I was watching Jerry Springer show this morning,and I saw a woman publicly propose marriage to a man,but the man declined. I was surprised,because I haven't heard,or seen nothing like that for once.

Now,is it possible for a woman to propose marriage to man,and what are the condition that can make a woman propose marriage,cos I see that should be done by a man.

Maybe,am naïve in that aspect,cos if a woman does that to me,I will see her as a desperado.
