Nigeria, a country whose problem emerge from cultural diversity, nd to widen the sour it has been ascertained that federalism cannot thrive in a multi-ethnic society, for absolute democracy to be achieved the state need to be culturally monolithic, the problem of ethnicity which has lead to self centeredness of political gerrymandering tribalism and tribal war which gives rise to a fragmented state so these affect the state advancement as material culture which is technology and science which is a function of culture.
