President Muhammadu Buhari, who spoke briefly on Wednesday with Sky News’ Diplomatic Editor, Dominic Waghorn, after he delivered his keynote address at the Commonwealth event, agreed with the British Prime Minister, David Cameron, that Nigeria is a “fantastically corrupt” country.

President Buhari made the admittance to Sky News’ Diplomatic Editor, Dominic Waghorn in London.
In the 29 seconds chat minutes monitored by our correspondent, Waghorn had pressed president Buhari to know whether Nigeria Nigeria was “fantastically corrupt”, surprisingly, the president admitted.

Buhari: “No I’m not.”

But according the Correspondent, Senators Chukwuka Utazi, chairman, senate committee on anti-corruption and financial crimes and Dino Melaye were not happy with Cameron’s comment on Nigeria.

For Utazi, “I am taken aback. I am not happy about it,” while for Melaye, it was “reckless” and “demeaning”.

Revealed: How Buhari Budgeted N39 billion for Propaganda

In a bid to launder his already battered image, President Muhammadu Buhari has allocated a whooping sum of N39 billion in the 2016 budget to the Ministry of Information and Culture, a sum higher than the paltry N29 billion allocated to the Ministry of Agriculture.

This is a direct inverse of the 2015 budget, where Former President Goodluck Jonathan allocated the sum of N23 billion to Ministry of Information and N39 billion to the Agricultural Ministry.

The meager allocation to the Agricultural ministry has left political stakeholders wondering if the present administration aims at diversifying the economy or thriving on propaganda.

Buhari had in August, 2015 stated that Nigerians must stop paying mere lip service to agriculture, as crude oil and gas exports will no longer be sufficient as the country’s major revenue earner.

“It’s time to go back to the land. We must face the reality that the petroleum we had depended on for so long will no longer suffice. We campaigned heavily on agriculture, and we are ready to assist as many want to go into agricultural ventures,’’ Buhari stated.

However investigations by Post Nigeria revealed that Buhari’s words did not match his action following the lean budgetary provision for Agriculture.

The Federal Government has so far recovered a whopping N3.4 trillion in cash and assets from looters in the country, the Minister of Transportation, Mr Rotimi Amaechi has said.

Amaechi also said that the federal government discovered N115 billion looted cash and assets in the United States, United Arab Emirates and United Kingdom.

The Minister made those disclosures in the United Kingdom while speaking at the 34th Cambridge University International Symposium on Economic Crime yesterday.

“Our president has stopped at nothing to demonstrate that whosoever is caught in corruption related crimes will not be spared. In his days as military Head of State and through other positions he has held in public life, he has upheld a life of integrity. He is a typical example of how a leader can inspire committed followership through the force of example,” Amaechi stated.

“As someone who has been in active politics for more than 30 years, I have learnt that many well-intended reforms are possible only if the leader can offer the requisite leadership and muster the right political will.

Amaechi continued, “In my country, since our President, Muhammadu Buhari, was elected, he did not leave anyone in doubt that the fight against corruption will not only be taken seriously, but will form a cardinal plank of his policy direction.”

He said further, “So far, he has made several pronouncements that set the tone of his commitment to strengthening anti-corruption agencies to go after anyone who has questions to answer.”

“The president’s resolve was enough signal to all of us, members of his cabinet and the citizenry, that an end has come for the old ways of doing things. Currently, many people who have been indicted in one form of corrupt practice or another are being prosecuted in our courts. That, I believe is the way to show leadership and take responsibility.”

“Another important factor is what I refer to as the force of example. There is very little any leader can achieve if he talks the right political talk without offering personal examples.

In these days of internet and social media revolution, citizens often spend time to scrutinize the reputation and activities of any leader to find out if they are consistent with what he or she stands for in the media. Essentially leaders must practice what they preach if they expect to be taken seriously both by those within their organisations, state or country or outside,” he added.

“They should be held accountable. Leadership is expected to do three simple things, perhaps four: upholding the primacy of leadership and political will, insisting on the force of example, enforcing the urgency of incentives and the necessity of sanctions and finally by leveraging on the power of partnership,” he said.

The Minister of Youths and Sports, Mr. Solomon Dalung, on Thursday said the Federal Government did not expect the Super Falcons to win the just-concluded CAF African Women Cup of Nations in Cameroon.

He said that was why the government was currently facing difficulties in paying the players’ entitlements.

Dalung spoke with State House correspondents at the Presidential Villa, Abuja amidst continued protests by members of the victorious Falcons over their unpaid allowances.

The players had seized the trophy they won at the competition and said they would hold on to the trophy until the authorities concerned offset the N238.05m accumulated bonuses which they are being owed.

They had threatened that if President Muhammadu Buhari refused to address their grievances at the Federal Executive Council’s meeting on Wednesday, they would embark on protest on the streets of Abuja.

But the minister said the situation could have been avoided if the Nigerian Football Federation had envisaged that the team would win and put in place the process of paying their entitlements.

He said, “Don’t forget that nobody even knew the team will emerge victorious.

“If we were confident they will emerge victorious, all the federation would have done is to plan for process of participation and entitlement.

“It is already established in sports tradition, when you win this is what you are entitled to.

“The situation is highly unfortunate and I don’t like it. These girls have given confidence to women who want to embrace sports, so this will go a long way in killing this laudable achievement. It is unfortunate but we will make sure the right thing is done.”

The minister said his position had always remained that the process of request for funds for sporting projects must come earlier to meet the objectives.

He said if the federation had requested for funds on time, the process of settling the players would have been easier.

The minister admitted that the matter was not handled properly, regretting that there are also issues of outstanding payment of coaches.

How U.S Federal Agents succesfully Linked Bola Tinubu to drug Trafficking Ring in Chicago

Facts have emerged that the erstwhile Governor of Lagos state, Asiwaju Bola Tinubu may have been involved in a white heroin trafficking network which operated in Chicago and some parts of Indiana and led by one Adegboyega Mueez Akande between 1988 and 1993. ADEBOYE, REDEEM CHURCH LEADER IN N20 BILLION IMPORT WAIVER SCANDAL

The General Overseer of the Redeemed Christian Church of God, RCCG, Pastor Enoch Adejare Adeboye has been linked to a scandalous import duty waiver said to have cost Nigeria a whooping N20 Billion in revenue loss between 2006 and 2007.

A Fiscal Commission source in Abuja preferring anonymity told Pointblanknews.com during the week that pastor Adeboye, tapping into his well-known ties with former President Olusegun Obasanjo benefited from the shady import duty waiver in which Alhaji Aliko Dangote, Chief Mike Adenuga, Alhaji Saminu Turaki, Mr. Donald Duke and others were prime beneficiaries.

According to the impeccable source, the duty waiver granted Adeboye was said to have been used “dishonestly” by the church to import luxury Sport Utility Van, SUV (usually called Jeep in Nigeria), building materials and Digital Recording equipment some of which were said to belong to top members of the church both within Nigeria and abroad. In other words, the source surmised that Adeboye used his high level connections to “aid and abate” his church members to defraud the nation by not paying the requisite importation fees.

The source said that many of the RCCG’s faithful in Nigeria and abroad had celebrated the “unlawful act” as a “testimony to the goodness of the lord.” It was said that a Pastor Ghandi of the Jesus House, RCCG in Washington DC where the late first lady Mrs. Stella Obasanjo used to worship whenever she was in the United State, was a facilitator of the deal.

Many of the luxury cars that were said to have been imported through the deal were not meant for private use. They were said to have been sold at several car dealerships across the country. The source explained to pointblanknews.com that even if the items were not traded, it was unheard of that “people would import duty-free luxury items into any country.”

The official did not rule out the possibility of a thorough investigation of the deal which he said could make Adeboye to pay and possibly face charges.

A document made available to pointblanknews.com indicated that in 2006, RCCG got an import waiver of N9,831,109,309.00 through certificate no.,BO/REV/12235/S.2/T.133 to import construction materials; generators and vehicles. The value of the imports was N49,155,546,846.00.

In 2007, another import waiver was granted. This time through a certificate number BO/R10260/V111/161, RCCG was granted rights to import building/construction materials with value put at N48,988,454,876.00 with a total waiver of N9,757,690.975.20. The two waivers total N19,588,800,284,20, while the bulk transactions amount to N98,144,347,130.20.

Also 300 luxury cars with value put at $6,923,000, 100 Jeeps (SUV) valued at $8,000,000, Video Equipment valued at $12,000,000.00, were all part of the shady import deals.

It would be recalled that the comptroller General of Nigerian Customs Services, Mr. Jacob Gyang Buba had been investigated by the independent Corrupt Practices Commission, ICPC in connection with an annual loss of N50 Billion in respect of the importation tariff waiver introduced by the Government of President Olusegun Obasanjo.

The spiritual depth of some practices of the RCCG has been subject of concern amongst growing conservative Christian worshippers. Adeboye is often criticized for being interested in quantity and not quality. He is said to have broken his church to model parishes were prosperity theology is often preached. The other class of followership is usually called Redeemed Classical. They are more mortified and often completely scriptural. Apart from Adeboye’s too cozy with the high and mighty elite, he was said to have given tacit blessing to ex-president Obasanjo’s third-term Presidential dream that was truncated with sudden humiliation.

Security operatives attached to the Aso Rock Presidential Villa, including 95 presidential body guards, are grumbling over non-payment of their 13-month special allowance.

They are officers of the Nigerian Army, the Department of Security Service (DSS), the Nigerian Police Force (NPF) the National Intelligence Agency (NIA), the Federal Fire Service and the Federal Road Safety Corps (FRSC).

Since President Muhammadu Buhari assumed office on May 29, 2015, the State House security staff, numbering about 1,400 say they have not received their special allowance otherwise known as Risk Cautious Allowance (RCA).

The administration of former President Goodluck Jonathan was said to be paying each of the senior security personnel at the Villa N30,000; and the junior ones, N25,000 as monthly special allowance.

Findings, however, revealed that even though Jonathan’s administration had reviewed the special allowance upward, the last time the Villa security staff received it was in March, 2015.

But the officers currently securing the nation’s seat of power said it beat their imagination that they could be owed their RCA under the administration of President Buhari, a retired general.

The security personnel, who craved anonymity, lamented that several months after President Muhammadu Buhari had ordered the payment of the allowance, “nothing has been done.”

One of them, a policeman, told our correspondent that he was surprised at the non-payment of the special allowance “especially because the president is from a security background.

The Presidency explained that “clean and lawful” means of paying the special allowance was being devised, as directed by President Buhari.

The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, told our correspondent that on assumption of office, Buhari’s administration discovered that the Office of the National Security Adviser (NSA) was paying the special allowance without following due process.

Shehu said: “Under the Muhammadu Buhari administration, you are not going to have the NSA going to the Central Bank or the NNPC to fetch money to share around. That is not going to happen.”

He said the president had, to that extent, directed the incumbent NSA, General Babagana Munguno, “to devise clean and lawful means of paying those allowances as part of the overall effort to clean up that office.”

SPECIAL REPORT: Ex-Govs Akpabio, Amaechi, Suntai received billions in waivers to buy aircraft, 200 BMW cars - PREMIUM TIMES


While they held sway in their respective states, three former governors of Akwa Ibom, Rivers and Taraba received waivers to buy different ranges of aircrafts that included a Bombardier private jet and a Bell 407 Helicopter, PREMIUM TIMES can authoritatively report.

The governors and other serving government officials circumvented paying duties even as they imported, under various guises, luxury automobiles that included BMW, Ford, Range Rover, Lexus and Jaguar. The waivers were granted in the names of their states.

Between 2011 and May 2014, a total of N215 Billion in import duty exemptions were granted in four years under the leadership of ex-President Goodluck Jonathan.

Data obtained from the Budget Office of the Federation detail a fiscal policy recklessness that made duty waivers in Nigeria to become synonymous with cronyism, racketeering, political patronage and outright brigandage.

Whilst some of the waivers may have been well-meaning and granted for the purposes of stimulating local production, economic growth and job creation, the data show that some of those who benefited did not deserve such concessions.

In 2013 former governor of Rivers State, Rotimi Amaechi, now Minister of Transport, got waivers to buy one Bombardier aircraft Global Vision 5,000 series and two Bell 412 Axis Helicopters.

The three items attracted a total import duties of N2, 182,619,909.00 (Two billion, one hundred and eighty-two million, six hundred and nineteen thousand, nine hundred and nine Naira) but this was waived off by the Customs.


A year earlier in 2012, the Akwa Ibom State government, ran at the time by Godswill Akpabio, who is now a serving Senator, received waiver to purchase a G450 5N 4241 Aircraft. The economic necessity for the aircraft was not stated. This particular acquisition attracted import duty of N271, 256,000.00 (Two hundred and seventy-one million and Two hundred and fifty-six thousand Naira) but was not paid in view of the waiver.

Similarly, former Governor Danbaba Suntai, acting in the name of Taraba State, received waiver in 2012 to buy a Bell 407 Helicopter. The import duty on the helicopter was N13, 064,546.00 (Thirteen million, sixty-four thousand, and five hundred and forty-six naira). In October of the same year, Mr. Suntai became involved with another aircraft owned by the Taraba State government, this time a Cessna 208 5N-BMJ which crashed on a flight from Jalingo to Yola.
Year after year, virtually everyone with access to the corridor of power did their best to take advantage of the waiver regime of the President Jonathan government. Names and incongruous items combined in a clear defeat of the same economic policy the concessions were meant to promote.
Waivers were granted for the importation of Mercedes Benz cars and personal effects like refrigerators, tiles, marbles, beddings, chairs, cups and sunglasses. One sub-head in the Budget Office data unbelievably reads: “Specialized items such as custom made carpets, timber dining chairs etc”.

These items were imported at zero-duty in the name of the Federal Capital Territory.
Seizing the moment, the Rivers State Government, in 2011 under Mr. Amaechi imported 200 units of luxury cars, including “BMW, Ford and other brands”.
There was no agricultural machinery nor any economic enhancement tool in the Rivers’ import. The sum of N503.3 million was not paid as a result of the waiver, thus there was no discouragement of any sort for state executives that chose to waste taxpayers’ sweats on luxury goods.
The Lagos State government, under Babatunde Fashola, soon joined the fray, importing, in 2012, 300 units of BMW, Ford, Land Rover, Range Rover, Lexus, Mercedes and Jaguar. For Lagos State however, it was explained that the automobiles were for the 18th National Sports Festival. A total of N772 million in duty was waived.


A few months ago, the Senate Ad hoc Committee on Import Duty Waivers, Concessions and Grants announced it had uncovered fraud in the administration of import duty waivers on rice, sugar, other foods items and automobiles.
The committee, in its report, named frontline companies, including Dangote Limited, Kersuk Farms, Bua Group, Elephant Group, Milan Group and Golden Penny.
It also named specific government agencies such as the Ministry of Finance, Nigeria Customs Service (NCS), Ministry of Industry, Trade and Investment, Nigeria Export Promotion Council (NPC), Ministry of Agriculture and Rural Development and Federal Inland Revenue Service as complicit in the waiver racketeering.
The Customs and Excise Management Act prescribes that some imported goods could be granted duty exemptions if they are meant to boost local manufacturing of goods for export.
To this end, agricultural implements, and machineries for key sectors like Water Resources, Steel, Gas and Aviation are usually exempted from duty. It remains puzzling how this Act was interpreted to justify waivers granted government officials to import cars and personal effects.
Save for 2014, waivers granted between 2011 and 2013 were littered with cars and personal effects imported at zero-duty by unnamed officials of the Ministry of Aviation and Ministry of Foreign Affairs. These personal imports are different from those made specifically by Ministries, Departments or Agencies.
Individual officials curiously obtained waivers to import “Mercedes Benz and personal effects”, “Honda car and personal effects”, “Toyota Verso and personal effects”, “Hyundai Tuscan and personal effects” and “Toyota RAV4 and personal effects”.
Also listed were “Nissan Car and personal effects”, 4 Runner Toyota car, Nissan Pathfinder, Mitsubishi Car, Toyota Camry, Furniture, Toyota Corolla, Mercedes Benz GL 450 and personal effects, Mercedes Benz A170, Honda Accord, Toyota Sienna and personal effects, and Ford Edge vehicle.
