Usually the dignitary is received by the minister of state for foreign affairs (equivalent of the chinese assistant foreign minister), the foreign affairs minister or the vice president (Obama was received by the vice president). However, Obasanjo once sent the permanent secretary in the foreign affairs ministry to receive a head of state.

But it doesn't really matter. I'm sure Goodluck Jonathan will inspect the guard of honour, receive the national salute and 21 gun salute and see the chinese president at the Great Hall of The People.
