And what do you say of Bayelsa? With little population, since Democracy in 1999 they've been earning Billions per month yet Bayelsa, a state that should be one of Nigeria's most developed state alongside Lagos, Abuja, Rivers, Akwa Ibom and Delta is a state never heard of. No transformation in education, infrastructure, job creation, transport, absolutely nothing!
Is there transformation in corruption and embezzlement? If yes, then bayelsa state governor is working?

Dickson is a failure. People call Abia state Governor Theodore Orji a fool and forget a richer state Bayelsa where nothing good happen in.

Lagos N168 billion,
Kano N140 billion,
Katsina N103 billion,
Oyo N100 billion,
Kaduna N 97 billion
Borno N94 billion.

I think it is a political gimmick to try and place Delta above Rivers. While Rivers collects a whopping N20 billion naira above Delta

I guess you were in a hurry to discredit the information here. According to your source, the amount of allocation listed were the total amount collected through out the year 2013. It is not for a month. We are talking about September, 2014 allocation and you provided us with total allocation received for Year 2013. So, you see there is no political gimmick anywhere.
