Avatar means re incarnate. The light spirit Rava made that possible. In season 2 finally Korra became upset because Unavatu had separated her and Rava, had she not been reunited with Rava she would have been the last avatar. Thankfully Korra and Rava merged again and even though Korra has lost connection to past lives she can create a new lineage.
