as cases in the country continue to climb rapidly. Just weeks after restrictions were mostly lifted in late May, new infections have led authorities to reimpose measures including closing gyms, clubs and event halls. Certain parts of the country were also designated as “restricted areas,” where business activity will be limited. “It is hard not to conclude that (Prime Minister Benjamin Netanyahu) ... let himself get distracted,” said Joel Rosenberg, an Israeli-American political analyst and author. ″Rather than staying laser-focused on managing the public health situation and the reopening of the economy, Netanyahu was ... planning for the annexation of large portions of the West Bank,” he told CNBC over the weekend. “As a result, the pandemic is surging again and this is causing tremendous damage to the economy, and to the millions of Israelis who are out of work and struggling to make ends meet,” Rosenberg said. Gantz added that he informed Netanyahu that “beyond supporting the immediate assistance program,” his party would also “insist upon a much broader policy aimed at promoting growth going forward.” “A solution for a mere three months will not suffice,” he said. Gantz, who is from Israel’s Blue and White party, formed a unity government with Netanyahu in March, putting an end to the political deadlock that triggered three elections in less than a year. The agreement will see Gantz taking over as premier after 18 months. ‘Quick change’ in policy Experts said Israel’s haste to reopen the economy may have led to the spike in cases. “Israel was unusual in its quick change in policy, without proper evaluation of the impact of loosening the restrictions. A clear example is allowing social events such as mass weddings,” said Professor Hagai Levine, an epidemiologist at the Hebrew University-Hadassah. Siegal Sadetzki, the country’s public health director, resigned last week, saying Israel had “lost its bearings” in handling the pandemic, according to a Reuters translation of her Facebook statement made in Hebrew. “The achievements in dealing with the first wave (of infections) were canceled out by the broad and swift opening of the economy” that outpaced many other countries, she wrote. Netanyahu is beginning to pay a political price for getting his eye off the ball. Joel Rosenberg POLITICAL ANALYST Levine told CNBC that public health services were not strengthened, and the ability to conduct “timely epidemiological investigation” and take proper measures was “harmed.” However, he also acknowledged that Israel increased its lab testing capacity and changed its definition to include testing of asymptomatic contacts. That means the situation is “bad, but not as bad as it seems” based on the daily diagnosed cases, he said. Moving forward, Levine said it seems that trust in the government has gone down, and the leaders need to regain that through transparent, open discussion with the public and “by acting professional and giving more weight to public health experts and epidemiologists” instead of “military generals or physicists.” Political analyst Rosenberg said he has “no doubt” that the government can contain the pandemic and “successfully reboot the economy,” including the tourism sector.
