Who Refuse to Pay Tax for Country's Development, on Arrival --- Abroad's Leader

In response to Ghana’s President, His Excellency John Mahama's, statement that his "Government is determined to expand the Tax net in Ghana, in order to rake in more revenue for Infrastructural Development", the leader of Ghanaians Abroad Coalition (GAC), "Osagyefo Dr" Kwame Appiah Boateng, popularly known by Ghanaians Around the World as "Kwame Mayor", has publicly appealed to Parliament to pass "Compulsory Ghanaians Abroad Tax", to increase revenue for the Country's development.

It would be recalled that the International Politician, "Kwame Mayor", in his published Diasporian News Bulletin of 7 December 2006, on Ghanaweb.Com, proposed Jail terms for Ghanaians living Abroad who refuse to pay Tax for Ghana's Development.

"Every Ghanaian, Ghanaian-American, or Indigenous Ghanaian Dual Citizens who arrive at Kotoka International Airport, or enter Ghana through any Border, should show proof of paying at least $1.00, $5.00, $10.00, $25.00, $ 50.00, or $100.00, etc, etc, Compulsory (Annual) "Ghanaians Abroad Tax" to Ghana's Internal Revenue Service, for the Development of Ghana, Our Motherland) --- else, face Jail term if found guilty in a Court of Law, or Diasporian Tribunal, upon arrival, and [if] they (Ghanaians living abroad) don't want to come to Ghana just because they don't want to pay Diasporian Tax for Mother Ghana's Development, they should be (extradicted to Ghana) to face trial for failing to pay Compulsory Ghanaians Abroad Tax for the Nation's Development, said the Pro-American and Patriotic Politician, who has publicly informed Ghanaians around the World that he would run for President of Ghana in 2016.

On December 02, 2006, the Great Politician publicly submitted his Private Bill to Ghana's Parliament Electronically.

The 2006 Ghanaweb's Diasporian news about the Politician's "Ghanaians Abroad Tax Bill" reads as follows :

"Kwame "Mayor” Appiah Boateng, the 2004 CPP Parliamentary Candidate for Nhyiaeso Constituency in Kumasi, Ashanti Region, has proposed jail terms for citizens who refuse to pay his proposed tax.

“The Ghanaians Abroad Private Tax Bill seeks fines and penalties against any Ghanaian or Dual Citizen living abroad who fail or refuses to pay and in extreme cases, liens would be levied against properties of defaulters and possible jail term imposed on Ghanaians living abroad who knowingly and willingly refuse to pay their tax obligation to Ghana - upon their return to the Motherland”, he said.

The ("COMPULSORY GHANAIANS ABROAD INCOME TAX"wink, a flat tax of $10/year or a progressive tax of $10, $50, $100.00 or more a year, based on one's income, is to be used for Ghana's development efforts under strict accountability measures.

The Private Bill was publicly submitted to parliament electronically on December 02, 2006 (via) e-mail with copies to the parliamentary clerk, the Speaker of Parliament; Majority and Minority leaders.”

According to Mr. Appiah, "GAC will in the future, when the Private Tax Bill is passed, purchase advertising space in leading Ghanaian News Media […] and publish the names of Ghanaians Abroad who fail or [refuse] to pay the "Ghanaians Abroad Tax"”, Appiah said.

“My organization is ready and willing to work with the Leaders of all Ghanaian Associations and Cultural associations around the World and Ghanaian Pastors, Imams or Rabbis, etc to collect "Ghanaians Abroad Taxes for Motherland Ghana" in a formula whereby these organizations will keep 25 % for their services in collecting the tax to be used for the benefit of their members and 70 % to Ghana's Internal Revenue Service and 5 % to be donated to "Ghanaians Abroad PENSION FUND in Ghana - for the benefit of Ghanaians or Dual Citizens who decide to retire someday in Ghana", he continued".

"The former Ghanaian-American Los Angeles Mayoral is also pleading with developed or advanced Nations such as the United States of America, Britain, Germany, Canada and France, etc, where many Ghanaians live and work to grant them and other African immigrants a "BRAIN DRAIN TAX RELIEF” to be used as their tax contributions to their Native Countries towards "SELF HELP DEVELOPMENT" efforts".

"He is also “pleading with the United States' Congress and Internal Revenue Service to embark on a BOLD EXPERIMENT to grant Ghanaian and Ghanaian-American workers (as well as other African Nationals in USA) a percentage ("BRAIN DRAIN TAX WRITE OFFS"wink to reduce their tax burden in USA (and that such a "percentage tax write off" could be collected and forwarded [directly] to Ghana's Internal Revenue Service to be credited into the Individual's account under an arrangement whereby the U.S. Internal Revenue Service will charge an Administrative Fee for collecting the Tax Obligation on behalf of Ghana, other African and International Countries “.

" In addition, he is pleading with the United States' Congress and the its IRS to allow "Our White American Brothers and Sisters" --- as Individuals; Businesses and Corporations to voluntarily pay "Slavery Compensation Tax", as a Percentage TAX WRITE-OFF, to compensate Descendants of Slavery and African Countries which suffered ["Crime Against Humanity !!!"] --- with due apology to British Prime Minister, Tony Blair.

"Once again, I put it to you all, that every Ghanaian, Ghanaian-American, or Indigenous Ghanaian Dual Citizens who arrive at Kotoka International Airport, or enter Ghana through any Border, should show proof of paying at least $1.00, $5.00, $10.00, $25.00, $ 50.00, or $100.00, etc, etc, Compulsory (Annual) "Ghanaians Abroad Tax" to Ghana's Internal Revenue Service, for the Development of Ghana, Our Motherland) --- else, face Jail term [if] found guilty in a Court of Law, or Diasporian Tribunal, upon arrival, and [if] they (Ghanaians living abroad) don't want to come to Ghana just because they don't want to pay Diasporian Tax for Mother Ghana's Development, they should be (extradicted to Ghana) to face trial for failing to pay Compulsory Ghanaians Abroad Tax for the Nation's Development, said the Pro-American, and Patriotic Politician, who has publicly informed Ghanaians around the World that he would definately run for President of Ghana in 2016, and needs support from all Ghanaians, and "Friends of Ghana", to eradicate Corruption from Ghana, and from the surface of the Earth.
